These used vehicles are critical components of our criminal investigative operations and administrative functions such as training and out of town meetings. They are needed to blend in with normal traffic for surveillance, tailing, investigative, and sting operations. Our unmarked vehicles are periodically replaced based on age, mileage and maintenance costs. We are finding it increasingly difficult to locate appropriate used vehicles for our intended use while meeting the City's purchasing policy. Due to our efforts to minimize detection, the speed at which used car dealers buy and sell their vehicles, and the time required for approval of the formal bid process,we are seeking approval of a waiver from competitive bidding and increase the Mayor's authority to purchase unmarked used vehicles to an amount not to exceed$25,000. RECOMMENDATION: Staff recommends approval of an ordinance waiving the requirements of competitive bidding for the purchase of used vehicles for the Police Department unmarked vehicle program, allow the existing unmarked units to be used for trade-in value for replacement vehicles, and authorize the Mayor to execute the purchase of used unmarked vehicles in an amount up to$25,000. BUDGETIMPACT: Purchases subject to budget approval. ORDINANCE NO.
