That the City Clerk by and he is hereby directed to issue notices to owners of
property situated on both sides of South Block Street between Mountain Street and South
Street, to lay concrete gutters and the owners of property on the West Side of the Street
between Rock Street and South Street to lay concrete sidewalks according to the City
specifications.
