9. Park Land Dedication: Carole Jones, Park Planner
Project History:
This project was presented to PRAB on November 8th, 2006. PRAB recommended
accepting money in lieu, land, and services. as stated below:
Dedicate approximately 0.36 acres of land for the trail and construct 856 if of 12' trail. All
trail layout, design and construction shall be approved by park staff. Trail shall be
constructed per City standard construction details for an asphalt trail. Approximately 500
If of the trail will serve as the sidewalk; therefore, costs for land and construction for this
portion will not be counted towards the park land dedication requirement.
In addition, approximately 0.86 acres located on the southern edge of the development will
be dedicated. This property has the potential to be added to on the south side from the
adjoining property. The remaining dedication would be accepted as money in lieu. The
following is a breakdown of the previous dedication requirements.

Resolution 190-04 regarding the park land dedication requirements for the project was
passed and approved December 7th, 2004.

payment of $23,704.06 for remaining fees in lieu has been received.
The current proposal includes 288 multi -family units. This is a change from 220 single

Meeting Minutes November 5, 2007
Opening:
The regular meeting of the Parks and Recreation Advisory Board was called to order by
Chairman Wade Colwell at 5:32 p.m. on November 5, 2007 in Room 326 of the City
Administration Building located at 113 West Mountain Street in Fayetteville, Arkansas.
Present:
Parks and Recreation Board members Colwell, Biendara, Hatfield, Davis, Davidson,
Mauritson, and Bitter were present; Burke was absent. Park Staff Edmonston, Coles,
Wright, Jumper, Jones, Thomas and audience were in attendance.
1. Approval of October 1, 2007 PRAB Minutes
PRAB Motion: Davis moved to approve as written, and Davidson seconded the
motion. Motion was approved 7-0-0 by voice vote.
2. Regional Park Update: Connie Edmonston and Alison Jumper
Edmonston said she was having a meeting with the developer to discuss utility
plans involving the sewer.
Jumper talked to ADEQ about the landfill. They are doing further investigation.
For the latest information, go to ADEQ's website at
www.adeq.state.ar.us/home/pdssql/pds.asp. The permit number to enter is
0015-S.
Davidson asked if there was any special reason for the research.
Jumper said no, it was for general information.
Colwell wanted to know what the next step was after the research.
Jumper replied that the research would determine whether to take out the
vegetation and recap the area or work with what we have.
Davis wanted to know who would shoulder the expense.
Jumper said that we applied for post closure federal funds to remediate the
landfill, but she didn't know the dollar amount.
Bitler asked if the utility discussion would be lengthy.
Edmonston said that it was moving along.
Davis asked if the financing has been approved.
Edmonston said as far as she knew it had been approved. The approval has to go
through several of the City divisions, such as Planning, Engineering,
Water/Sewer, etc.
3. PRAB December Appreciation Luncheon.
Edmonston said she is open to any meal. It was decided to meet at the Rolling Pin
on Thursday, December 6, 2007 at 7 a.m.
4. Discussion of the Budget Cuts- Connie Edmonston.
Edmonston discussed the budget cuts from the information contained in the
agenda packet.
Davis asked if we were looking at closing down the pool and the Yvonne
Richardson Center for one day a week.
Edmonston said that with such a big cut in our budget, she had to make choices in
order to keep the employee's jobs intact.
Davis wanted to know if First Night would be eliminated also.
Edmonston said yes, and also the 4th of July celebration and the Gulley Park
concerts. She said that it was important to keep the park properties safe and clean.
Davis asked if we could look for sponsorships for the different programs.
Wright replied that Parks and Recreation receives approximately $20,000 from
several sources for different programs. He said it's hard for the City of
Fayetteville to find sources to donate money.
Bitler wanted to know what the final proposal would be.
Edmonston replied that the Gulley Park concerts will be cut, as well as the
Movies in the Park, and the Lights of the Ozarks. The pool will open two weeks
later than normal and be closed one day a week. The Yvonne Richardson
Community Center will be closed one day a week. Funding will be cut to the
Boys and Girls Club.
Davis asked if Parks and Recreation had checked with other communities to see
what they were charging for programs.
Wright replied that Parks and Recreation has a lot of contact with other
communities, and the fees are comparable. Direct expenses for the programs are
100% recoverable, and the overall program expenses have a seventy to eighty
percent recovery rate.
5. Other Business.
The Dale Clark Park grand opening is on December 6, 2007 at 3:30 p.m.
Colwell asked about the upcoming PRAB term renewals.
Edmonston replied that Bob Davis, Jon Bitler, Milton Burke, and Wade Colwell's
terms were expiring. She said she would resend the email that has the application
information needed to reapply for the position. The deadline date is November 30,
2007.

RE: Walnut Crossing Park Design
Request to be placed on December Parks Board agenda.
Ms Alison Jumper:
Rausch Coleman Homes was recently approved for R-PZD 07-2634, The Coves, the
second phase to Walnut Crossing Subdivision. As was approved in June of 2007 by the
Parks Board, Rausch-Coleman Hoines offered to design and administer the development
of the park with the park funds dedicated for The Coves. The attached drawing is a plan
of that park design as you have previously approved. We request to be placed on the
December Parks Board meeting for the approval of the park design within Walnut
Crossing Subdivision.
We hope that with a favorable vote for the design by the Parks Board, that we can begin
construction in January 2008 for an early March completion. As we proceed through
bidding and beginning the construction process, we will be working with your staff for
site inspections and providing the park's department with weekly updates, pay requests,
invoices, and proof of payment.
We appreciate the opportunity to move forward with this park's design and development
and hope that you will find that this is a successful partnership toward adding quality
parks to the Fayetteville park system.

Board Members,
Please consider this correspondence as an official request to dedicate land to the parks
department as it relates to the referenced project. The project is located at the southeast corner of
Bridgeport Dr and Mt Comfort Rd. We are proposing 51 residential units to be constructed on a
10.95 acre tract. At the rate of 0.024 acres per lot, the total land dedication requirement for this
development is 1.22 acres.
The project includes a portion of Hamstring Creek, which is included within the master trail
program. We are willing to dedicate the entire 0.83 acre trail corridor for the entire tract at the
time we final plat this phase of development. However, we are requesting to reserve a temporary
drainage easement for all portions of the corridor. The drainage easement will expire once the
required storm drainage has been installed from the development to Hamstring Creek.
Furthermore, we are requesting that this portion of the trail be constructed within two years of
the official dedication of the corridor. Finally, we request to pay money -in -lieu of land
dedication for the outstanding balance of 0.39 acres. At the rate of 0.024 acres per lot, money -
in -lieu would be required for 16.25 lots. At a rate of $960 per lot, the total money -in -lieu
contribution would be $15,600.

Our only neighborhood communication to date has been through the regularly
scheduled Ward 4 meeting on October 29a', 2007. All residents that were present for this
meeting we given a presentation of the intended Shoppes and Residences at Forest Hills
development. As part of the PZD process, we will be notifying all neighbors that are
within 100' of this property at the appropriate time.

Please accept our concept plan for I5111 Street apartments. The project consists of
approximately 366 family units, on property already zoned RMF -24. The property is
located in South East Fayetteville along at the intersection of 15th street and Van Buren
Ave. The property is located just west of the intersection of 15° street and School Ave.
The property is within a half mile of Walker Park and abuts Greathouse Park on
the East edge of the park. According to future trails projection the trail will run along the
South side of our property and we are open to installing this section of the trails for the
parks dept. Therefore we would like contribute money in lieu of contributing land. If
you have any questions or concerns, please let us know. 'The current layout is for 366
units times the $680 per unit, for a grand total donation of $248,880.

This letter is concerning the City of Fayetteville park land submittal for the revised Aspen Ridge.
Aspen Ridge is a proposed multi -family development located along West 6th street and Hill
Avenue. The current conceptual site plan has plans for 288 multi -family dwellings units.
According to our correspondence with Parks Department we propose to dedicate an additional
0.80 acres of parkland, pay the remainder in parks fees, and meet all previous obligations from
the original Parks Boards recommendations.

Basketball Courts. The resurfacing of the basketball courts
at Wilson Park are complete. In 2006 staff completed the
walkway from the west parking lot to connect the basketball

summer 2006. This project includes resolving retention and
drainage issues.
Remaining funds are needed to complete the Gulley Park Bio-Swale Parking Lot project that came in over bid
and is currently under construction.

The construction of a new skate park facility located at
Walker Park.
Skate Park berm and trees are complete. A raised trail crossing was installed at Walker Park. Remaining
funds were used to stripe all the parking lots,and on-street parking. Staff will) purchase and install an infrared
light for the camera at Walker Park during the fourth quarter.

Lights of the Ozarks is a display of more than 500,000 lights
on the downtown square that runs from Mid-November until
New Years.
The installation will begin in October. The lighting ceremony will be held on November 17. Removal will start

Purchase and develop a multi-purpose Community Park
according to the Parks and Recreation Master Plan.
Cummings property was selected for the community park
site by PRAB and Park Staff. On September 7 2004, a
resolution approving the mayor to enter into a contract with
SouthPass Development was approved. This included the
donation of 200 acres and 1 million dollars for the
development of the park.
Terracon Consultants, Inc. completed a work plan that
described all necessary studies needed to determine the
impact of the 33-acre landfill located within the property.
Estimated cost of the complete study is $50,000. Staff is
working with ADEQ for potential funding of land fill
remediation.
Staff continues to meet with SouthPass developers.
Project will begin as soon as the 200 acre park land is donated to the City.

Additional flowerbeds were requested at several of the
Parks and Recreation Master Plan public meetings.
Additional improvements are Happy Hollow planting and
various entry features.
Bid has been awarded for entry features for Harmony Pointe Park, Salem Park, and David Lashley Park. These
entry features will will installed as the parks become developed and rezoned.
Ongoing. To be completed along with the development of the new parks in
2007. Entry feature for Salem Park, David Lashley Park and Harmony
Pointe Park are scheduled to begin after all parks are rezoned to P-1. This
is anticipated to happen December 2007. Happy Hollow Intersection trees
have been planted and berms formed. The irrigation, stone retaining wall
and ornamental plantings to be completed in third quarter.

Gordon Long/Red Oak Improvements

Grant
Trail and drainage improvements are needed at Red Oak
and Gordon Long Parks. Water runoff from adjoining
subdivisions discharges into the lower valley of Red Oak
Park has created an erosion problem for the park trail, tree
root erosion, and various park amenities. Gordon Long Park
has two low water bridges that need to be renovated. This
project will improve the safety and usability of the bridges
over Scull Creek. The trail at Gordon Long also needs
improvements.
Arkansas Game and Fish has served as a consultant for the stabilization of Red Oak drainage ditch. Park staff
will excavate the banks to increase the total channel area. Grass, shrubs and small trees will be planted by
volunteers to stabalize banks. The design by AGFC was presented to PRAB and the City Council for approval.
The City Council tabled the project on August 23. A presentation was given by Parks Staff and AGFC to the
City Council at the Spetember 25 Agenda Session. This item is on the October 2 City Council Agenda.
Red Oak construction date unknown until City Council Approval.

Grant funding in the amount of $100,000 was awarded
through the Arkansas Parks and Tourism Outdoor
Recreation Grant Program for playground replacement,
toddler playground equipment, and basketball courts for
Sweetbrier and Davis Parks.

An ADA accessible restroom will be installed to the Lake
Fayetteville Boat dock recreation area. The Lake Sequoyah
boat docks are being evaluated for replacement/renovation.
$12,000 was approved to replace the bleacher cover at
Field # 3, resod ballfield access, concession building
renovations, and restripe the parking lot at Lake Fayetteville
Softball Complex.
Evaluation of Lake Sequoyah Boat Docks began in March 2005 and will be continued in 2008. Funding for
replacement of the Lake Fayetteville Environmental Study Center Boat Dock/ Study Area is a joint project with
the U of A Landscape Architect Department, CEI Engineering, Fayetteville Public Schools, Springdale Public
Schools and the City of Fayetteville. The City of Fayetteville and the schools are each providing $7,000 to fund
the project. The U of A Class is designing and building the dock and CEI will stamp the design and oversee the
project.
Evaluation of Lake Sequoyah Boat Docks began in March 2005 and will be
completed in December 2007. Lake Fayetteville Storage Building was
completed in May 2007.

Funds are used for the Celebration of Trees give-away, a
tree inventory, the Community Tree Planting Initiative
program, and grants. Funds will also to be used for
unforeseeable emergencies occurring due to inclement
weather, vandalism, replacement, or renovation of park
amenities to meet ADA Safety standards.
Staff will countinue working on these items during the fourth quarter. The 2007 public lands hazard tree
assessment and mitigation i5 in process. Mt. Sequoyah ADA access is on hold until the pavilion is completed.
The remaining funds will be used on ADA compliance for the AR Outdoor Recreation Grant projects al
Sweetbrier and Davis parks since only partial grant funding was awarded.
The Celebration of Trees is on the first Saturday of April in conjunction with
Farmers Market season opening. This project is on-going. Mt. Sequoyah
ADA access is scheduled to begin after the pavilion is completed by the
FNHA. ADA AR Parks and Tourism Grant project is to begin construction in
January with the completion in first quarter 2008.

Mount Sequoyah Land Purchase

The City of Fayetteville purchased 68 acres on Mt.
Sequoyah in 2003 for $700,000 with 3% interest until paid.
The payment plan extends five years to 2008. This park is
Mt. Sequoyah Woods located at 100 N. Summit Avenue.
The annual payment for 2007 has been made. The final payment will be made in 2008.
Completion in 2008.

A grant from the Arkansas Department of Parks and
Tourism will assist with the construction of Phase 1A of the
Botanical Gardens at Lake Fayetteville. Phase 1A includes
completion of the Administrative Offices, a Great Lawn,
several themed gardens, a trail around the facility, and a
parking lot.
Grant project construction is complete. Final grant paperwork has been submitted to Arkansas State Parks for
reimbursement. Final payment to the BGS was made in September 2007.
Grant deadline for completion is June 2007. Paperwork has been submitted
to Arkansas State Parks for final reimbursement.

Brooks -Hummel Land Purchase
The City purchased 13.75 acres located north of the Lake
Lucille Spillway in 2007 for a principal amount of $495,000
with an interest rate of 6% annually for five years on the
unpaid balance. The City agreed to see 1.89 acres to the
United Presbyterian Church for $68,000. The City also
agreed to sell a conservation easement for this property to
the Fayetteville Natural Heritage Association for $179,500.
This property has been names the Brooks -Hummel Nature
Preserve by Resolution 108-07.
