Approval of April 2nd, 2007 PRAB Meeting Minutes PRAB Motion: 2. Lake Fayetteville Environmental Study Center Fishing Pier Request: Kevin Bennoch Fayetteville and Springdale Public Schools are requesting to replace the observation / fishing pier by the Lake Fayetteville Environmental Study Center. The University of Arkansas Landscape Architecture class has consented to design and build the pier. Because this pier is used by the school system, as well as the public, Parks and Recreation Staff is requesting approval for the City of Fayetteville to commit to this project as well. Dollar figures are being finalized and written commitments from Fayetteville and Springdale School Districts are being acquired. These documents and figures will be forwarded to you prior to the meeting. PRAB Motion: 3. Copper Creek Park Master Plan Approval: Kay Curry, Park Planner Copper Creek Park land is located at 4640 North Copper Creek Drive and is adjacent to East Zion Road. Two public meetings were held for the development of this park on October 30, 2006 and April 9, 2007. At the first meeting, Parks and Recreation Staff discussed the neighborhood's desires for the future development of the park. From the information provided at this meeting, a master plan was designed incorporating the requested amenities. A second meeting was hosted on-site to present the plan to the neighborhood. At this meeting the master plan was approved by the neighbors with the following minor modifications: a) Picnic tables to be shifted away from the fence and clustered more to the center of their general location. b) The park bench located near the northern property line moved out from the fence. The Master Plan includes a playground, pavilion, bike rack, benches, walking trail and a sidewalk connecting several of the amenities. The plan also calls for a park sign to be installed and for many trees throughout the park. However, the budget does not allow for all of the requested amenities. Based on priorities provided by the neighbors, Phase 1 will include a playground, pavilion and sidewalks. Other amenities will be installed if funds become available. Neighbors have expressed a desire to utilize private funds and donations for the installation of trees. PRAB Motion: Copper Creek Park Land Naming Recommendation: Please see attached document regarding David Lashley. PRAB Motion: In accordance to the Naming of Park Facilities Policy, Park names are tabled until the next PRAB Meeting allowing for public input. 4. Park Land Dedication Funding Request: Connie Edmonston, Parks & Recreation Director Park Staff is requesting funding in the amount of $67,500 from the Northeast Park District to assist in funding the park in the Copper Creek subdivision. Total cost of Phase I is $197,677. The remaining deficit would be from the Northeast Park District as well as $20,000 from the Forestry, Safety and ADA Project: PRAB Motion: 5. Adjournment SE 143 Single family units 44.75 acres 3.43 acres $137,280 None Dedication of approximately 1.14 acres of park land for a trail corridor and the remaining required dedication as money -in -lieu in the amount of $91,680. Staff recommends the dedication of approximately 1.14 acres of park land as a trail corridor and the remaining required dedication as money -in -lieu in the amount of $91,680. The proposed trail corridor will be approximately 40' in width extending from the northern property line to 5' south of the existing gravel road and run the full length of the property east to west along the northern boundary. The trail corridor is a needed link and is shown on the Fatt Plan. The proposed subdivision is located in a rural area at the edge of the city limits and the planning area. Therefore, staff is recommending money -in -lieu in order to acquire or develop park land received in dedication that is more centrally located in this quadrant and would potentially serve more citizens. Additionally, Combs Park (80acres) is located approximately one mile to the northeast of this property. Present: Parks and Recreation Advisory Board members Colwell, Davidson, Burke, Davis, Biendara, Mauritson, Hatfield and Bitler were present; Park Staff Edmonston, Coles, Whillock, Curry, Wright and Jumper, Trails Coordinator Mihalevich and audience. 1. Approval of March 5th, 2007 PRAB Meeting Minutes PRAB Motion: Davis moved to approve as written and Davidson seconded the motion. Motion passed unanimously by voice vote. Presentation of Organization Citation Award to the Fayetteville Natural Heritage Association from the Southwest Regional Council of the National Recreation and Parks Association: Connie Edmonston, Parks & Recreation Director Colwell presented Pete Heinzelmann the award. Heinzelmann thanked the Parks Staff for their cooperation on various partnerships. He said since the Association's creation in 2002 the growth and successful accomplishments have been encouraging and rewarding. 3. Botanical Garden Society of the Ozarks Annual Report: Cathy Bass, Chairman of the Board of Directors. Copy of the report is attached to these minutes. 4. This park has been added onto with each phase of Stonebridge Meadows. This additional acreage will make the total acreage approximately 7.66 acres. Colwell asked how many total acres the park will be when finished. Michelle Montes with H2 Engineering said if the owner develops 15 acres, it will be the rate (0.22) times the number of acres of future development done.. PRAB Motion: Davis moved to accept staff recommendation of land dedication of .22 acres to increase the area of Eagle Park. Mauritson seconded the motion. The motion passed by a vote of 8-0-0. 5. Red Oak Park Renovation Project Update: Kay Curry, Park Planner Dave Evans, Arkansas Game and Fish Commission, has designed a plan for Red Oak Park. (Kay's report is attached to these minutes) Biendara asked if the meadowland in the park lost to erosion will be reclaimed. Curry said that hopefully land with similar function will be restored though probably not exactly as it was before. Davis asked what the cost of the project is projected to be. Curry answered with $77,000.00. Colwell asked what the length of the stream will be. Curry responded it will be about 1/4 mile. Edmonston said most of the work will be done in-house. Also the trail will be built. Colwell asked what the time line for completion will be. Curry said given good weather about three weeks. They would like to begin in July. 6. Regional Park Update Edmonston reported the consultants hired to plan the development hosted a April 2, 2007/ 2 public meeting to unveil their proposed plan. They invited the Parks Board to express their thoughts. Colwell said one thing they're doing is developing a commercial space to be affordable for small businesses. The developers are sensitive to that specific issue. Davidson said the developers are viewing the recreation opportunities the park will offer to bring business to the commercial establishments. All Staff expressed they are impressed by the preservation of the top of the mountain and the ridge area. There was a voiced concern over lack of parking for larger events. Wright said every concern Parks Staff has brought to the developers has been addressed by the consultants. Edmonston said they are looking at how they can not only address current issues but also future issues. Colwell feels the recapped landfill might be used for parking area. Edmonston said this particular consultant group has had past experience with landfill issues. 7. Other Business Mihalevich reported the grand opening of the Town Branch Creek Trail and new bridge. The date for that event is April 4 at 5:30 P.M. Edmonston said the new trail map will be unveiled at that event, also. PRAB toured the Village at Shiloh and voted on site. 8. Additionally, the developer will be building a 12' trail along Shiloh Dr. as shown on the Trail Master Plan. According to the Parks and Recreation Master Plan park land is needed in this area. This development has the opportunity to provided wooded area for park land which will be adjacent to a Tree Preservation and Recreation Area that will also have public access. The development will provide public access to the land by way of public access easement along the entry roads. April 2, 2007/ 3 Upon arrival at the site the Board was guided to the location of the proposed park land. From that vantage the following discussion took place. Colwell pointed out the high level of noise from Highway 540 to the east. He suggested this would make the use of the park less attractive. He asked if the Board decided to take money -in -lieu would the developer consider spreading out the multi family units to preserve more of the trees. Edmonston said despite the noise she feels the families living in the development would appreciate the park area for the children to play in. PRAB Motion: Colwell moved to accept Staff recommendation of the full land dedication amount of 4.8 acres for a park. Mauritson seconded the motion. The motion passed by a vote of 8-0-0. 9. Park West PZD Revision Alison Jumper, Park Planner Parks Board visited and vote took place on site. Tracy Hoskins led the tour explaining the discovery of sensitive land and vegetation areas caused the need for a reconfiguring of the park land area originally planned and the trail corridor. Park Staff was pleased with the changes due to the level of preservation of wetlands and waterways proposed. PRAB Motion: Davis moved to accept the revised plan and to have the trail accessibility out of the wetlands. The detention pond, if one is necessary, will not be part of the park donation area. Mauritson seconded the motion. The motion passed by a vote of 8-0-0. 10. Adjournment: Colwell adjourned the meeting at 7:55 P.M. This policy statement takes precedence over any previous policies and guidelines which may have governed the naming of these facilities. POLICY Upon acquisition of a new park, the Director of Parks and Recreation will assign a nondescript temporary working name or subdivision name for the park facility to be used until park development begins. Once park development begins, the Parks and Recreation Division will receive and forward park facility name suggestions to the Parks and Recreation Advisory Board for review. The Parks and Recreation Advisory Board will discuss the recommendations at their monthly meeting and will leave the issue on the table until the next scheduled meeting. This one month duration will allow time for any public comment on the proposed names. The following items should be considered when proposing names for any park facilities: • Geographic location of the facility • Outstanding features of the facility • Commonly recognized historical event, group, or individual • Individual or group who contributed significantly to the acquisition or development of a facility • Individual who provided an exceptional service in the interest of the park system For an individual to be considered, the recommended name must be accompanied by a biographical sketch which provides evidence of historical significance or contributions to the Parks and Recreation Division or City of Fayetteville. Generally, the naming of park facilities in recognition of an individual will not be considered unless received posthumously. The naming of plaques, markers, and memorials within park facilities must follow the policies as stated above. Note: A name recommendation from the Sidewalk & Trails Committee for trail facilities wil be required prior to forwarding to the Parks and Recreation Advisory Board. A Fayetteville native, David Lashley was born June 2, 1932 and attended Washington Elementary School before graduating from FHS in 1950. In high school he was school and state student council president, National Honor Society member, band member, and three -sport letterman, team captain in two, and all -state and all-American in football. David went on to be an outstanding student and three-year football letterman at the University of Arkansas before graduating in Industrial Engineering in 1955. After two years service as an officer in the Army Engineers, David began a career as an engineer in the petroleum industry, when the death of his father in 1963 brought him back to Fayetteville. He made a life -changing decision at that time, based upon the quality of life in Fayetteville, to take over his father's accounting practice and bring his wife, Lanell Allen, back to Fayetteville where they raised five daughters, Fayetteville graduates all. For his entire professional life, besides being a successful accountant, David has been the epitome of charitable service, gaining the trust and admiration of his entire community for his reliable, tireless, and unending contributions to his community. An incomplete list includes more than a quarter century of youth coaching in football, softball and basketball, 29 years of school booster clubs, over 25 years service as officer and director of the Fayetteville Youth Center, a founding board member and officer of Butterfield Trail Village, Presbyterian Church Elder, over twenty years service as board member and chair of the Fayetteville Parks and Recreation Depaitment, 31 years an active Lions club member, and service as officer of the Fayetteville Public Education Foundation. Recipient of the Betty Lighton Service Award, outstanding service awards from Lions, Civitans, Jaycees, and Exchange Clubs, and the National Boys Club Medallion, after more than 40 years of civic service, David continues his work of quiet, effective dedication to make his hometown a better place to grow up, live, and raise a family. David is also being inducted into the Fayetteville Education Foundation Hall of Fame. In the interest of being a good neighbor I instructed my architects to work around it and leave it undisturbed. Up to this point, I believe that we have successfully created a development that enhances the area, provides growth and development within the city's intent, and address the city trail. The trail encroachment has become increasingly burdensome in the design and development process. After meeting with members of the City Staff we have come to the conclusion that the best case scenario for both parties would be to not pursue the previously stated action of having all acreage requirements being waived. We will accommodate the city's need of 5' from the edge of the trail for the light pole. The calculated acreage of land needed and remaining fees are as follows: 1962 sgft.= .045 acres .045 acres @ $40,000/acre = $1,800 17 Multi family units @ 680/unit = $11,560 $11,560 - $1,800 = $9,760 remaining fees in lieu In agreeing with the suggestions/recommendations made by the Parks and Recreation and City Staff we look forward to working with you all on this project. Remaining funds will be used to stripe all the parking lots and on-street parking. This project will be completed by the start of baseball at Walker Park on April 16. A raised trail crossing was installed at Walker Park. Skate Park berm and trees are complete. 02001 Lights of the Ozarks Sales Tax Capital Imp Lights of the Ozarks is a display of more than 500,000 lights on the downtown square that runs from Mid-November until New Years. The installation will begin in October. The lighting ceremony will be held on November 17. Removal will start the first week of January. Lighting Design - September Lighting Installation - October Lighting Ceremony - November Lighting Removal - January 02002 Community Park Development Sales Tax Capital Imp/ Parks Development Purchase and develop a multi-purpose Community Park according to the Parks and Recreation Master Plan. Cummings property was selected for the community park site by PRAB and Park Staff. On September 7 2004, a resolution approving the mayor to enter into a contract with SouthPass Development was approved. This included the donation of 200 acres and 1 million dollars for the development of the park. Terracon Consultants, Inc. completed a work plan that described all necessary studies needed to determine the impact of the 33-acre landfill located within the property. Estimated cost of the complete study is $50,000. Staff is working with ADEQ for potential funding of land fill remediation. Consultants hosted a public meeting on March 15 to gather public input. Project will begin as soon as the 200 acre park land is donated to the City. 02003 Park Beautifications Sales Tax Capital Imp/ Parks Development Additional flowerbeds were requested at several of the Parks and Recreation Master Plan public meetings. Additional improvements are Happy Hollow planting and various entry features. Quotes are being received for Harmony Pointe Park, Salem Park, Dale Clark Park and Copper Creek Parkland entry features. Ongoing. To be completed along with the development of the new parks in 2007. Entry features for Salem Park, Dale Clark Park are scheduled to begin in April 2007 and completion in June 2007. St. Joseph Park 10 trees were ordered and planted in April 2006. Project completion date is pending on neighborhood fund raising. Salem Park is under construction and is scheduled to be complete in May 2007. Asbell Pavilion project construction is to start 3rd quarter and to be completed in 4th quarter of 2007. Gary Hampton Softball Complex scoreboard replacement and Wilson Park landscaping. Staff is re-bidding four scoreboards for Gary Hampton Softball Complex. Wilson Park landscaping quotes have been requested. Wilson Park bridge construction is scheduled to start 3rd Quarter and to be completed December 2007. Office renovations are to start 3rd Quarter and is to be completed 1st Quarter 2008. Gary Hampton Softball Complex scoreboard replacements to begin in July and completed by late-Summer. Wilson Park landscaping projected start date is April 2007 with completion June 2007. 02015 Gordon Long/Red Oak Improvements Sales Tax Capital Imp Trail and drainage improvements are needed at Red Oak and Gordon Long Parks. Water runoff from adjoining subdivisions discharges into the lower valley of Red Oak Park creating an erosion problem for the park trail, tree root erosion, and various park amenities. Gordon Long Park has two low water bridges that need to be renovated. This project will improve the safety and usability of the bridges over Scull Creek. The trail at Gordon Long also needs improvements. Construction at Red Oak Park is scheduled to start in July and to be completed in September. Red Oak construction is to start in July and to be completed in September. 02027 Playground & Picnic Improvements Sales Tax Capital Imp / Parks Development / Park Land Dedication SW Replacement of old equipment al playgrounds and picnic areas. Funds are to be used for a partial 50/50 matching Arkansas Parks and Tourism Outdoor Recreation Grant. Grant funding in the amount of $100,000 was awarded through the Arkansas Parks and Tourism Outdoor Recreation Grant Program for playground replacement, toddler playground equipment, and basketball courts for Sweetbriar and Davis Parks. Project is to bid in June with a tentative scheduled completion October/November 2007. The Lake Sequoyah boat docks are being evaluated for replacement/renovation. $12,000 was approved to replace the bleacher cover at Field # 3, resod ballfield access, concession building renovations, and restripe the parking lot at Lake Fayetteville Softball Complex. A 60'x60' pre-fabricated building will be purchased in April to be installed at the Lake Fayetteville Marina to store kayaks and bikes for the Outdoor Adventure Camp. Lake Fayetteville Storage Building to be complete in May. 02045 Forestry, Safety, & ADA Compliance Sales Tax Capital Imp Funds are used for the Celebration of Trees give-away, a tree inventory, the Community Tree Planting Initiative program, and grants. Funds will also to be used for unforeseeable emergencies occurring due to inclement weather, vandalism, replacement, or renovation of park amenities to meet ADA Safety standards. The 2007 public lands hazard tree assessment and mitigation is in process. Mt. Sequoyah ADA access is on hold until the pavilion is completed. The remaining funds will be used on ADA compliance for the AR Outdoor Recreation Grant projects at Sweetbriar, Davis, and Gulley parks. Only partial grant funding was awarded. The Celebration of Trees is on the first Saturday of April in conjunction with Farmers Market season opening. This project is on-going. Mt. Sequoyah ADA access is scheduled to begin in June with completion in August. ADA AR Parks and Tourism Grant project is to begin construction in June with the completion in September. 03017 Mount Sequoyah Land Purchase Sales Tax Capital Imp The City of Fayetteville purchased 68 acres on Mt. Sequoyah in 2003 for $700,000 with 3% interest until paid. The payment plan extends five years to 2008. This park is Mt. Sequoyah Woods located at 100 N. Summit Avenue. The annual payment for 2007 has been made. The final payment will be made in 2008. Completion in 2008. 03022 Lake Fayetteville Trails Parks Development Projects include developing trail maps, mile markers, signs and kiosks. Brochures were completed March 30. The kiosk design should be completed in the second quarter. Brochures completed March 30. Completion: Third Quarter 2007. 06016 Botanical Gardens/Lake Fay. State Grant Parks Development Capital / Grant A grant from the Arkansas Department of Parks and Tourism will assist with the construction of Phase 1A of the Botanical Gardens at Lake Fayetteville. Phase 1A includes completion of the Administrative Offices, a Great Lawn, several themed gardens, a trail around the facility, and a parking lot. Grant project is currently under construction.
