Surrounding land is already developed and no potential for expansion exists. Additionally, Clabber Creek Trail and park land is within the half mile service area. 3. Eagle Park Master Plan: Alison Jumper, Park Planner Parks & Recreation Staff Recommendation: Approval of the Eagle Park Master Plan and to apply for AR Parks and Recreation Outdoor Recreation 50/50 Matching Grant Funding for the development of Eagle Park in 2008. PRAB Motion: 4. Red Oak Park Update: Carole Jones, Park Planner A public meeting will be held on Tuesday, August 14th at 5:30 pm at the Red Oak Park pavilion on New Bridge Road in the Bridgeport Subdivision to update the surrounding neighborhoods on the Red Oak Park Streambank Improvement Project. 5. CIP Presentation: Park & Recreation Staff The Five Year Capital Improvement Plan (CIP) for Parks and Recreation is developed every other year. Parks and Recreation Staff is proposing the attached CIP 2008-2012 for your consideration and approval. Parks & Recreation Staff Recommendation: Approval of the CIP for 2008-2012 PRAB Motion: 6. Regional Park Update: Connie Edmonston, Parks & Recreation Director 7. Adjournment Upcoming City Council Items: August 7: Resolution authorizing the Mayor to apply for an Arkansas Parks and Tourism Outdoor Recreation Grant in an amount not to exceed $125,000.00 for improvements to Eagle Park. August 20: City Council tour of Red Oak Park to approve proposed design of the streambank improvements by Arkansas Game & Fish Commission Stream Team. Attachments: PRAB Meeting Minutes: July 9th, 2007 Park Land Dedication Map and Letter (1) Eagle Park Conceptual Master Plan Park Land Dedication Ordinance Fund Monthly Report CIP Report HMR Monthly Report 2 FAYETTEVILLE PARKS AND RECREATION ADVISORY BOARD Meeting Minutes July 9, 2007 Opening: The regular meeting of the Parks and Recreation Advisory Board was called to order by Chairman Wade Colwell at 5:38 p.m. on July 9, 2007 in Room 111 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas. Present: Park and Recreation Advisory Board members Colwell, Davidson, Biendara, Mauritson, and Bitler were present; Hatfield, Davis, and Burke were absent. Park Staff Edmonston, Coles, Jumper, Jones, Trails Coordinator Mihalevich and the audience were also present. 1. Introduction of new park planner- Carole Jones 2. Approval of May 28th PRAB minutes PRAB Motion: Bitler motioned to approve as written, and Biendara seconded it. Motion passed 5-0-0 by voice vote. 3. Approval of June 4th PRAB minutes PRAB Motion: Bitler motioned to approve as written, and Biendara seconded it. Motion passed 5-0-0 by voice vote. 4. Mt. Sequoyah Trail Naming: Phillip Costello This item was tabled from the June 4th PRAB meeting according to the Naming Facilities Policy that allows for public input during the month the park name is tabled. Please see attached document for trail names. Colwell asked what the trail names were, and was there a connection off Lighten Trail? Costello told him the trail names were Assembly Loop, Dogwood Loop, Bench Edge Trail, and Wildflower Trail. Colwell wanted to know if trail users had to cross private land. Mihalevich told him that there is a right of way the owner gave to us. PRAB Motion: Bitler motioned to approve the trail naming, and Colwell motioned to second. Motion passed 5-0-0 by voice vote. 5. Mt. Sequoyah Woods Trail Signage Recommendation: Phillip Costello Colwell asked how Costello would blaze the trees. Costello replied he would use signs and blazes. The blazes are 2 '/2" squares of sheet metal. The signs will be driven into the ground. Colwell made the statement that blazes would help. Edmonston asked how Costello would use the blazes. Colwell interjected that Costello might consider using brighter colors, because the colors of the blazes being passed around may blend in with the trees. He also asked how high the blazes would be put on the tree, suggesting at least 7' high. He asked whether people were willing to donate to the project. Costello replied that people have donated. Biendara asked if Costello would be putting up all the signs. Costello said yes. Bitler wanted to know if Staff was happy with it. Edmonston said yes, but would trail names be on the signs? Costello said no names, but just signs. They would be color coded according to the color of the trail on the map. Colwell suggested that when the blazes were put on the trees, don't clutter them, but put them as needed. Keep them at least 50 to 75 yards from each other. They need to be evident, but not close together. Edmonston said that the names should be on the trails. Biendara said that the maps and color coding should work. Edmonston replied that maps are hard to keep out. They disappear quickly. Colwell stated that the map would be on a kiosk. The trail system would be simple to follow. Biendara said that blazes would be the key. She said Phillip Costello has done a great job on this. Bitler said it would be great if Parks and Recreation kept a list of possible projects for Eagle Scouts. Edmonston said although it was a good idea, she thought that part of being an Eagle Scout was thinking up your own projects. Bitler said Parks could just have the basic ideas, but the Eagle Scouts would have to develop the idea. PRAB Motion: Davidson motioned to approve the trail signage. Biendara seconded it. Motions passed 5-0-0 by voice vote. 6. Mt. Sequoyah Woods Trail Signage Funding Request. Phillip Costello is requesting $278.73 for signs posts for the signage project. This project is in the SE quadrant. Please see attached proposal. Edmonston told Costello to keep his receipts, so he could be reimbursed. She asked him when the deadline date was. She suggested that he round the figure up to $300. Costello replied it was March of next year. PRAB Motion: Colwell motioned to approve the funding request. Bitler seconded it. Motion passed 5-0-0 by voice vote. 7. CMN land donation: Mike Morgan Morgan is representing Steele Crossing Investment, the owner of certain lands located in CMN Business Park II, Phase III, to donate certain lands located within the Deed Restricted area to the City of Fayetteville for use in Conjunction with the development of the trail along Skull Creek. They will mitigate the progress. Please see attached proposal. Colwell said it's wonderful it's being done. He asked Morgan to define mitigation. Morgan says it means to monitor the wetlands and make sure they are not eroding because of the construction. It's a tremendous aid to wildlife. Colwell asked if there were any plans for the trail from Mud Creek to Van Asche. Mihalevich said that it showed on the map where it will connect. He said it was an important connection. Colwell asked if it would go under Fulbright Express using the box culverts, and also, would there be lights? Mihalevich said yes. Edmonston said to keep in mind that CMN is commercial, so they don't lean toward Parks and Recreation. Morgan said he was not sure if Parks and Recreation would take over land. There will be more planning in the next two weeks. They would like Parks input. It would be a great opportunity for the City. 8. Informational- R & P Electroplating: Hugh Earnest Earnest was not in attendance. Jumper apologized for his absence and said he was working with consultants to clean up the site on Pump Station Road. Colwell said that Earnest was an excellent ally of the City. He is able to work out decisions that are best for the community. 9. Regional Park Update: Connie Edmonston Edmonston said she had no update from the developer, so it needs to be delayed until the next meeting. Additional discussion: A questionnaire was done by Marcella T. Cisneros, an intern at the University of Arkansas at the request of the Parks and Recreation department. This questionnaire was to learn the collective views and opinions of the people using the park and gather useful comments to improve and enhance the park and trail. See attached assessment. Bitler said he would like the statistics. Edmonston said she could get them. Hitler, on another note, said that the Lake Fayetteville Trail had bad spots, such as a big mud pit. It's getting worse. Colwell asked how long was the section because he thought maybe the City can help. Coles stated that Thursday he and Jumper were going to review some of those areas. Some places are hard for our equipment to get into. Edmonston said this was a perfect example of having the same size of crews, and not being able to increase them, while the City is acquiring more land and trails. It may come to having to prioritize parks and trails for preventive maintenance. Bitler said there is at least 100 hours of work out there. Biendara said that maybe church youth groups could help. July 26, 2007 City of Fayetteville Parks Board RE: LIERLY — PHASE II Dear Members of the Board: Please accept this correspondence as an official request to pay money in lieu of land dedication to the City of Fayetteville Parks Department as it relates to the final phase of development for Lierly Subdivision. The proposed development is located within the previously approved Lierly Subdivision. The entire site is approximately 4.22 acres and is planned to consist of approximately 15 residential homesites. The relatively small size and configuration of the property are the two primary reasons for the request of money in lieu of land. At the current rate of $960 per lot, the contribution to the parks fund would be $14,400. Thank you for your consideration in this matter. Skate Park berm and trees are complete. 02001 Lights of the Ozarks Sales Tax Capital Imp Lights of the Ozarks is a display of more than 500,000 lights on the downtown square that runs from Mid -November until New Years. The installation will begin in October. The lighting ceremony will be held on November 17. Removal will start the first week of January. Cummings property was selected for the community park site by PRAB and Park Staff. On September 7 2004, a resolution approving the mayor to enter into a contract with SouthPass Development was approved. This included the donation of 200 acres and 1 million dollars for the development of the park. Terracon Consultants, Inc. completed a work plan that described all necessary studies needed to determine the impact of the 33 -acre landfill located within the property. Estimated cost of the complete study is $50,000. Staff is working with ADEQ for potential funding of land fill remediation. Conceptual Masterplan was approved by PRAB May 29. Project will begin as soon as the 200 acre park land is donated to the City. 02003 Park Beautifications Sales Tax Capital Imp/ Parks Development Additional flowerbeds were requested at several of the Parks and Recreation Master Plan public meetings. Additional improvements are Happy Hollow planting and various entry features. Quotes are being received for Harmony Pointe Park, Salem Park, and David Lashley Park entry features. Ongoing. Wilson Park landscaping projected start date is April 2007 with completion June 2007. 02015 Gordon Long/Red Oak Improvements Sales Tax Capital Imp / Grant Trail and drainage improvements are needed at Red Oak and Gordon Long Parks. Water runoff from adjoining subdivisions discharges into the lower valley of Red Oak Park creating an erosion problem for the park trail, tree root erosion, and various park amenities. Gordon Long Park has two low water bridges that need to be renovated. This project will improve the safety and usability of the bridges over Scull Creek. The trail at Gordon Long also needs improvements. Construction at Red Oak Park is scheduled to start in August and to be completed in October. Arkansas Game and Fish has served as a consultant for the stabilization of Red Oak drainage ditch. Park staff will excavate the banks to increase the total channel area. Grass, shrubs and small trees will be planted by volunteers to stabalize banks. Arkansas Forestry Commission Urban & Community Grant have awarded $10,000 matching grant for this project which is to be approved by City Council at their July 17 meeting. Red Oak construction is to start in August and to be completed in October. 02027 Playground & Picnic Improvements Sales Tax Capital Imp / Parks Development / Park Land Dedication SW / Grant Replacement of old equipment at playgrounds and picnic areas. Funds are to be used for a partial 50/50 matching Arkansas Parks and Tourism Outdoor Recreation Grant. Grant funding in the amount of $100,000 was awarded through the Arkansas Parks and Tourism Outdoor Recreation Grant Program for playground replacement, toddler playground equipment, and basketball courts for Sweetbrier and Davis Parks. Project is to bid in August/September with a tentative scheduled completion October/November 2007. Conceptual designs have been completed for the projects and an RFP is being created. The Lake Sequoyah boat docks are being evaluated for replacement/renovation. $12,000 was approved to replace the bleacher cover at Field # 3, resod ballfield access, concession building renovations, and restripe the parking lot at Lake Fayetteville Softball Complex. A 10'x60' pre -fabricated building was purchased in April and installed at the Lake Fayetteville Marina to store kayaks and bikes for the Outdoor Adventure Camp. Funds will also to be used for unforeseeable emergencies occurring due to inclement weather, vandalism, replacement, or renovation of park amenities to meet ADA Safety standards. The 2007 public lands hazard tree assessment and mitigation is in process. Mt. Sequoyah ADA access is on hold until the pavilion is completed. The remaining funds will be used on ADA compliance for the AR Outdoor Recreation Grant projects al Sweetbrier and Davis parks since only partial grant funding was awarded. The Celebration of Trees is on the first Saturday of April in conjunction with Farmers Market season opening. This project i5 on-going. Mt. Sequoyah ADA access is scheduled to begin in September with completion in December. ADA AR Parks and Tourism Grant project is to begin construction in August/September with the completion in first quarter 2008. 03017 Mount Sequoyah Land Purchase Sales Tax Capital Imp The City of Fayetteville purchased 68 acres on Mt. Sequoyah in 2003 for $700,000 with 3% interest until paid. The payment plan extends five years to 2008. This park is Mt. Sequoyah Woods located at 100 N. Summit Avenue. The annual payment for 2007 has been made. The final payment will be made in 2008. Completion in 2008. 03022 Lake Fayetteville Trails Parks Development Projects include developing trail maps, mile markers, signs and kiosks. The kiosk design should be completed in the third quarter. Brochures completed March 30. Kiosks design should be compete Third Quarter 2007. 05001 Gulley Park Improvements Sales Tax Capital Imp/ Parks Development Funds will be used to add a parking area in Gulley Park. State Grant Parks Development Capital / Grant A grant from the Arkansas Department of Parks and Tourism will assist with the construction of Phase 1A of the Botanical Gardens at Lake Fayetteville. Phase 1A includes completion of the Administrative Offices, a Great Lawn, several themed gardens, a trail around the facility, and a parking lot. Grant project construction is complete. The City agreed to see 1.89 acres to the United Presbyterian Church for $68,000. The City also agreed to sell a conservation easement for this property to the Fayetteville Natural Heritage Association for $179,500. This property has been names the Brooks -Hummel Nature Preserve by Resolution 108-07. Purchase and naming of park approved by Resolution 108-07 on June 5.
