CCP 16-5314: Concurrent Plat (SW OF PERSIMMON & MTN. RANCH BLVDS./PARK HILL AT
MTN. RANCH SD, 479): Submitted by JORGENSEN & ASSOCIATES, INC. for properties located
at the SW CORNER OF PERSIMMON & MTN. RANCH BLVDS. The properties are zoned R-PZD,
RESIDENTIAL PLANNED ZONING DISTRICT and contain approximately 1.80 acres. The request
is to re-plat 13 existing lots into 10 lots.
Andrew Garner, City Planning Director, gave the staff report.
Justin Jorgensen, applicant, was present for questions.
No public comment was presented.
Motion:
Commissioner Autry made a motion to forward CCP 16-5314 to the Planning Commission with
conditions of approval as recommended by staff. Commissioner Noble seconded the motion.
Upon roll call the motion passed with a vote of 3-0-0.

LSD 16-5313: Large Scale Development (NE OF W. DRAKE ST. & N. MCCONNELL
AVE./NELMS CLIMBING GYM, 248): Submitted by JORGENSEN & ASSOCIATES, INC. for
property located NE OF W. DRAKE ST. & N. MCCONNELL AVE. The property is zoned C-2,
THOROUGHFARE COMMERCIAL, and contains approximately 3.55 acres. The request is for a
19,500 square foot gym with associated parking.
Quin Thompson, Planner, read the staff report.
Corey Granderson, Staff Engineer, discussed utilities and storm water detention.
Derek Linn, Urban Forester, talked about preservation of the single existing tree, and street tree
requirements.
Justin Jorgensen, Applicant, said that the development team disagreed with staff about the need
for cross access.
Dennis Nelms, Developer, said he believes in the benefits of cross access, but noted that the
adjacent property owners did not want traffic through their site and suggested that it may encourage
a dangerous left turn onto HWY 112.
Jorgensen said that in his opinion, most people would prefer to use the street intersection with
traffic light, which would offer a faster and safer condition than the cross access.
Ron Autry, Commissioner, said that he understood the need for cross access generally, but felt in
this case that it would not provide a beneficial connection. He added that he had concerns about
the compressed gas storage at the welding store, and the opposition of the store owners. He said
he disagreed with staff on this requirement.
Ryan Noble, Commissioner, said he disagreed with staff on the cross access. He asked if the
access was for future development or to be built with this project.
Andrew Garner, Planning Director, said that the cross access would be provided as development
occurs on the adjacent property. He said that provision of a stub out to the east would provide a
potential connection point when those properties redevelop.
Tracy Hoskins, Commissioner, said that he was in agreement with staff that future access should
be provided, but suggested that it not be required to be built at this time. He said he would support
dedication of an easement only. He asked the applicant about color and material choices.
Audy Lack, Design Architect, said that the elevations and colors generally described the intent, but
that the final design was still being explored.
Hoskins said he would not support the variance of Commercial Design Standards without more
detailed information, and that he may not support it at all.
Lack said that he felt the design was not a typical metal building, and said that he would bring more
information to the Planning Commission meeting.

Motion:
Commissioner Hoskins made a motion to forward LSD 16-5313 to the Planning Commission with
the following recommendation on conditions of approval:
Agree with staff on condition #1. Require a cross access easement to be dedicated to allow for
future cross access, but the actual cross access does not have to be built at this time on condition
#2. No recommendation on the commercial design standards on condition #3. Agree with staff on
condition #4. Agree with all other staff conditions. Commissioner Noble seconded the motion.
Upon roll call the motion passed with a vote of 2-0-1. Autry recused.
