The rate for providing multi-family recycling is $0.95 per month per unit in an apartment complex or multi-family residential complex receiving recycling service. The complex office shall have this same $0.95 per month per unit added to its solid waste bill as if it were an individual unit in the complex. Customers residing in multi- family complexes which do not receive recycling service will not be charged for recycling service." PASSED and APPROVED this 20th day of December, 2011. BACKGROUND Apartment recycling presents significant challenges due to space restrictions, contamination, and the wide variety of apartment configurations within the City. After extensive research and key citizen input, staff has identified a technique that we believe will work to provide recycling to some complexes over 100 units. Specifically, one day each week, we will place a new type container, segmented to allow source separation of four different materials, at an apartment complex. We will simultaneously provide containers dedicated to paper and cardboard recycling for a total of six commodities. This technique will allow and encourage residents who wish to recycle to do so conveniently,while minimizing exposure to contamination and only minimally disrupting apartment complex parking and operations. The City is beginning a pilot of this program the first week of November. Solid waste rates for apartments with individual unit water service start at$9.25 per unit to cover the cost of commercial dumpster service at the complex. The number of units of the apartment complex determines the number of dumpsters required for adequate service, as the owner/manager is required under§50.20(A)(1)to provide adequate service. The solid waste rate is increased if greater frequency or container size is requested. DISCUSSION The cost of providing drop box recycling service to an apartment complex is dictated by location,travel time, and the volume of material deposited. To best comply with state codes and minimize the potential for errors,this proposed ordinance establishes one rate for all units receiving recycling service,when they are individually metered for water(and thus individually charged for solid waste service) or master metered where the complex owner/manager receives the charge for service. The cost of this service has been identified as an average of$0.95 per apartment unit. The proposed ordinance change adds: §50.40 (B) (6). The rate for providing multi family recycling is$0.95 per month per unit in an apartment complex or multi family residential complex receiving recycling service. The complex office shall have this same$0.95 per month per unit added to its solid waste bill as if it were an individual unit in the complex. Customers residing in multi family complexes which do not receive recycling service will not be charged for recycling service. . BUDGETIMPACT Most operational costs of these services will be primarily covered by the revenue and expense impacts: (1) additional customer rate revenue; (2)commodity/recyclable material sales revenue; and(3)ton-for-ton reduction in tipping fees by tons diverted away from the landfill.
