Call to Order: 9:00 AM, Kyle Cook 2. In Attendance: Kyle Cook (Chair), William Chesser and Sarah Bunch Absent: Staff: Andrew Garner, Jesse Fulcher, Quin Thompson, Jonathan Ely, Corey Granderson, Ken Eastin, and Derek Linn Old Business: No Items New Business: PPL 15-5295: Preliminary Plat (NORTH OF CROOKED STICK WAY/ALBATROSS LOOP ROW HOMES AT THE LINKS, 400): Submitted by BLEW & ASSOCIATES, INC. for property located NORTH OF CROOKED STICK WAY. The property is zoned R-PZD, RESIDENTIAL PLANNED ZONING DISTRICT and contains approximately 13.49 acres. The request is for preliminary plat approval of 27 single family lots. Andrew Garner, City Planning Director, gave the staff report. Commissioner Cook asked about the street improvements. Garner discussed the street improvements. Commissioner Chesser asked about parking for the parks. Garner discussed parking for the adjacent park and the street connection to the neighborhood to the east. John Scott discussed tree preservation. Corey Granderson discussed drainage for the development. Eric Heller, Blew and Associates, was present for the applicant and indicated that they were in favor of the conditions of approval. 2 No public comment was presented. Commissioner Chesser discussed concerns with a street improvement assessment amount not being enough for the improvement because of the change in cost over time. Commissioner Chesser discussed a recommendation that the money for parkland be used to alleviate the parking problems in the vicinity of Bryce Davis Park. Motion: Commissioner Bunch made a motion to forward PPL 15-5295 to the Planning Commission with conditions of approval as recommended by staff. Commissioner Chesser seconded the motion. Upon roll call the motion passed with a vote of 3-0-0. LSD 16-5302: Large Scale Development (1740 W. MLK BLVD./RAISING CANE’S RESTAURANT, 520): Submitted by CSRS, INC. for property located at 1740 W. MLK BLVD. The property is zoned C-2, THOROUGHFARE COMMERCIAL AND RMF-24, RESIDENTIAL MULTI-FAMILY, 24 UNITS/ACRE, and contains approximately 1.09 acres. The request is for a 3,567 square foot restaurant with associated parking. Jesse Fulcher, Senior Planner, read the staff report. John Scott, Urban Forester, stated there are concerns with splitting off the tree preservation area. Corey Granderson, Staff Engineer, stated that detention is not existing and not required. There will be more greenspace after they redevelop the site. Commissioner Cook asked why the cross connection was so close to the street. Fulcher stated there is a retaining wall along the property line, which limits the cross connection to the area of the site near the street. Commissioner Chesser stated he was concerned with splitting off the tree preservation area. Andrew Garner, City Planning Director, stated that it’s hard to deny a lot split, but there might be a reason hold it up if it’s associated with a large scale development. Might help to make a motion regarding this issue. Commissioner Chesser stated that Martin Luther King Boulevard should be improved like College Avenue. Motion: Commissioner Chesser made a motion to forward LSD 16-5302 to the Planning Commission with conditions of approval as recommended by staff, adding a condition of approval that the previously platted tree preservation area, that was a part of the previous development of this site, continue to be required as part of the redevelopment of this site. Commissioner Bunch seconded the motion. Upon roll call the motion passed with a vote of 3-0-0. Ad journment Time: 9:42
