HomeMy WebLinkAboutOrdinance 5613 ORDINANCE NO. 5613 AN ORDINANCE AMENDING SECTION 94.06 FLAMMABLE AND COMBUSTIBLE LIQUIDS; LIQUEFIED PETROLEUM GASES OF THE CODE OF FAYETTEVILLE TO PERMIT ABOVE-GROUND PROPANE AND NATURAL GAS TANKS FOR THE EXCLUSIVE PURPOSE OF FUELING VEHICLES BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby amends Section 94.06, subsection(L), so that after amendment the subsection shall read as follows: "(L) The storage of liquefied petroleum gases in 200 gallon or larger above-ground tanks is prohibited in the city. However, this prohibition shall not apply to tanks existing on May 3, 1989, which are in compliance with the requirements of the Arkansas Fire Prevention Code and the Arkansas Code, nor to properly installed propane or natural gas tanks at a fueling station in a commercially or industrially zoned parcel if such tanks are used exclusively for the fueling of vehicles." RECOMMENDATION: Fleet operations began a Propane pilot project in October 2012 — starting with the conversion of two Chevrolet Colorado pickups, then converting two F550 pickups. In the spring of 2013, Fleet purchased 5 replacement mowers that run on propane for Parks Division use. The pilot project has shown that the City can save considerable funds by converting some vehicles to propane in addition to greatly reducing greenhouse gas emissions. In order to integrate propane fuel with the fuel management system (Fuelmaster) and with the Fleet Management System (FASTER), Fleet needs to install a propane tank at the Fleet fuel facility. Fleet needs to bid out the purchase of the propane tank and installation. However, the first step is to amend the ordinance so that Fleet may install a propane tank at the fuel site. If the tank is installed and in use before the end of the December,Fleet can apply for a 30%rebate on the cost of the tank. BUDGET IMPACT: Sufficient funds are available in the Shop fund to purchase a propane tank. After bids come in. Fleet will nrenare a Budget Adiustment to move funds to the Fleet expense account.
