AN ORDINANCE TO AMEND ARTICLE III PARKING METERS OF
CHAPTER 72 PARKING REGULATIONS OF THE FAYETTEVILLE CODE
BY CHANGING THE PAID PARKING SPACE DESIGNATION OF CERTAIN
STREETS, BY CHANGING THE MAXIMUM DAILY RATE FOR PAID
PARKING TO $5.00, BY ELIMINATING A MONTHLY PAID PARKING
PROGRAM FOR GATED CITY LOTS AND FOR OTHER PURPOSES
WHEREAS, after several months' experience with the city's paid parking program, City
Staff and Mayor Jordan recommend several minor adjustments to this program to better serve the
residents, businesses and customers of the Entertainment District Parking Zone.
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby amends
§72.50 Definitions by deleting "Proximity Access Card" and its definition.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby amends
§72.58 (H) City parking lots and paid on-street parking spaces within the Entertainment District
Parking Zone by repealing the initial language and subsection (1), (2), (3) and (5) in their
entirety and enacting replacement subsections (1) and (2) as shown below and by adding "or
Coupons" after "Employee Parking Cards" in subsection(6) which shall now be numbered (4):
"(H) City parking lots and paid on-street parking spaces within the
Entertainment District Parking Zone.
For parking in the WAC Lot, South Lot, East Lot, North Lot and all paid on-street
parking spaces within the entertainment District Parking Zone, the following
parking fees are established and shall be required to be paid by the owner or
operator of any vehicle parked in those spaces or lots:
(1) Monday through Friday
(a) 2:00 p.m. until 5:00 p.m. -- $.50 per hour
(b) 5:00 p.m. until 2:00 a.m. the following day -- $1.00 per hour

(c) 2:00 a.m. until 2:00 p.m. —free parking
(d) 2:00 p.m. until 2:00 a.m. the following day —the owner or operator of
any vehicle shall have the option to choose a maximum day rate of
$5.00
(2) Saturday and Sunday
(a) 2:00 p.m. until 6:00 p.m. -- $.50 per hour
(b) 6:00 p.m. until 2:00 a.m. the following day -- $1.00 per hour
(c) 2:00 a.m. until 2:00 p.m. —free parking
(d) 2:00 p.m. until 2:00 a.m. the following day—the owner or operator of
any vehicle shall have the option to choose a maximum day rate of
$5.00
Section 3: That the City Council of the City of Fayetteville, Arkansas hereby deletes the
existing Entertainment District Parking Zone map and adopts the Entertainment District Parking
Zone map attached as Exhibit A.

The Start Time, Max Day Rate, and Designation of Certain Streets for Pay Parking in the
Entertainment District Parking Zone; to Eliminate the Monthly Daytime Parking Permits
For the Gated Lots in the Entertainment District Parking Zone
PROPOSAL:
City staff recommends the approval of the following amendments to Chapter 72 Parking Regulations:
(1) Change the start time of the pay parking in the Entertainment District to 2:00pm daily; (2) Change the
maximum daily rate in the Entertainment District to $5.00 per day; (3) Change the designation of certain streets
in the Entertainment District to pay or non-pay areas; (4) Eliminate the monthly daytime parking program in the
gated lots (lam to 4pm weekdays).
RECOMMENDATION:
The Entertainment District Parking Program was originally adopted by City Council on June 1, 2010. On
September 21, the Council passed an amendment to temporarily change the starting time for the pay program
from 10:00am daily to 2:00pm daily.
After a 3-month review of the program, staff recommends the additional amendments to "tweak"the program to
further improve parking convenience in the Entertainment District.
• Continue the Start Time for the Pav Parking to Start at 2:00pm Dail
o The impact of this change since October I" has shown a 10% reduction in parking revenues. Staff
recommends keeping this change due to the positive affect it has had on the businesses in the
Entertainment District.
• Changed the Designation of Certain Streets in the Pav Parking Program:
o We eliminated pay parking on St. Charles Ave. making it free all day and night. Campbell Ave. has
no room for on-street parking so we removed its designation. We removed Locust Ave. as it is all
residential only. We added Powerhouse Ave as there are 5 on-street spaces located here just off
Dickson Street.

• Change the Maximum Daily Rate to $5.00 (for all day and night):
o The maximum parking rate was previously $3.00 during the daytime and $5.00 at night. With the
change of the start time from 10:00am to 2:00pm, staff recommends removing the $3.00 daytime
max and just making the total max rate $5.00 for all day and all night.
• Eliminate the Monthly Daytime Parking Program for the Gated Lots:
o This program offered a program for daytime parkers to purchase a pass that would allow them to
park in the gated lots from 7:OOam to 4:00pm weekdays for a cost of$35.00 per month. With the
change of the start time for pay parking, it is far less expensive to pay $0.50/hour(from 2pm to 4pm)
to park in the gated lots, and not have to worry about leaving by 4:00pm. Staff recommends just
eliminating this program. Since the program was adopted on June 1, we have had no applicants for
this program.
BUDGETIMPACT:
The start time change from 10:00am to 2:OOpm will reduce projected revenues by approximately $80,000 per
year.
