WHEREAS, a lack of street name signs on private streets poses a challenge for emergency first responders; and WHEREAS, street signage requirements will improve public safety and GIS Division efficiency. NOW, THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby amends §166.04(B)(3)(c) by inserting the following subsection: (iii) Private street name signs. Where a structure is addressed on a private street or drive, the developer or property owner(s) shall be required to install, maintain, repair and replace all private street name signs. Any private street name sign existing at the time of passage of this ordinance shall be maintained, repaired and replaced as required by this section. Signs shall meet the standards of the Manual on Uniform Traffic Control Devices (MUTCD) and shall be installed at all street/drive intersections. Unless approved otherwise, all signs shall be retroreflective and utilize a white legend on a green background. PASSED and APPROVED this 21St day of December, 2010. PROPOSAL: The proposed change would require the developer or property owner to "install, maintain, repair and replace all private street name signs." Signs will need to be in accordance with the Manual on Uniform Traffic Control Devices, which is the manual utilized by the Transportation Department for public street signs. Existing private street signs will need to be maintained, repaired and replaced in accordance with the ordinance. This ordinance was forwarded to the City Council by the Planning Commission with a recommendation for approval at its November 22, 2010 meeting by a vote of 8-0-0. The GIS Division requested the initial project in order address the lack of signage required for private streets within City boundaries. Ninety-one existing private streets lack street signs, making the streets more difficult for public safety officials to locate when they receive calls for service. Strategic Planning and Internal Consulting staff formed a project team that included representatives from the GIS Division, Central Dispatch, Planning Division and Transportation Department. Strategic Planning staff also intends to notify all property owners on existing private streets and drives that lack street signs of the challenges for emergency responders in locating their address. This letter will describe the ordinance and provide options and approximate costs for owners or neighborhoods that would like to install a street sign. RECOMMENDATION: Staff recommends that City Council approve an ordinance amending §166.04 (13)(3)(c)(iii) of the Unified Development Code to require private street signs . BUDGET IMPACT: None.
