AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND TO APPROVE
A PURCHASE OF A MOTOROLA RADIO FIRE STATION ALERTING
SYSTEM IN THE AMOUNT OF $40,240.66 WHICH INCLUDES ALL
LABOR AND SALES TAX
WHEREAS, the City of Fayetteville has purchased and is in the process of installing a
multimillion dollar new digital Motorola emergency, transportation and utility services radio
system; and
WHEREAS, the Fayetteville fire stations need to upgrade their radio alerting system to
work with this new digital radio system; and
WHEREAS, Smith Two-Way Radio, Inc. is Northwest Arkansas's only authorized
Motorola sales and service provider and has provided a competitively priced bid to provide and
install the necessary radio alerting system.
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby determines
that, in light of Fayetteville's ongoing multimillion dollar investment to install a digital Motorola
radio system and the need to install compatible digital radio alerting systems for our fire stations,
competitive bidding for a new fire station radio alerting system is not feasible or practical and so
waives the normal requirement for competitive bidding and approves a contract with Smith Two-
Way Radio, Inc. in the amount of$40,240.66 to purchase new digital fire station alerting systems
for our fire stations pursuant to its quotation.

Subject: Approval of an ordinance waiving the requirements of formal competitive bidding for the purchase of
a fire station alerting system from Smith Two-Way Radio, Inc. and approving a purchase in the amount of
$40,240.66.
PROPOSAL:
On December 21, 2010 City Council approved a contract with Motorola, Inc. for the purchase of equipment and
software for Fayetteville public safety's nine channel 800 MHZ Astro 25 IP simulcast radio system. The
upgrades to the public safety radio system will also create the need to upgrade the Fire Department's fire station
alerting system. The radio system in place prior to the upgrade operated on an analog system, allowing tones to
transmit through the radio. The upgraded radio system is digital which means that tones cannot transmit
through the radio, therefore requiring the installation of a new decoder at each fire station location. The digital
system will also introduce the need for amplified speakers at Fire Stations 1, 2, 4, and 6 so that emergency
responders can clearly understand the dispatcher's voice. Fire Stations 3, 5, and 7 were built more recently with
amplified speaker systems already in place.
Smith Two-Way Radio, Inc. is Northwest Arkansas's only authorized Motorola sales and service provider.
They can provide both the equipment and installation necessary to complete the fire station alerting system
upgrade at a competitive price. Smith Two-Way Radio, Inc. is located in Fayetteville with staff on-site who are
authorized to work on a system integrated with Motorola equipment and can quickly respond to any needs for
service or maintenance on this critical public safety communications system.
RECOMMENDATION:
Staff recommends approval of an ordinance waiving the requirements of formal competitive bidding for the
purchase of a fire station alerting system from Smith Two-Way Radio, Inc. and approving a purchase in the
amount of$40,240.66.
BUDGET IMPACT:
Funds for the purchase of this system have been budgeted in the Radio Simulcast System and Fire Mobile
Radios capital projects.
