A presentation about the sport and fee will be presented at this meeting. Parks & Recreation Staff Recommendation: Staff Recommendation will be presented at the PRAB Meeting on Monday, June 4, 2007. Present: Parks and Recreation Advisory Board members Colwell, Biendara, Hatfield, Davis, Burke, and Bitler were present; Davidson and Mauritson were absent. Park Staff Edmonston, Coles, Curry, Jumper, Thomas, Wright; Trail Coordinator Mihalevich and audience were in attendance. 1. Approval of April 2nd, 2007 PRAB Meeting Minutes PRAB Motion: Davis moved to approve as written, and Bitler seconded the motion. Motion passed by voice vote of six approvals. 1A. Jim House, State House Representative, was a special attendee. He announced that Act 818 passed. Act 818 prohibits sexual offenders from living within 2000 feet from any City or State owned parks and youth centers. It goes into effect approximately July 31, 2007. 2. Lake Fayetteville Environmental Study Center Fishing Pier Request: Kevin Bennoch, Lake Fayetteville Environmental Study Center Science Teacher Fayetteville and Springdale Public Schools are requesting to replace the observation / fishing pier by the Lake Fayetteville Environmental Study Center. The University of Arkansas Landscape Architecture class has consented to design and build the pier. Because this pier is used by the school system, as well as the public, Parks and Recreation Staff is requesting approval for the City of Fayetteville to commit to this project as well. Bennoch says Fayetteville Public Schools wants to get rid of the pier, or replace it, because it is a safety hazard. He took an idea to Edmonston because the public uses it. Bennoch said Springdale and Fayetteville Public School Systems have pledged $7,000 each to help replace the pier. The University of Arkansas will supply the design and construction labor. Bennoch is asking the Parks Recreation Division of the City of Fayetteville to match the $7,000 pledge. December 1, 2007 is the estimated project completion date. Davis asked if the project was not completed by the students, if the City was prepared to complete it. Coles answered that they were prepared to do so. PRAB Motion: Davis moved to approve the pledge. Biendara seconded the motion. Motion passed by voice vote of 6-0-0. Davidson and Mauritson were absent. 3. Copper Creek Park Master Plan Approval: Kay Curry, Park Planner Copper Creek Park land is located at 4640 North Copper Creek Drive and is adjacent to East Zion Road. Two public meetings were held for the development of this park on October 30, 2006 and April 9, 2007. At the first meeting, Parks and Recreation Staff discussed the neighborhood's desires for the future development of the park. From the information provided at this meeting, a master plan was designed incorporating the requested amenities. A second meeting was hosted on-site to present the plan to the neighborhood. At this meeting the master plan was approved by the neighbors with the following minor modifications: a) Picnic tables to be shifted away from the fence and clustered more to the center of their general location. b) The park bench located near the northern property line moved out from the fence. The Master Plan includes a playground, pavilion, bike rack, benches, walking trail and a sidewalk connecting several of the amenities. The plan also calls for a park sign to be installed and for many trees throughout the park. However, the budget does not allow for all of the requested amenities. Based on priorities provided by the neighbors, Phase 1 will include a playground, pavilion and sidewalks. Other amenities will be installed if funds become available. Neighbors have expressed a desire to utilize private funds and donations for the installation of trees. Scott Hancock, a resident on Copper Creek Drive said that the neighborhood is committed to find funds for trees. He said that he and Curry had discussed the park, and that the Parks staff is a pleasure to work with. He is concerned about the walkway, and would like to move it approximately 100 feet south of the proposed location so it will not block driveways. Colwell was concerned about costs if walkway was moved. Davis was also concerned about cost if there is a change in plans. Curry explained if we moved the sidewalk 100' over, there would be an additional sidewalk cost to commit to. She estimated it would be around $1,500. Hatfield suggested that Curry work with Transportation for a couple of "No Parking" signs. Davis also liked the idea of the "No Parking" signs. Biendara would like Curry to work up another drawing and present again. Hancock said if cost was the issue that he and the neighbors would commit to the $1,500 to move the walkway. Biendara said cost was not the issue, but the location of the walkway was. Davis said he would like the committee to approve, and allow the neighborhood and Staff work out the walkway issue. Biendara said she wanted to vote for the master plan. PRAB Motion: Colwell made a motion to approve the master plan and work on the issue with walkway. Hatfield seconded the motion. Motion passed 6-0-0. Davidson and Mauritson were absent. Copper Creek Park Land Naming Recommendation: Please see attached document regarding David Lashley. PRAB Motion: In accordance to the Naming of Park Facilities Policy, Park names are tabled until the next PRAB Meeting allowing for public input. Colwell motioned to table. Davis seconded it. Park Land Dedication Funding Request: Connie Edmonston, Parks & Recreation Director Park Staff is requesting funding in the amount of $67,500 from the Northeast Park District to assist in funding the park in the Copper Creek subdivision. Total cost of Phase I is $197,677. The remaining deficit would be from the Northeast Park District as well as $20,000 from the Forestry, Safety and ADA Project. PRAB Motion: Burke motioned to approve. Davis seconded it. Motion passed 6- 0-0. Davidson and Mauritson were absent. 5. The proposed trail corridor will be approximately 40' in width extending from the northern property line to 5' south of the existing gravel road and run the full length of the property east to west along the northern boundary. Justification: The trail corridor is a needed link and is shown on the Fatt Plan. The proposed subdivision is located in a rural area at the edge of the city limits and the planning area. Therefore, staff is recommending money -in - lieu in order to acquire or develop park land received in dedication that is more centrally located in this quadrant and would potentially serve more citizens. Additionally, Combs Park (80 acres) is located approximately one mile to the northeast of this property. PRAB Motion: Hatfield motioned to accept the staff recommendation. Davis seconded the motion. Motion passed 6-0-0. Davidson and Mauritson were absent. Other Business: A. Jerry Ingram with Scout Troop 116 would like to build a three quarter mile trail along Lake Sequoyah to earn an Eagle Scout badge. He would like to start on his project around May 26, 2007. Edmonston said for him to call her ASAP. Davis asked if this trail connected with another trail. Ingram said eventually other scouts could connect to the trail. B. Colwell said that he would like to put together a paddling committee to paddle the West Fork and White River. This would be to look at possible future projects such as new landing sites for paddlers, a surfing hole, and general areas to improve for public access. Announcements: Edmonston announced the Walker Park cell tower will go before the June 5th City Council Meeting. Wright announced that the Clabber Creek trail ribbon cutting would be on May 16, 2007. Also, the swimming pool opens this month. 8. Adjournment Colwell adjourned the meeting at 7:01. Minutes prepared by Melanie Thomas. A Fayetteville native, David Lashley was born June 2, 1932 and attended Washington Elementary School before graduating from FHS in 1950. In high school he was school and state student council president, National Honor Society member, band member, and three -sport letterman, team captain in two, and all -state and all-American in football. David went on to be an outstanding student and three-year football letterman at the University of Arkansas before graduating in Industrial Engineering in 1955. After two years service as an officer in the Army Engineers, David began a career as an engineer in the petroleum industry, when the death of his father in 1963 brought him back to Fayetteville. He made a life -changing decision at that time, based upon the quality of life in Fayetteville, to take over his father's accounting practice and bring his wife, Lanell Allen, back to Fayetteville where they raised five daughters, Fayetteville graduates all. For his entire professional life, besides being a successful accountant, David has been the epitome of charitable service, gaining the trust and admiration of his entire community for his reliable, tireless, and unending contributions to his community. An incomplete list includes more than a quarter century of youth coaching in football, softball and basketball, 29 years of school booster clubs, over 25 years service as officer and director of the Fayetteville Youth Center, a founding board member and officer of Butterfield Trail Village, Presbyterian Church Elder, over twenty years service as board member and chair of the Fayetteville Parks and Recreation Depaitment, 31 years an active Lions club member, and service as officer of the Fayetteville Public Education Foundation. Recipient of the Betty Lighton Service Award, outstanding service awards from Lions, Civitans, Jaycees, and Exchange Clubs, and the National Boys Club Medallion, after more than 40 years of civic service, David continues his work of quiet, effective dedication to make his hometown a better place to grow up, live, and raise a family. David is also being inducted into the Fayetteville Education Foundation Hall of Fame. May 16, 2007 To Fayetteville Parks Board Members: The Arkansas Canoe Club P.O. BOX 1843 LITTLE ROCK, AR 72203 I am writing this letter as President of the Northwest Chapter of the Arkansas Canoe Club (ACC) to ask for your consideration of a special event fee for our regularly scheduled "boatball" games on Lake Fayetteville. First, I'll provide some background on our club and the game of boatball. The ACC was formed more than 30 years ago to promote and support paddle sports and recreation on rivers and lakes in the state of Arkansas. Currently the club has more than 1000 members in six chapters in Arkansas and Oklahoma. The Northwest chapter is the second largest, with more than 100 family memberships representing more than 200 individual members. More information on the ACC can be found at www.arkansascanoeclub.com. The Northwest Chapter started playing the game we call boatball in the Fall of 2005, originally on Lake Wedington. The game essentially involves paddling kayaks and canoes and passing a small ball around in an attempt to score goals by passing it beyond a bouy. The game is fast paced and exciting, and the club now actively promotes since it helps improve the skills and safety of members during the "off season" for whitewater paddling in the summer months. It also provides an excellent opportunity to build social ties between local paddlers, which is important since people always paddle rivers in groups. The Northwest Chapter was the first to play this game, and, and far as we know, we are only the second group in the country to play it. In addition to being beneficial and fun for our current members, the game also provides an excellent opportunity to expose people in the local community to kayaking and canoeing. The game attracts a great deal of interest wherever it is played, to the extent that we were featured in two newspaper articles in the summer of 2006. One of the goals of the ACC is to promote paddling as a safe, fun outdoor recreational activity, which is one of the main reasons we moved the game to Lake Fayetteville in the summer of 2006. It gave us a chance to interact with more people who enjoyed watching the game on the lake and wanted to know more about kayaking and canoeing. However, the boat launch fee at the lake was a concern for some people playing the game. The Arkansas Canoe Club does not have sufficient funds to cover the cost for the 30 to 40 people who played the game last year. We typically had 8 to 14 people playing each evening, but often different people showed up each week. As a result, it was decided at our chapter meeting in February to move the game back out to Lake Wedington this year. I would very much like to have the game played at Lake Fayetteville - I love my community, and I think playing at Lake Fayetteville is something that is great for Fayetteville as well as for the Canoe Club. So, I am writing to try to work out an arrangement by which the Club could cover the cost for our members playing at the lake. After careful consideration, I would like to propose that the ACC to pay an annual fee to the City as a "special event" fee for using the lake. We would play from April through October only one night per week at a designated time - from 5:30 until closing time an average of about 2 hours per week). Only canoers and kayakers playing boatball at the designated dates and time would be covered under this arrangement - any other paddlers on the lake would have to pay normal launch fees. The only activity that would be covered would be boatball - no fishing, etc. And we will play in a designated area near the dam - paddling elsewhere on the lake would not be not covered. I believe the ACC could afford to pay the City between $200 to $300 per year for this recurring event. That would cover up to 20 paddlers per weekly boatball session. Our use of the lake is roughly 5% of the total weekday time available for boating, so this can also be looked at as a fair pro -ration of the fees based on time and resource consumption. Also, we are not asking for exclusive use of the lake or the dock area. Additionally the ACC members could assist with keeping the area near the dam clear of trash cleaning trash from the water near the dam each time we play, and we already participate in cleanup events out at the lake, and we could possibly assist on more days than we currently do. We're interested in helping keep the lake in good shape for the community. Thank you for your consideration of my proposal. Per the Park Dedication requirements, this will equate to either 4.6 acres in land or $186,240.00 of fees in lieu of land to be dedicated to the City of Fayetteville per the Park Land Dedication Ordinance. Since we are the developers of Walnut Crossing, the development of this park is of great importance to us` In addition, it is our intent to dedicate a trail easement within the vicinity of the 80' wide gas easement existing on the proposed Walnut Valley site: Until the plat is finalized and the utilities and drainage has been engineered for the development, it is difficult to define the limits of the trail easementat this time. We would like the chance to coordinate with City staff at the time engineering is comp!te and the preliminary plat is under review by the City. The proposed project encompasses approximately 5.57 acres consisting of 21 residential lots and 1 parcel of 0.46 acres designated for storm water detention. The proposed development is located on the North side of Township Street, approximately 3 of a mile west of the intersection with Old Wire Road. The property is approximately 1.2 miles west of Gulley Park. The resurfacing of the basketball courts at Wilson Park are complete. In 2006 staff completed the walkway from the west parking lot to connect the basketball court. At Wilson Park benches/bollards were also added in summer 2006. This project includes resolving retention and drainage issues. The walkway has been constructed and drainage issues resolved. Boulders have been secured to provide seating for the basketball court. Remaining funds are needed to complete the Gulley Park Bio-Swale Parking Lot project that came in over bid and will be rebid immediately. Walkway construction and drainage issues complete. Project includes resolving retention, drainage issues and walkway connection. 00006 Skate Park Parks Development The construction of a new skate park facility located at Walker Park. Remaining funds will be used to stripe all the parking lots and on-street parking. This project will be completed by the start of baseball at Walker Park on April 16. A raised trail crossing was installed at Walker Park. Skate Park berm and trees are complete. 02001 Lights of the Ozarks Sales Tax Capital Imp Lights of the Ozarks is a display of more than 500,000 lights on the downtown square that runs from Mid-November until New Years. The installation will begin in October. The lighting ceremony will be held on November 17. Removal will start the first week of January. Lighting Design - September Lighting Installation - October Lighting Ceremony - November Lighting Removal - January 02002 Community Park Development Sales Tax Capital Imp/ Parks Development Purchase and develop a multi-purpose Community Park according to the Parks and Recreation Master Plan. Cummings property was selected for the community park site by PRAB and Park Staff. On September 7 2004, a resolution approving the mayor to enter into a contract with SouthPass Development was approved. This included the donation of 200 acres and 1 million dollars for the development of the park. Terracon Consultants, Inc. completed a work plan that described all necessary studies needed to determine the impact of the 33-acre landfill located within the property. Estimated cost of the complete study is $50,000. Staff is working with ADEQ for potential funding of land fill remediation. Consultants hosted a public meeting on March 15 to gather public input. Project will begin as soon as the 200 acre park land is donated to the City. 02003 Park Beautifications Sales Tax Capital Imp/ Parks Development Additional flowerbeds were requested at several of the Parks and Recreation Master Plan public meetings. Additional improvements are Happy Hollow planting and various entry features. Quotes are being received for Harmony Pointe Park, Salem Park, Dale Clark Park and Copper Creek Parkland entry features. Ongoing. To be completed along with the development of the new parks in 2007. Entry features for Salem Park, Dale Clark Park are scheduled to begin in April 2007 and completion in June 2007. Walker Park lighting design is complete and in the bid process. Harmony Pointe construction documents are complete and the contract was awarded in March with construction to begin in April. Gary Hampton Softball Complex scoreboard replacement and Wilson Park landscaping. Staff is re-bidding four scoreboards for Gary Hampton Softball Complex. Wilson Park landscaping quotes have been requested. Wilson Park bridge construction is scheduled to start 3rd Quarter and to be completed December 2007. Office renovations are to start 3rd Quarter and is to be completed 1st Quarter 2008. Gary Hampton Softball Complex scoreboard replacements to begin in July and completed by late-Summer. Wilson Park landscaping projected start date is April 2007 with completion June 2007. 02015 Gordon Long/Red Oak Improvements Sales Tax Capital Imp Trail and drainage improvements are needed at Red Oak and Gordon Long Parks. Water runoff from adjoining subdivisions discharges into the lower valley of Red Oak Park creating an erosion problem for the park trail, tree root erosion, and various park amenities. Gordon Long Park has two low water bridges that need to be renovated. This project will improve the safety and usability of the bridges over Scull Creek. The trail at Gordon Long also needs improvements. Construction at Red Oak Park is scheduled to start in July and to be completed in September. Red Oak construction is to start in July and to be completed in September. 02027 Playground & Picnic Improvements Sales Tax Capital Imp / Parks Development / Park Land Dedication SW Replacement of old equipment al playgrounds and picnic areas. Funds are to be used for a partial 50/50 matching Arkansas Parks and Tourism Outdoor Recreation Grant. Grant funding in the amount of $100,000 was awarded through the Arkansas Parks and Tourism Outdoor Recreation Grant Program for playground replacement, toddler playground equipment, and basketball courts for Sweetbriar and Davis Parks. Project is to bid in June with a tentative scheduled completion October/November 2007. The Lake Sequoyah boat docks are being evaluated for replacement/renovation. $12,000 was approved to replace the bleacher cover at Field # 3, resod ballfield access, concession building renovations, and restripe the parking lot at Lake Fayetteville Softball Complex. A 60'x60' pre-fabricated building will be purchased in April to be installed at the Lake Fayetteville Marina to store kayaks and bikes for the Outdoor Adventure Camp. Lake Fayetteville Storage Building to be complete in May. 02045 Forestry, Safety, & ADA Compliance Sales Tax Capital Imp Funds are used for the Celebration of Trees give-away, a tree inventory, the Community Tree Planting Initiative program, and grants. Funds will also to be used for unforeseeable emergencies occurring due to inclement weather, vandalism, replacement, or renovation of park amenities to meet ADA Safety standards. The 2007 public lands hazard tree assessment and mitigation is in process. Mt. Sequoyah ADA access is on hold until the pavilion is completed. The remaining funds will be used on ADA compliance for the AR Outdoor Recreation Grant projects at Sweetbriar, Davis, and Gulley parks. Only partial grant funding was awarded. The Celebration of Trees is on the first Saturday of April in conjunction with Farmers Market season opening. This project is on-going. Mt. Sequoyah ADA access is scheduled to begin in June with completion in August. ADA AR Parks and Tourism Grant project is to begin construction in June with the completion in September. 03017 Mount Sequoyah Land Purchase Sales Tax Capital Imp The City of Fayetteville purchased 68 acres on Mt. Sequoyah in 2003 for $700,000 with 3% interest until paid. The payment plan extends five years to 2008. This park is Mt. Sequoyah Woods located at 100 N. Summit Avenue. The annual payment for 2007 has been made. The final payment will be made in 2008. Completion in 2008. 03022 Lake Fayetteville Trails Parks Development Projects include developing trail maps, mile markers, signs and kiosks. Brochures were completed March 30. Completion: Third Quarter 2007. 06016 Botanical Gardens/Lake Fay. State Grant Parks Development Capital / Grant A grant from the Arkansas Department of Parks and Tourism will assist with the construction of Phase 1A of the Botanical Gardens at Lake Fayetteville. Phase 1A includes completion of the Administrative Offices, a Great Lawn, several themed gardens, a trail around the facility, and a parking lot. Grant project is currently under construction.
