White River Use Attainability Analysis (Minerals) In the early part of June we anticipate presenting our case to the ADEQ. The City's position is that the Noland WWTP needs to be operating under discharge limitations that are both technically defensible and allow the City to effectively and efficiently operate the treatment facility. b. Ozone Disinfection System Project Construction is complete with the exception of the electrical coordination study and arc flash labeling (J L Bry-son). The equipment has been operated by CH2M/OMI for the City since March 10, 2016. Final payment to Blue In Green has been processed. Final completion with J L Bry-son, Inc. is anticipated May 2016. Mauling Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville,AR 72701 c. Ramsey— Overcrest (aka Old Wire Road) Sanitary Sewer Improvements. Construction started on April 14th. Phase I is the boring of the sewer line under Ash Street and Old Wire Road. The anticipated completion date is October 29, 2016. NEW BUSINESS: a. Formation of a Nutrient Trading Group The cities of Fayetteville, Springdale, Rogers and Bentonville have agreed through resolutions in each municipality to form an informal cooperative group for the purpose of: 1. Joint development of nutrient water quality trading regulations for proposal to the Arkansas Department of Environmental Quality. 2. Exploring potential nutrient water training projects. 3. Participate in joint projects as approved by the members' respective City Councils or water/wastewater commissions, including the hiring of professionals and contractors to do work on behalf of the group. b. Proposed Engineering Contract with McGoodwin, Williams and Yates McGoodwin, Williams and Yates Engineering Firm (MWY) was selected to complete the Water Master Plan Update and to design the Dinsmore Trail water Line replacement project. McGoodwin, Williams and Yates (MWY) was selected for these two tasks in a formal engineering selection committee meeting on April 1, 2016 (RFQ 16-01). The contract scope and the not to exceed costs of$182,077 were negotiated by City Utilities staff. The contract includes two tasks: the Water Master Plan Update, and the design for replacing approximately 3000 If of water line on Dinsmore Trail. The previous update to the Water Master Plan was 2011 (by MWY). The Water Master Plan Update provides a planning tool for our future Capital Improvement Program projects. The Dinsmore Trail water line replacement design is requested due to the condition of the existing water line. STAFF REQUESTS THIS BE FORWARDED TO THE CITY COUNCIL FOR APPROVAL c. Noland WWTP Gearbox Rebuilds On 16 October, 2015, the City Council passed and approved Resolution 174-15 awarding Alliance Pump and Mechanical, Inc. Bid 15-48 to rebuild the seven (7) gearboxes in the Amount of$78,950.00. Since that time, the gearboxes were removed, delivered to Alliance Pump and Mechanical Inc., and disassembled for inspection. Upon inspection, additional items were found in need of repair. The additional repairs total $43,521.00. With 2 this change order, the total amount to rebuild and repair the gearboxes is $122,471.00 plus applicable taxes. Even with the additional repairs needed, the cost is significantly less than purchasing new gearboxes. d. Approval of the 2016 USGS Joint Funding Agreement In 2015 the City of Fayetteville modified its contract with USGS to begin monitoring both flow and major pollutants at two location on major outfalls from the City, Town Branch and Mud Creek . This data is being gathered continuously and through sampling at various times in order to more closely model the pollutant concentrations in these streams. This combined with the flow data will give accurate information on the total amount of the various constituents being measured leaving the City at these points. The proposed program would remain unchanged from 2015 and include a continuous monitor stream gauge with sampling and determination of various pollutant concentrations at two locations within the City of Fayetteville. These locations would track continuous information regarding flow, turbidity, temperature and conductance. The sampling at these locations would provide a mechanism in which these constituents could be related to other pollutants such as total suspended solids (TSS) essentially providing relatively accurate continuous pollutant loading information.
