Lake Sequoyah Sediment Removal Project We are continuing on the design of the project, and should be acquiring a grading permit in February. b. White River Use Attainability Analysis (Minerals) As discussed previously, there is a relatively strong indication that the EPA is likely going to look at the issue of appropriate levels of minerals and appropriate methods for determining those levels on a national scale over the next several years. We will likely hold a meeting with ADEQ in the first part of 2015 to clarify the expectations of the Department. Mailing Address: 113 W. Pretreatment Ordinance The first reading on passage of the revised ordinance will be at the January 201h Council Meeting. Following the first reading will be a 30 day public comment period, and the second and third reading held in February. e. Water Tank Maintenance (Painting), Baxter 5 MG AND Mt. Seguoyah, Professional Engineering Services Contract with Garver, LLC This proposed contract will provide for the engineering and construction observation to paint the exterior and interior of the 5 MG tank on Baxter, the beneficial demolition and sale of the 1 MG tank on Baxter, and to paint the exterior and interior of the Mt. Sequoyah tank. The proposed services are not to exceed $149,900. This item will be presented at the January 20th Council Meeting. f. Sanitary Sewer Evaluation Study, Professional Engineering Services Contract RJN Group, Inc. Industry standards and Fayetteville's experiences establish that all of the collection system requires full evaluation every 10 to 15 years. These evaluations and subsequent repairs will prevent future sanitary sewer overflows (SSOs) and help protect the environment and the City. This project will include field investigations and the development of recommended sewer improvements. The proposed services are not to exceed $1,116,251. This item will be presented at the January 20th Council Meeting. 6. New Business a. 1-49 & Garland Water and Sewer Relocation Design, Professional Engineering Services Contract Garver, LLC The 1-49 & Garland water and sewer relocation design is required for the planned AHTD interchange improvements (Job BB0414). Garver LLC was selected by a formal Engineering Selection Committee to perform the design of the water and sewer relocations associated with the interchange construction. A preliminary phase contract ($19,500.00)was approved January 7, 2015. Another contract, for final design, is anticipated for the February 17, 2015 City Council meeting and will be discussed at the Water/Sewer Meeting February 10, 2015 (after Agenda session). The design is required by AHTD no later than April 1, 2015. The water and sewer relocation costs appear to be eligible for reimbursement from AHTD. 2 b. Storm Water Monitoring Multiple options have been researched regarding stormwater sampling at one or two major streams within Fayetteville. Please find attached documents showing the various options available through the USGS as well as a memorandum describing each option with the staff recommendation. Essentially staff would recommend a system that would allow for continuous monitoring of major constituents including flow, temperature, specific conductivity and turbidity. These constituents would allow for the estimation of other pollutants due to the relationship that will be established by physically sampling the locations 12X/year for a broad range of the identified pollutants (i.e. various seasons, storm events, flows, etc...) Provided two locations are chosen, east and west sides of town, the proposed service through USGS would total $71,721. The USGS has proposed to include $10,000 of funding which would bring the City total to $61,721. The City's portion of the monitoring station on Town Branch to the east would be a total of $26,513 and a station on the west would total $33,808. The remaining cost would include a crest stage gauge on Niokaska Creek at Township and would total $1,400. Due to the fact both divisions benefit, it is proposed to split the City's portion 50/50 between Engineering and Water& Sewer Divisions. This would be a total cost of $30,860.50 per division. 3 8. Difference in cost is travel time and cost of materials for additional bacteria samples at Storm Clear Creek. 3 is to establish relationship continuous Sampling data so would likely not be required CITY OF Ta, ■ L PY l le STAFF MEMO ARKANSAS TO: Water and Sewer Commission THRU: Don Marr Jeremy Pate Chris Brown FROM: Alan Pugh DATE: January 8, 2015 SUBJECT: Approval of the 2015 USGS Contract for stream gage installation and monitoring as well as water quality sampling and monitoring for various outfall locations for the City of Fayetteville RECOMMENDATION: Staff Recommends approval of the 2015 USGS Contract for stream gage installation and monitoring as well as water quality sampling and monitoring for various outfall locations for the City of Fayetteville. BACKGROUND: The City of Fayetteville has historically contracted with USGS to operate and maintain three urban stream gages. These gages are located at Mullins Branch at Martin Luther King Blvd, Town Branch at Highway 16 and Niokaska Creek at Township Avenue. This program has not included any water quality sampling at these locations in the past. The gauging stations strictly monitor flow and generate hydrographs for various storm events. The information produced by the gages can be viewed on the USGS website by following: http://waterwatch.usgs.gov/?m=real&r=ar In 2014 the City of Fayetteville contributed $21,528 to the stream gage program and the USGS contributing $5,802 in funds. If no changes to the program are required, the same funding levels are being proposed for 2015. DISCUSSION: In an effort to further quantify potential pollutants to some of the main tributaries of Fayetteville, a revision to the USGS contract that would include at least one new stream gage and water quality monitoring. The associated water quality monitoring could be periodic or continuous. USGS has provided pricing for each of the requested scenarios. The scenarios with the associated pricing can be found on the attached spreadsheet and generally described below: • Scenario 1: No change to current contract. • Scenario 2 TB: Includes a continuous record stream gage on Town Branch with sampling six (6) times per year for various constituents and two (2) times per year during storm events for a total of 8 samples. USGS will compute annual sediment and nutrient loads using the LOADEST program. Mailing Address: 113 W. This sampling would be in an effort to establish continuous water quality monitoring for temperature, specific conductivity and turbidity. USGS will compute annual sediment load using surrogate relationship w/turbidity; compute annual nutrient loads using LOADEST program. • Scenario 2 ALT: Same as Scenario 2 for Town Branch, however, City could pick a second location on the west side of town. The cost listed would be in addition to the cost associated with the option selected for Town Branch. USGS will compute annual sediment and nutrient loads using the LOADEST program. • Scenario 3 ALT: Same as Scenario 3 for Town Branch, however, City could pick a second location on the west side of town. The cost listed would be in addition to the cost associated with the option selected for Town Branch. USGS will compute annual sediment load using surrogate relationship w/turbidity; compute annual nutrient loads using LOADEST program. • Single Storm Sampling: Additional cost if sampling in scenarios above is complete and the City would like additional sampling. As noted, Scenarios 2 and 3 above include operating the three (3) existing stream gages as "crest-stage gaging stations." Elimination of these gages could reduce the listed cost by approximately$4,200. Staff would recommend approval of Scenario 3 TB and Scenario 3 ALT as well as maintaining a crest stage gauge on Niokaska Creek at Township. This recommendation would allow the City to monitor two of its major outfall locations for both flow and pollutant loading. The station located on Town Branch would monitor a largely developed area that discharges into the West Fork of the White River which currently has Total Maximum Daily Load (TMDL) defined by ADEQ for turbidity. Monitoring just upstream of the West Fork would allow the City to determine Fayetteville's contribution to this TMDL. While no waste load allocation (WLA) has been set for Fayetteville, it would be beneficial to have a base line measurement in the event ADEQ sets a WLA. Staff would also recommend a second gauge to be located on the west side of town. The current locations being considered are Clabber Creek at Wheeler Road or Mud Creek at Greg Street and would also provide information as to any contribution from portions of the City to the overall amount of pollutants to the Illinois River. As you may be aware, the Illinois River phosphorus concentration is currently under dispute between the States of Arkansas and Oklahoma. Pending the outcome of this litigation, additional enforcement measures may be placed on Arkansas municipalities regulating both point and non-point source pollution. Again, it would be beneficial to have a base line from which to judge the set TMDL as well as monitor the progress of measures developed to reduce pollutants. In addition to the items above, staff would also recommend maintaining a crest stage gauge on Niokaska Creek at Township. This gauge has been useful in the past in determining the intensity of storm events and the extent of any flooding that they caused. The total cost for the recommended program described above would be $71,721 with the USGS contributing $10,000 in Cooperative Funding for a total cost to the City of Fayetteville of $61,721. In addition to the Cooperative Funds, the USGS is proposing to provide and install the equipment at no cost to the City. 2 BUDGET/STAFF IMPACT: As stated the total cost of the program would be $71,721 with the USGS contributing $10,000 in funding. The remaining $61,721 would be split between the Engineering Division and the Water and Sewer Department. As the information collected would benefit both departments equally, it is proposed to split the required funds 50/50 between the two divisions or a total of$30,860.50 each.
