MINUTES OF A MEETING OF THE
HISTORIC DISTRICT COMMISSION
A regular meeting of the Fayetteville Historic District Commission was held on June 9,
2016 at 5:30 p.m. in Room 219 in the City Administration Building at 113 W. Mountain
Street, Fayetteville, Arkansas.

to order.
Upon roll call all members were present except Commissioner Youngblood.

Announcements:
2015 CLG Grant Projects Update
Quin Thompson, Planner, gave an update on the Oaks Cemetery fence and historic
plaque that had been recently installed.
Commissioner Hogan asked if anything else was going on in Oak Cemetery.
Commissioner Turk discussed the archaeological survey of the cemetery that was
volunteered by Jaime Lockhart.
Andrew Garner, City Planning Director, gave an update on the historic buildings
database project and website.
Unfinished Business:
Proposed Meadow Street Historic District Progress
Commissioner Turk discussed the proposed Meadow Street Historic District, asking for
progress on the commission completing the building inventories.
The commissioners discussed the various properties that were assigned to them for
this proposed district.
Commissioner Myres stated that the commission would try to get the forms prepared
for their various properties that were assigned to them by August if possible which could
be ready for our consultant, Nina, who can help clean-up the forms when the grant
money is hopefully available in the fall.
Proposed University Heights Historic District Progress
Commissioner Turk discussed the status of the University Heights proposed historic
district. She discussed the technical details of the district, including the fact that
neighborhood appears that it will be split into two different districts according to the
current feedback she has received.
Meeting Minutes:
Approval of the Minutes from April 14, 2016 Meeting
Motion:
Commissioner Hogan made a motion to approve the April 14, 2016 meeting minutes.
Commissioner Watson seconded the motion. Upon roll call the motion passed with
a vote of 6-0-0.
Commissioner Hogan requested that in the future it would be helpful if the meeting
minutes were sent separately or printed and brought to the meeting. The packet for
tonight's meeting had 75 pages and it was a little difficult to find the minutes.
Garner stated that would not be a problem.

New Business:
Status of Old Post Office on the Square
Harry Davis, Planner, summarized the status of the covenants and special warranty
deed that preserve the Old Post Office on the Square through the year 2018.
The commission discussed concern with a lack of progress to helping continue
preservation of the post office.
Staff and the commission discussed several options for preservation including adopting
a regulated historic district, adopting an overlay zoning district for this landmark property,
or purchasing the property.
Quin Thompson, Planner, discussed the possibility that the first step might be that city
council adopt a resolution to aid in the preservation in the Old Post Office.
Motion:
Commissioner Hogan made a motion to that the staff should draft a resolution on
behalf of the commission and forward it to the city council resolving to aid in the
preservation of the Old Post Office. The actual steps taken to preserve the structure
could be determined after the council resolves to move forward in this direction.
Commissioner Watson seconded the motion. Upon roll call the motion passed with
a vote of 6-0-0.
McNair House National Register Nomination
Jonathan Curth, Senior Planner, presented the McNair House National Register
Nomination.
The commission discussed support for the proposal to place the McNair House on the
National Register.
Commissioner Hogan discussed background for the McNair House.
Motion:
Commissioner Watson made a motion that the Historic District Commission express
support to the AHPP on the McNair House nomination. Commissioner Turk seconded
the motion. Upon roll call the motion passed with a vote of 6-0-0.
Terms of Historic District Commissioners and Election of Officers for 2016-2017
The commission and staff discussed the terms of office for the commission. It was
discussed that the terms for Commissioners Turk and Kay will expire on June 30, 2016
and new commissioners have been appointed.
Commissioner Myres discussed that election of officers for 2016-2017 would be
delayed until the August meeting when the new commissioners would be present.

Announcements:
Andrew Garner, City Planning Director, announced that the next Historic District
Commission meeting was August 11th. The state's CLG Coordinator, Catherine Barrier
will be present to conduct a training session with the commission. The training will take
approximately an hour and a half.
There being no further business, the meeting was adjourned at 6:30 PM.
