Since January of 2015 we have spent 15% of the original purchase price in maintenance cost due to the age and condition of the equipment. This unit has reached 74% of the original purchase price in life to date maintenance charges. The majority of these solids are hauled to the Biosolids Management Site for further drying. At times it is used to haul various plant wastes to landfills as required. The floor of 9111 is starting to pit and is no longer water tight, which is required to haul biosolids. A 2016 Clement Starlight 3829 Tandem Axle Dump Trailer is available through HilBilt Sales Corp. of Benton, AR, the winner of Bid 16-31, for the amount of$39,590.00, plus applicable taxes. It has far exceeded its 10 year life and is beginning to have mechanical issues. We are replacing this with a flatbed to optimize hauling ability. The standard truck bed on 325U has been damaged trying to haul what is needed. The flatbed will also have a gooseneck hitch so that it can assist in pulling trailers. Unit 339 is a 2002 Ford F350 with a flatbed used by Wastewater Treatment Plant East to pull gooseneck trailers to move hay and equipment at the Biosolids Management Site. It has far exceeded its 10 year life and is beginning to have mechanical issues. Two 2016 Ford F350 Flatbeds are available through Superior Automotive Group of Siloam Springs, AR for the amount of$33,279.00 each, for a total of$66,558.00. This was the lowest bid from bid 16-33. Most FBOs have a courtesy vehicle or offer some sort of complimentary transportation service. Recently it came to light that the vehicles were not covered by the City's auto insurance and as rental cars they could not be. Airport immediately took action to cover the need. In the interim they set up a corporate account with Green Cab to cover cab rides for transient pilots and crews to get a meal. This service has not been utilized nearly as often as the courtesy vehicles we had in the past and is clearly not what our customers prefer or expect. Airport believes a courtesy vehicle is critical to the customer service aspect of the FBO. As stated earlier, most all FBOs have courtesy vehicles. By not having this courtesy, we risk losing our transient customer base and subsequently fuel sales. There have been customer complaints send directly to Mayor Jordan because we did not have a vehicle available. By purchasing a vehicle the City is filling the need of the FBO customers. This will also allow Arkansas Municipal League, the city's current insurance to cover the vehicle, like all other city vehicles. A 2013 Dodge Grand Caravan is available through Lewis Automotive Group of Fayetteville, AR for the lowest quote received in the amount of$17,771.00. This van is a 4 door, extended SE model and will be large enough to transport the customers and any items they may have. It is in good condition with less than 60,000 miles. Airport had collected excess funds for the replacement of two other vehicles. These funds are in Fleet's Fund Balance account and are being requested to purchase a courtesy vehicle for the Airport. This item is less than $20,000 and would not normally need to be approved by Equipment Committee, however a budget adjustment to utilize the funds will be presented for Council's approval. All of the City's snow plows are heavily used and must be operational when needed. This requires new blades, shoe assemblies and all parts associated with keeping the plow ready. For this reason, Unit 9113 has reached 264% and Unit 9114 has reached 332% of the original purchase price in life to date maintenance cost. When truck 2083 was purchased in 2005 it had an 8 foot snow plow with it. This old plow is very worn out, however because it was not assigned its own unit number we do not know the exact maintenance cost. Truck 2083 was approved for replacement at the April 12th Equipment Committee. We have decided to assign the new plow and truck their own unit numbers so that they can be replaced and serviced separately. This helps Fleet track the equipment more efficiently and gives us flexibility on time of replacement. One Meyer Lot Pro Plow Package, 8 foot Straight Blade is available through Kranz of Kansas City, MO for the amount of$5,081.43, the lowest quote received. Two Meyer Lot Pro Plow Packages, 9 foot straight blades are available through Kranz of Kansas City, MO for the amount of$5,492.99 each, the lowest quote received.
