1. Call to Order: 9:00 AM, Matthew Hoffman

LSD 16-5374: Large Scale Development (1241 W. MLK BLVD./ARENA VILLAGE
SHOPPING CENTER EXPANSION, 521/522): Submitted by BLEW & ASSOCIATES, INC.
for properties located at 1241 W. MLK BLVD. The properties are zoned C-2,
THOROUGHFARE COMMERCIAL, and contain approximately 4.71 acres. The request is
for 2 new structures containing approximately 9,530 square feet of shopping center space
with associated parking.
Andrew Garner, City Planning Director, gave the staff report.
Corey Granderson, Staff Engineer, discussed the streamside protection zones.
Joseph Orr, applicant, was present for questions.
John Davidson, applicant was present for questions.
No public comment was presented.
Commissioner Quinlan asked about the parking ratio and what was needed.

Garner discussed the architectural elevations.
Commissioner Hoffman discussed support for the streamside variance.
Commissioner Quinlan discussed the sidewalk location.
Commissioner Hoskins discussed the architectural elevations and the commercial design
standards.
Motion:
Commissioner Hoskins made a motion to forward LSD 16-5374 agreeing with staff on all
conditions except no recommendation on #3, commercial design standards. Commission
Hoffman seconded the motion. Upon roll call the motion passed with a vote of 3-0-0.
LSD 16-5461: Large Scale Development (NE CORNER OF JEWELL RD. & SALEM
RD./FLATS AT FOREST HILLS, 440): Submitted MORRISON SHIPLEY ENGINEERS,
INC. for properties located at NE CORNER OF JEWELL RD. & SALEM RD. The
property is zoned R-PZD, RESIDENTIAL PLANNED ZONING DISTRICT, and contains
approximately 9.81 acres. The request is for 5 new structures with 55 multi -family units
and associated parking. Vis a vis

Patrick Foy, Morrison Shipley, applicant's representative: No additional comments
offered.
No public comment was presented.
Commissioner Hoskins: Requests clarification on Condition 2 (Building Height Regulation
interpretation).
Andrew Garner, Planning Director: Provides clarification about the building height
regulations in the Forest Hills PZD versus those in the City's Unified Development Code,
and the complication of the adjacent residential single family's zoning as multi -family.
Hoskins: Asks whether allowing this will require a variance.
No public comment was presented.
Garner: If the committee requires compliance to be based on measuring building height
from the building versus the highest point.
Commissioner Quinlan: Recommends forwarding the proposal with a requirement for a
variance, especially considering the parapet.
Hoskins: In agreement.
Motion:
Commissioner Hoskins made a motion to forward LSD 16-5461 agreeing with all
conditions except recommend a building height variance on condition of approval #2.
Commissioner Hoffman seconded the motion. Upon roll call the motion passed with a
vote of 3-0-0.
LSD 16-5460: Large Scale Development (INTERSECTION OF VAN ASCHE DR. &
INVESTMENTS DR./GENERATIONS BANK, 172): Submitted MCCLELLAND
ENGINEERS, INC. for property located at the INTERSECTION OF VAN ASCHE DR. &
INVESTMENTS DR. The property is zoned C-1, NEIGHBORHOOD COMMERCIAL, and
contains approximately 1.28 acres. The request is for a 4,000 square foot bank with
associated parking.
Andrew Garner, City Planning Director, gave the staff report.
Rick McGraw, applicant, was present for questions.

Commissioner Hoffman asked about the architectural elevations.
Garner discussed the proposed elevations and the fagade that faces the public street.
Motion:
Commissioner Hoskins made a motion to approve LSD 16-5460 agreeing with all
conditions as recommended by staff. Commissioner Hoffman seconded the motion. Upon
roll call the motion passed with a vote of 3-0-0.
LSD 16-5467: Large Scale Development (2514 N. NEW SCHOOL PLACE/THE NEW
SCHOOL, 290): Submitted by JORGENSEN & ASSOCIATES, INC. for properties located
at 2514 N. NEW SCHOOL PLACE. The properties are zoned R -O, RESIDENTIAL OFFICE
and contain approximately 19.40 acres. The request is for three new buildings to house
Academic/Innovation, and Athletic Centers totaling 62,550 square feet with associated
parking.

Blake Jorgensen, applicant, was present for questions.

Motion:
Commissioner Hoskins made a motion to table LSD 16-5467 until next meeting.
Commissioner Quinlan seconded the motion. Upon roll call the motion passed with a
vote of 3-0-0.
