AN ORDINANCE TO AMEND §174.03 EXEMPTIONS OF THE SIGNS
CHAPTER TO PERMIT CROSS STREET BANNERS ON BLOCK AVENUE
SIMILAR TO DICKSON STREET
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE,ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby amends
§174.03 (J)(3)(b) by repealing it in its entirety and enacting a replacement §174.03 (J)(3)(b) as
follows:
"(b) In order to notify or invite the public to attend a public festival or
event within the Downtown Master Plan area or the University of
Arkansas campus sponsored by the nonprofit organization or
government entity, that organization may pay the costs of the City to
install one, two, or three cross street public event banners (with no
advertising or commercial logos) at one or more City authorized sites
{intersections of Dickson and Block, and Dickson and Arkansas, and
on Block between Dickson and Meadow} for no more than fourteen
days once a year. When more than one nonprofit organization or
government entity would qualify and timely requests to pay for the
installation of cross street banners during the same period, the number
of cross street banners for each organization may be reduced to one
and/or the length of display may be shortened to one week so that each
qualified applicant is treated equally."

RE: Cross Street Banner For Block Street
Attached please find how the Sign Ordinance exemption for short term
banners could be amended to allow the installation of a cross street public event
banner across Block (somewhere between Dickson and Meadow) could be
authorized. I left all the existing conditions and limitation (no advertising and
commercial logos) which have successfully protected us from a billboard company
trying to compare its commercial message billboards with our similarly sized
banners. The limitations in this section are very necessary and should not be
weakened.
You might want to get with Terry Gulley or Chris Brown about possible
locations on City right-of-way that would not impede sidewalk traffic. Please also
be sensitive to near by property owners who might object to a banner installed in
front of their business, office or home. The Spring Street intersection might be the
best location, but I will leave that up to you and the experts.
