BACKGROUND The Forest Hills Planned Zoning District contains five planning areas on approximately 82 arses located south of the intersection of Wedington Drive and Salem Road,extending south to Persimmon Street. The City Council approved the Forest I fills Planned Zoning District on June 3,2008. The applicant proposes to change the Forest Hills R-PZD zoning criteria for Planning Area 4,The Villas at Forest Hills,to reduce the rear setback from 25 feet to 20 feet. The applicant has requested this change so the houses can be staggered along the street and provide opportunities for architectural variation on the front facades. DISCUSSION On September 27,2010 the Planning Commission forwarded this request to the City Council with a recommendation for approval with a vote of 5-0-0. BUDGETIMPACT None. ORDINANCE NO. Planning Commission detennination of the requested modification to allow the rear setback to be reduced from 25 feet to 20 feet. Staff finds in favor of the recommendation,finding that the reduced rear setback will not significantly alter the development concept,and will provide 20' between the garage and alley,providing siffficient room for parked cars in the driveway. The proposed layout for the garden home development provides for a 57'buildable lot depth,which is planned to accommodate a 56.5' deep house floor plan. This uniform lot depth will create a uniform fagade from the street. The request to reduce the rear setback will allow the homes to stagger their placement along the street side or alter the street view by adding porches or facade variation. The additional 5'of buildable depth will help prevent each house from presenting a flush face to the street and provide the opportunity for architectural variation throughout the subdivision. Finally,the current 5' of space along the rear is not needed for a vehicle to park in the driveway.
