UNFINISHED BUSINESS • Approval of the Minutes of the November 18, 2013, Meeting • Report of Subcommittee C on the University Perspectives course and how the City of Fayetteville could potentially fit in with and work with the University Perspectives course • Work session regarding an information hub and the categories of information the Committee would like to identify NEW BUSINESS • Generation of a list of first-year accomplishments/year-end report of the Committee • Informational Session on Transportation Projects, particularly streets and Maple and Garland • Committee Sets Next Meeting's Agenda OTHER BUSINESS ADJOURN CITY OF FAYETTEVILLE TOWN AND GOWN ADVISORY COMMITTEEE FIRST YEAR'S ACCOMPLISHMENTS REPORT October 2012 - November 2013 The Fayetteville City Council created, by ordinance, the City of Fayetteville Town and Gown Advisory Committee in July of 2012. The Town and Gown Advisory Committee is a committee designed for University of Arkansas, City of Fayetteville and community members to analyze, research, and recommend proposals to the City and University for collaboration between the City of Fayetteville and the University of Arkansas on mutually relevant issues. The Committee is empowered only to advise and make recommendations on a periodic basis to both the City Council and the University of Arkansas on such issues, and to adopt rules for the conduct of its own business. Members of this committee who have provided their invaluable input into vital Fayetteville town and gown questions and issues are: Melissa Harwood-Rom, Yolanda Fields, Danny Pugh, Jeremy Pate, Bev Lewis, Mark Kinion, Tommy Deweese, Don Marr, Greg Tabor, Steve Clark, David Dayringer, Sharon Waters, Terry Gulley, Richard Hudson, Gary Smith, Mike Johnson, Tori Pohlner, Barry Herzog, Diane Warren, Ryan Miller, Will Hansen, Casey Jones, Bo Renner, Scott Shackelford, and Phil Jones. With the vote by the Committee to accept proxy representation for members who could not be present, several additional people were able to contribute to the conversations and recommendations. The Committee's first meeting was held on October 15, 2012, at the Genesis Technology Incubator of the Arkansas Research and Technology Park in the AT&T Conference Room at 700 Research Center Boulevard in Fayetteville, Arkansas. This meeting room is graciously provided by the Genesis Technology Incubator. The location continues to be the meeting room for the Committee, which provides room for all 21 members of the Committee, staff, the audience, and equipment and staff for the filming of each meeting by the Fayetteville Government Channel. Each meeting is archived on the City's website as a record of issue discussion and deliberation and for public access and review. During its first year, the Town and Gown Advisory Committee has enhanced a collaborative relationship between the community (town) and the University of Arkansas (gown) to contribute to an overall quality of life for everyone involved. 1 The Committee initiated a dialogue of multiple issues and opened up new lines of communication between the community and the University of Arkansas that foster a positive relationship based on an understanding of the role that each plays or can play to promote a healthy and thriving community. Communication about Fayetteville and University issues has been enhanced, and in some cases initiated, and collaborative solutions have been analyzed and proposed. The Committee effectively identified unique issues, challenges and opportunities that our community faces as home to the State's rapidly growing University flagship. During its first year, the Town and Gown Advisory Committee made the following recommendations to Chancellor G. David Gearhart for the University of Arkansas and to Fayetteville City Council Members for the City of Fayetteville: 1. That the City of Fayetteville and the University of Arkansas work together to revise and finalize a public safety mutual aid agreement. 2. That the City of Fayetteville and the University of Arkansas work toward a coordinated system of numbering light poles on trails on and around campus. 3. That the City of Fayetteville and University of Arkansas engage in conversations about possible collaboration for planning a fire station on or near the University of Arkansas campus that can handle an ambulance service and hazardous materials response team. 4. That the City of Fayetteville and University of Arkansas, specifically University Student Affairs, coordinate a combined social media campaign to inform students of city ordinances and the best way to be a good neighbor. 5. That the City of Fayetteville and University of Arkansas work together to send out a minimum of two emails through the University Housing listsery per year outlining the key 3 to 5 issues to remember when moving off-campus and living in the city. These emails should be specifically targeted at students who plan to move off campus in the coming year. Each of these items were accepted and supported by the City of Fayetteville Mayor and the University of Arkansas Chancellor. The public safety mutual aid agreement has been negotiated between the Fayetteville Police Department and the University of Arkansas Police Department; however, a final document has yet to be approved. It is currently undergoing legal review by the parties' attorneys. In regard to the light pole numbering on trails on and around 2 campus, the City of Fayetteville has coordinated with the 36-mile Razorback Regional Greenway to have the Fayetteville trail light pole numbers correspond with the numbering system of the entire Greenway. Poles are typically every 80 feet, and the numbering would go to the 100th of a mile, an example being "RG 1.27" as a mile marker designation, with RG signifying Razorback Greenway. The starting point of the Razorback Greenway is in Fayetteville and will begin at the Town Branch Trail south of 15th Street. Before starting the installation of the numbers of the light poles, the City of Fayetteville is awaiting the completion of the Razorback Regional Greenway and final design of the spur of Frisco Trail that goes to the Town Branch Trail. Those projects will be completed this year, as will be the light pole numbering that will begin soon after. The Fire Department is gathering data and information for the discussion regarding the location of a new fire station, the optimum configuration of apparatus (possibly a ladder truck, hazardous materials, ambulance, & engine), staffing, and costs. The University's Off Campus Connections department and the City's staff with the Code Compliance Program have a strong collaborative relationship educating students living in the community and property managers who lease to students. New communication models and programs are continually being developed to meet the needs of the community and to strengthen good neighbor relations, specifically in support of recommended items 4 and 5 above. Additionally, the city prosecutor and the University's Office of Student Standards and Conduct are working together to respond to code violations by students living in the community that warrant review by the city prosecutor. Also, during its first year, the Town and Gown Advisory Committee created a Transportation Coordination Boundary Map, with considerations of the following: bike lanes, crosswalks, lighting, one-way/two-way streets, parking/residential permits, sidewalk widths, speed limits, traffic calming, trail connectivity, and transit stops. Additionally, early in the Committee's formation, the Fayetteville Advertising and Promotion Commission sought assistance from the Committee on the issue of University performance hall funding; requesting the Committee's thoughts and recommendation, which the Town and Gown Advisory Committee provided. The Committee quickly established necessary policies and effectively embraced their charge at its first meeting. Community representatives to the Committee were elected to serve as Chair and Vice Chair/Secretary for the Committee's first year: Tommy Deweese, Ward 3 resident representative, was elected Chair; and Diane Warren, Ward 2 resident representative, was elected Vice 3 Chair/Secretary. As the Committee headed into its second year, Diane Warren was elected Chair and Ryan Miller, Ward 4 resident representative, was elected Vice Chair. The Committee determined functioning details for this new Committee, including proxy acceptance, meeting dates, meeting location, the establishment of subcommittees, issues for review by the four subcommittees, and issues related to effective Committee functioning and progress assessment. Two months into its first year, in December of 2012, the Town and Gown Advisory Committee identified twenty-four topics for the Committee's review that would enhance the University of Arkansas, City of Fayetteville, and community of Fayetteville and their relations. The Committee then ranked the topics in order of priority. The topics identified by their importance for committee analysis, discussion, and possible recommendation to the City of Fayetteville and University of Arkansas were as follows: 1. Master street planning and coordination: (a) maximize Capital improvement Projects and budgets; (b) develop process for designating and coordinating one- ways, street parking, change in structure; (c) coordinate building, connections, maintenance of sidewalks, trails, streets; (d) institute development criteria around pedestrian accessibility and sidewalks in "edge" areas 2. Enhancing communications among off-campus students, neighborhood residents, property owners: (a) city code education (parking, animals, solid waste); (b) property upkeep and compliance; (c) off-campus student tenant and landlord issues; (d) 3 unrelated people in a residence issue 3. Master street construction projects: (a) Martin Luther King, Jr. Road Enhancement Project (Razorback Road to Eastern Avenue); (b) State Route 112 Widening Project (Razorback Road/Maple Street/Garland Avenue; (c) core campus street enhancement projects (Dickson Street/Maple Street/Arkansas Avenue) 4. Campus vicinity safety: (a) crosswalk installation and improvement; (b) lighting for streets, trails, sidewalks; (c) traffic calming in neighborhoods 5. Communication and follow-up regarding off-campus student incidents (drinking, parties, altercations) among residents, city divisions, University of Arkansas officials 6. Emergency Services (FPD/FFD/GEMS): preparedness, coordination, planning 7. University Overlay District: focus on transitions from established neighborhoods to campus 8. Additional fire company and fire station for replacement of Station Two at UA 9. Signage and wayfinding coordination: UA, City, NWA 10.Noise Ordinance: education, enforcement clarification, bass issues 11.Extensive transit discussion (including funding) 12.Trail system expansion (specifically student areas) 13.Traffic and parking coordination: City, UA, FHS IL 4 14.University vehicle policy (including seasonal closure of Dickson Street) 15.Wedington Corridor Master Plan 16.Special event street closures (i.e. UA athletic events, BBBQ): (a) which entity handles what activity; (b) what types of transit allowed in specific areas (bicycles, support vehicles) 17.Solid waste and recycling: partnership and coordination 18.Utilities coordination of water, sewer, stormwater: (a) installation, connections, sizing, replacement of water and sewer pipes; (b) stormwater management; (c) Streamside Protection Ordinance 19.Promotion of the arts throughout the area and discussion of ways to promote the arts 20.Discussion of cooperation and encouragement for the University, City, and School District furthering goals for a better-educated workforce 21.Notification process regarding power of eminent domain and use of power of eminent domain 22.Hazardous materials safety: coordination between Fayetteville Fire Department and UA 23.GIS Mapping Services: coordination and partnering 24.West of Razorback Road Parking Project coordination As an assessment of the Committee's progress on these identified issues and as a reassessment of the Committee's list of identified issues one year after creation of the Committee, the Committee again prioritized the issues that it identified early in the Committee's creation, which resulted in the following list of re-prioritized items in September 2013: 1. Master street construction projects: (a) Martin Luther King, Jr. Road Enhancement Project (Razorback Road to Eastern Avenue); (b) State Route 112 Widening Project (Razorback Road/Maple Street/Garland Avenue; (c) core campus street enhancement projects (Dickson Street/Maple Street/Arkansas Avenue) 2. Enhancing communications among off-campus students, neighborhood residents, property owners: (a) city code education (parking, animals, solid waste); (b) property upkeep and compliance; (c) off-campus student tenant and landlord issues; (d) 3 unrelated people in a residence issue 3. The Committee addressed the following agenda items in its first year: • Identify issues for possible review within the next six months • Operational control of Dickson Street • University and City of Fayetteville Master Plans presentations and discussion • Brainstorming a list of items to review, vote to accept items, and prioritize items in list for review • Set New Business for the next meeting's agenda 6 • Vote to accept items for the Committee to review and prioritize timing of items • Determine Committee meeting dates • Presentation of survey list of committee priority items and ranking of items by individual members and presentation of recommendation from Mike Johnson of a consolidated list of topics • Master street planning and coordination: a) maximize Capital Improvement Projects and budgets; b) develop process for designating and coordinating one-ways, street parking, change in structure; c) coordinate building, connections, maintenance of sidewalks, trails, streets; d) institute development criteria around pedestrian accessibility and sidewalks in "edge" areas • Presenting of Issues and Information by Sub-Committee "A" • Presenting of Issues and Information by Sub-Committee "B" • Presenting of Issues and Information by Sub-Committee "C" • Presenting of Issues and Information by Sub-Committee "D" • Sub-Group "A" Leads Discussion on Issues of Master Street Planning and Coordination, Master Street Construction Projects, and Signage and Wayfinding Coordination ■ Sub-Group "B" Leads Discussion on Issues of Campus Vicinity Safety and Emergency Services ■ Sub-Group "C" Leads Discussion on Issues of Enhancing Communications Among Off-Campus Students, Neighborhood Residents, and Property Owners; Communication and Follow-Up Regarding Off-Campus Student Incidents Among Residents, City Divisions, and UA Officials; and Noise Ordinance Education and Enforcement • Sub-Group "D" Leads Discussion on University Overlay District • Discussion and consideration of Core Campus Proposed Boundary Map ■ Discussion and consideration of Whether the Committee Should Advise the City of Fayetteville and University of Arkansas to engage in conversations about possible collaboration for planning a fire station on or near the University of Arkansas campus that can handle an ambulance service and hazardous materials response team • Review of the results of the Committee's first issue priority survey and the Committee's recent survey results to examine current priority items of the Committee • Improvements in communication, such as a central information collection point, to reach a broader audience and determination of how that should be done for greatest effectiveness. ■ Increasing City/University Communication Effectiveness—brainstorm the kinds of information to be communicated, where it comes from, whether it is communicated now or not at all, and compile a list. 7 The Town and Gown Advisory Committee provided assistance with the goal of addressing many complex topics through the creation of four sub-committees— three 6-member committees and three members focused on the overlay district. The sub-committee topic areas established by the Committee were: • Sub-Committee "A": Master Street Planning and Coordination a) maximize Capital Improvement Projects and budgets; b) develop process for designating and coordinating one-ways, street parking, change in structure; s) coordinate building, connections, maintenance of sidewalks, trails, streets; d) institute development criteria around pedestrian accessibility and sidewalks in "edge" area. Master Street Construction Projects: a) Martin Luther King Road Enhancement Project (Razorback Rd. to Eastern Avenue); b) State Route 112 Widening Project (Razorback Rd/Maple St/Garland Ave); c) core campus street enhancement projects (Dickson St/Maple St/Arkansas Ave). Signage and Wayfinding Coordination; UA, City, NWA. • Sub-Committee "B": Campus Vicinity Safety: a) crosswalk installation and improvement; b) lighting for streets, trails, sidewalks; c) traffic calming in neighborhoods. Emergency Services (FPD/FFD/GEMS); preparedness, coordination, planning. Additional fire company and fire station for replacement of Station Two at UA. • Sub-Committee "C": Enhancing communications among off-campus students, neighborhood residents, property owners; a) city code education (parking, animals, solid waste); b) properly upkeep and compliance; c) off-campus student tenant and landlord issues; d) 3 unrelated people in a residence. Communication and follow-up regarding off-campus student incidents (drinking, parties, altercations) among residents, city divisions, UA officials. Noise Ordinance education, enforcement clarification, bass issues. • Sub-Committee "D": University Overlay District: focus on transitions from established neighborhoods to campus. The creation of the Transportation Coordination Boundary Map was a major undertaking of this Committee in its first year, with sub-committee "A" meeting in public meetings to research, deliberate, and reach a plan that was brought to the full Committee for discussion, amendment, and a vote of approval.
