Section 1: That the City Council of the City of Fayetteville, Arkansas hereby changes the
zone classification of the following described property from RSF-1, Residential Single-Family, 1
unit per acre to R-A, Residential Agricultural, as shown on Exhibits "A" and`B" attached hereto
and made a par[hereof.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby amends the
official zoning map of the City of Fayetteville to reflect the zoning change provided in Section 1.

RECOMMENDATION
The Planning Commission and staff recommend approval of an ordinance to rezone the subject property from
RSF-1, Residential Single-family, 1 unit per acre to RA, Residential Agricultural.
BACKGROUND
Razorback Golf Course is located on the west side of Deane Solomon Road, between Vanike Drive and Lori
Drive. The overall golf course is developed across multiple parcels containing approximately 114 acres. The
golf course was developed in the county in the late 1950's, and later annexed into the City of Fayetteville and
zoned RSF-I, Residential Single-family, 1 unit/acre. This zoning classification does not allow a golf course by
right, or by conditional use.
The applicant has submitted an application to rezone approximately 32.7 acres of the golf course from RSF-1 to
R-A, Residential Agricultural. This will allow the applicant the opportunity to make improvements to the golf
course by conditional use permit.
DISCUSSION
On January 9, 2012, the Planning Commission forwarded this item to the City Council with a recommendation
of approval with a vote of 8-0-0.

BACKGROUND:
Property Description: Razorback Golf Course is located on the west side of Deane Solomon Road,
between Vanike Drive and Lori Drive.The overall golf course is developed across multiple parcels
containing approximately 114 acres.The golf course was developed in the county in the late 1950's,
and later annexed into the City of Fayetteville and zoned RSF-1, Residential Single-family, 1
unit/acre. This zoning classification does not allow a golf course by right, or by conditional use.
Surrounding land uses and zoning are shown in Table 1.

Proposal: The applicant has submitted an application to rezone approximately 32.7 acres of the golf
course from RSF-1 to R-A, Residential Agricultural. This will allow the applicant to request
conditional use approval for a new snack bar for the course (Use Unit 20).
Public Comment: Staff has not received public comment.
RECOMMENDATION:
Staff recommends forwarding RZN 11-3999 to the City Council with a recommendation of approval
based on findings stated herein.

INFRASTRUCTURE:
Streets: The site has access to Lori Drive, an unimproved two lane street. Street improvements
will be evaluated at the time of development.
Water: There is a 6" water main on a property to the west of this parcel. Public water main
improvements will need to be extended through the property to provide domestic and fire
flow for any proposed development.
Sewer: Sanitary sewer is not directly available to the site. There is an 8"main located in a
residential subdivision to the south of this parcel. Public mains will need to be
extended within the property to serve any proposed development.
Drainage: Standard improvements and requirements for drainage will be required for any
development. This property is affected by the 100-year floodplain and the Streamside
Protection Zones.
Police: The Fayetteville Police Department finds that this rezoning request will not create an
undesirable increase in the load on police services but requests that two points of access
be considered at the time of development.
Fire: The Fayetteville Fire Department finds that this rezoning will not affect calls for service
or response times.
CITY PLAN 2030 FUTURE LAND USE PLAN: City Plan 2030 Future Land Use Plan designates this
site as Civic and Private Open Space/Park Areas,which are sitespredoininantly dedicated to open space
or park land.
FINDINGS OF THE STAFF
1. A determination of the degree to which the proposed zoning is consistent with land use planning
objectives, principles, and policies and with land use and zoning plans.
Finding: Rezoning the subject property to R-A, Residential Agricultural is consistent with
land use planning objectives and policies and with land use and zoning plans.The
residential agricultural district is designed to increase scenic attractiveness,conserve
open space, or to preserve agricultural land until an orderly transition to urban
development is appropriate. This zoning is compatible with the surrounding land
uses consisting of rural and residential uses on the periphery of the city. The R-A
zoning district is also consistent with the future land use designation, Civic and
Private Open Space.
2. A determination of whether the proposed zoning is justified and/or needed at the time the
rezoning is proposed.
Finding: The proposed rezoning is needed at this time, so the property owner can invest in
new amenities for the golf course. A golf course is not a permitted use, nor can a
conditional use be requested in the current RSF-1 zoning district. Rezoning the
property to R-A will allow the applicant to submit a conditional use application
requesting an expansion to the existing facilities.
3. A determination as to whether the proposed zoning would create or appreciably increase traffic
danger and congestion.
Finding: The owner plans to continue using the property for a golf course after it is rezoned,
so an increase in traffic danger or congestion isn't expected. It is possible that the
property could be redeveloped;however,the overall density would be less in the R-
A district than in the RSF-1 district.
4. A determination as to whether the proposed zoning would alter the population density and
thereby undesirably increase the load on public services including schools, water, and sewer
facilities.
Finding: The proposed rezoning will have no affect on the population density in the near
term,since the owner plans to continue operating the golf course.Redevelopment of
the property under the R-A designation would result in fewer residential units than
the current RSF-1 zoning. Therefore, an undesirable increase on public services
isn't expected.
5. If there are reasons why the proposed zoning should not be approved in view of considerations
under b (1) through (4) above, a determination as to whether the proposed zoning is justified
and/or necessitated by peculiar circumstances such as:
a. It would be impractical to use the land for any of the uses permitted under its
existing zoning classifications;
b. There are extenuating circumstances which justify the rezoning even though
there are reasons under b (1)through(4) above why the proposed zoning is
not desirable.
Finding: Not applicable. Staff is recommending approval.
