CCP 15-5252: Concurrent Plat (SE CORNER OF BROYLES AVE. & PERSIMMON ST./ CROSS
KEYS NORTH SUBDIVISION, 560): Submitted by JORGENSEN & ASSOCIATES, INC. for
property located at the SE CORNER OF BROYLES AVE. & PERSIMMON ST. The property is
zoned RSF-4, RESIDENTIAL SINGLE FAMILY, 4 UNITS PER ACRE and contains approximately
17.07 acres. The request is for a 13 lot single family subdivision.
Andrew Garner, City Planning Director gave the staff report.
Corey Granderson, Staff Engineer, discussed storm water drainage.
Derek Linn, Urban Forester, discussed Tree Preservation and Landscape.
Jared Inman, applicant, was present for questions.
No public comment was presented.
Motion:
Commissioner Brown made a motion to forward CCP 15-5252 to the Planning Commission to be
placed on the consent agenda with conditions of approval as recommended by staff.
Commissioner Bunch seconded the motion. Upon roll call the motion passed with a vote of 3-
0-0.

PPL 16-5331: Preliminary Plat (EAST OF WASHINGTON AVE. BETWEEN 7TH & 11TH
STREETS/WILLOW BEND SD, 563): Submitted by COMMUNITY BY DESIGN, INC. for properties
located EAST OF WASHINGTON AVE. BETWEEN 7TH & 11TH STREETS. The properties are zoned
RSF-18, RESIDENTIAL SINGLE FAMILY, 18 UNITS PER ACRE, AND NC, NEIGHBORHOOD
CONSERVATION and contains approximately 9.12 acres. The request is for 54 single-family lots.
Andrew Garner, City Planning Director, gave the staff report.
Corey Granderson, Staff Engineer, discussed storm water drainage.
Derek Linn, Urban Forester, discussed that staff recommends this item be tabled as the tree
preservation plan needs additional information.
Brian Teague, applicant, was present for questions and indicated they are okay with tabling the
item in order to allow more time to address Urban Forestry comments.
Public Comment:
Name unclear, owns property adjacent to Willow Bend to the west. He is from Colorado but owns
property adjacent to this site. He discussed the poor condition of the adjacent streets. He
recommended that 11th Street be improved from this site all the way to College Avenue.
No more public comment was presented.
Commissioner Bunch asked about street improvements.
Garner discussed street improvements and that it would be appropriate for the commission to
evaluate 11th Street being improved as discussed by the member of the public.
Motion:
Commissioner Bunch made a motion to table PPL 16-5331 until the next subdivision committee
meeting. Recommending the applicant evaluate off-site improvements to 11th street; recommend in
favor of the off-site trail connection as proposed. Commissioner Brown seconded the motion.
Upon roll call the motion passed with a vote of 3-0-0.
