Long Ward 4 Position 2 A meeting of the Fayetteville City Council was held on April 19, 2016 at 5:30 p.m. in Room 219 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas. Mayor Jordan called the meeting to order. PRESENT: Alderman Adella Gray, Sarah Marsh, Mark Kinion, Martin Schoppmeyer, Alan Long, Mayor Lioneld Jordan, City Attorney Kit Williams, City Clerk Sondra Smith, Staff, Press, and Audience. Alderman Tennant, Alderman La Tour and Alderman Petty were absent. Pledge of Allegiance Don Marr, Chief of Staff gave a brief description on the usage of the new vote cast program at City Council meetings. Approved Bid #16-26 HD Supply Waterworks, Ltd: A resolution to award Bid #16-26 and authorize the purchase of tree grates and frames from HD Supply Waterworks, Ltd. in the amount of $55,995.00 plus applicable taxes for the College Avenue Enhancement project. Resolution 78-16 as recorded in the office of the City Clerk Goodyear, Michelin and Bridgestone Tires: A resolution to authorize the purchase of Goodyear, Michelin and Bridgestone tires from various local vendors in variable amounts and for varying unit prices as needed through March 31, 2017 and any future renewal periods, pursuant to state procurement contracts, for use by the Fleet Division. Resolution 79-16 as recorded in the office of the City Clerk Arkansas Flower and Garden Show Grant: A resolution to authorize acceptance of a grant from the Arkansas Flower and Garden Show in the amount of $2,500.00 for the purchase of native plant materials to be planted in a portion of Wilson Park that has been cleared of invasive plants, and to approve a budget adjustment. Resolution 80-16 as recorded in the office of the City Clerk Alderman Long moved to accept the Consent Agenda as read. Alderman Marsh seconded the motion. Upon roll call the motion passed 5-0. Alderman Tennant, La Tour, and Petty were absent. Unfinished Business: None Public Hearing: Condemnation of Fifteen Foot Strip of Land in Spring Street Parking Lot: A resolution to authorize the City Attorney to seek condemnation and possession of certain lands owned by the unknown heirs of John and Alma Rehm needed for the operation and development of lot 56, a city - operated public parking lot, and to approve a budget adjustment. Mayor Jordan opened the Public Hearing. City Attorney Kit Williams: We will continue our efforts as directed by the court and try to locate any heirs. We have been unable to locate them so far. We have to go through a condemnation process if we can't find any heirs. If no heirs develop, we will eventually have to pay the money to the state, rather to any heirs. This is the way the law reads. Mayor Jordan closed the Public Hearing. Alderman Marsh moved to approve the resolution. Alderman Gray seconded the motion. Upon roll call the resolution passed 5-0. Alderman Tennant, La Tour, and Petty were absent. Resolution 8146 as recorded in the office of the City Clerk New Business: Bid Waiver for Light Poles & Fixtures: An ordinance to waive the requirements of formal competitive bidding and authorize the purchase of street light poles and fixtures manufactured by Amerlux Exterior, LLC from the sole regional distributor, Premier Lighting Group, Inc., in an amount not to exceed $210,500.00 for city-wide transportation infrastructure projects through December 31, 2020. City Attorney Kit Williams read the ordinance. Terry Gulley, Transportation Director gave a brief description of the ordinance. Alderman Marsh moved to suspend the rules and go to the second reading. Alderman Long seconded the motion. Upon roll call the motion passed 6-0. Mayor Jordan voting yes. Alderman Tennant, La Tour and Petty were absent. City Attorney Kit Williams read the ordinance. Alderman Long moved to suspend the rules and go to the third and final reading. Alderman Marsh seconded the motion. Upon roll call the motion passed 6-0. Mayor Jordan voting yes. Alderman Tennant, La Tour and Petty were absent. City Attorney Kit Williams read the ordinance. Mayor Jordan asked shall the ordinance pass. Upon roll call the ordinance passed 5-0. Charlee St./ Seaside Pools): An ordinance to approve VAC 16-5375 submitted by Seaside Pools, Inc. for property located at 1924 East Charlee Street to vacate a portion of a utility easement. City Attorney Kit Williams read the ordinance. Jeremy Pate, Director of Development Services gave a brief description of the ordinance. He stated staff recommends approval of the ordinance. The Planning Commission voted 9-0 in favor. Alderman Long moved to suspend the rules and go to the second reading. Alderman Marsh seconded the motion. Upon roll call the motion passed 6-0. Mayor Jordan voting yes. Alderman Tennant, La Tour and Petty were absent. City Attorney Kit Williams read the ordinance. Alderman Marsh moved to suspend the rules and go to the third and final reading. Alderman Gray seconded the motion. Upon roll call the motion passed 6-0. Mayor Jordan voting yes. Ordinance 5868 as recorded in the office of the City Clerk Announcements: Alderman Long: There will be a Ward 4 meeting on April 25, 2016 at 6:00 p.m. in Room 111 at City Hall. Don Marr, Chief of Staff: The Fire Department will be having an Open House at Fire Station 4 on Tuesday at 3385 Plainview from 4:00-7:00 p.m. Mr. Marr gave a brief description of multiple events taking place in the City of Fayetteville to celebrate Earth Day. He stated citizens can go to the events calendar on the City of Fayetteville website to view events that are occurring in the community.
