HOUSING AUTHORITY OF
THE CITY OF FAYETTEVILLE, ARKANSAS
The Housing Authority of the City of Fayetteville, Arkansas met in Regular Session at
6:00 p.m. May 26, 2016, in the City Administration Building, Room #111, Fayetteville,
AR.
Mike Emery, Chairperson called the meeting to order at approximately 6:05 p.m.
Commissioners Present: Mike Emery, Chris White, Matthew Cabe, and Carma
Unruh and Chris Terry
Others Present: Deniece Smiley (Fayetteville Housing Authority)
Randy Hoeschen, Ledford Engineering and Planning,
Robert Beale and Eric Gold, RAD Conversion
Specialists.
NEW BUSINESS
A. Approval of Minutes of Previous Regular Board Meeting. No corrections or
changes were made to the board meeting minutes; and the minutes were accepted
as presented.
B. Approval of March 2016 Balance Sheets & Income Statements and April 2016
Accounts Payable Summary. Chris White made a motion to accept and Chris
Terry seconded. The Board approved unanimously.
C. Approval of Resolution No. 1046 — To Void Checks from Fayetteville Housing
Authority funds outstanding over six months from date of issuance. Chris Terry
made the motion to approve Resolution No. 1046 and Chris White seconded. The
Board approved unanimously.
D. Approval of Resolution No. 1047 — To Approve, Ratify, Affirm the signing of the
RAD Conversion Commitment (RCC) for Morgan Manor - Chris White made the
motion to approve Resolution No. 1046 and Chris Terry seconded. The Board
approved unanimously.
E. Presentation of Agency Five Year Plan Fiscal Year 2016 — 2020 — Randy
Hoeschen with Ledford Planning and Engineering. Randy orally reviewed the
plan and gave board opportunity to ask questions. The approval of the plan will be
placed on next month's meeting agenda.
F. Presentation of Draft Smoke Free Facilities Policy for Board Review. The Board
requested that additional language be added to draft with request for additional
discussion to occur at next month's agenda.
G. RAD Updates & Discussion — Robert Beale and Eric Gold — RAD Conversion
Specialists, Inc. Robert and Eric explained the remaining process for the Morgan
Manor properties and provided timeline for development of the remaining
Fayetteville Housing Authority properties.
H. Executive Director's Report — Brief remarks were made by Deniece Smiley.
With there being no further business, the meeting was adjourned by Mike Emery. The
next regular scheduled Board Meeting is June 23. 2016.
