Park Land Dedication: Razorback Apartments & Golf Course Development was tabled at the June 1, 2015 meeting. The Development has been meeting with the neighborhood and does not have a proposal for this meeting. New Business 1. Developer: Aaron Wirth Location: East of Rupple Rd, South of Persimmon Park Quadrant SW Units: 83 single family Total Acres: 119 acres Land Dedication Requirement: 1.9 acres Money in Lieu Requirement $76,360 Mailing Address: 113 W. Money in lieu Money in lieu Park land directly to the west is being proposed to meet the recreational needs of this area. Approximately 25 acres have been identified as trail corridor and park land for future development. None 2. Lake Sequovah Park Designated Equestrian Trail Update: Byron Humphry, Parks Maintenance Superintendent Meeting will be reconvened at the Cross Keys Phase II development located near the southeast corner of Broyles Avenue and Persimmon St. A City van will be provided to transport PRAB to the site. PRAB vote on the park land dedication and adjournment will occur on site. Please wear appropriate clothing. 3. Charlie Sloan West of Rupple Rd, South of Persimmon SW 116 single family 29 acres 2.67 acres $106,720 Dale Clark Park is located within a one mile radius. Dedicate approximately 2.67 acres of park land with this phase. Additional land to be dedicated as the remaining acreage develops. Accept approximately 2.67 acres of park land long Owl Creek and acquiring additional land as indicated in the concept plan as future phases develop Approximately 500 single family units are proposed at full build out of this development though a timeline has not been identified. The increased number of residents in this area warrants the 2 Estimated Annual Maintenance Cost: PRAB Motion: 4. Announcements dedication of park land to meet the residents' needs. This area is identified on the Enduring Green Network map. Call to Order : 5:30 PM 2. Roll Call Parks and Recreation Advisory Board members present were Lamb, Priest, Colwell, McHan, McKnight, and Proffitt. 3. Approval of Junelst 2015, PRAB Meeting Minutes PRAB Motion: Lamb motioned to approve minutes, McKnight seconded the motion. Motion passed by voice vote, 6-0-0. 4. Arkansas Parks and Tourism Outdoor Grant Application: Alison Jumper, Park Planning Superintendent Jumper gave a brief explanation of Arkansas Parks and Tourism Outdoor Grant Application that will match the department 50/50. Jumper also gave a brief update regarding the process and status of the grant application. Three meetings have been hosted for input from the community regarding the grant. Staff will take input and compare it to what is available in the budget and try to match the best grant application. Staff is proposing to replace the older playground (ages 5-12) at Wilson Park, make parking and road improvements, and improve ADA accesses. Jumper mentioned that that there $175,000 of matching funds available for the grant. PRAB Motion: Lamb motioned to approve the funds for application, McHan seconded. Motion passed, 6-0-0 5. Hammock Hotel Proposal by Girl Scouts: Kristina Smith, Troop Leader Members from Girl Scout Troop 5114 were present and proposed a hammock hotel in order to help alleviate damage to trees by hammocks. Members gave a brief description of the proposed hammock hotel. Mailing Address: 113 W. Mountain Street Fayetteville, AR 72701 www.fayetteville-ar.gov Troop leader Kristina Smith explained how this project would go towards the troop members' bronze project award, for the community. They would like to acquire post at their cost. There is also a proposal for a slackline/hammock celebration and educational clinic for the grand opening of the hammock hotel. They have been talking with various retail stores in the community regarding the event. Colwell asked where they would like to put the hammock hotel. The members said that they would like to build it at Wilson Park. McKnight asked Byron if staff would help to dig holes. Byron replied yes. PRAB Motion: McKnight motioned to accept the proposal, Colwell seconded motion. Motion passed by voice vote, 6-0-0. 6. Age Friendly Fayetteville: Alicia Ferguson Alicia Ferguson, with Age Friendly Fayetteville, proposed for a new initiative to see improvements made in the area that would make Fayetteville more of a Age Friendly Community. She has met with various members in the community and has wrote numerous grants regarding this initiative. Fayetteville was recently accepted by World Health Organization as a Age Friendly Community. Ferguson noted that members of the initiative are currently working on a needs assessment that include focus groups and a windshield survey. Ferguson made a proposal for a Parks Prescriptions Program focused around older adults in Fayetteville. She also mentioned the benefit community gardens. AFF will make recommendations to the board. She asked parks staff and members of the board to inform others in the community about AFF. They will also need work groups and coalitions. She would like to see a sign near the Fayetteville City limits indicating that Fayetteville is age friendly community. Edmonston added that there is currently the Be Active Prescription program available in Fayetteville. Lamb asked if there was a board established. Ferguson said they have a committee. They meet twice a year and follow up throughout the year. They also have a Age Friendly Team. Ferguson mentioned that the next step is to conduct a survey. 7. PRAB Motion: McKnight motioned to accept money in lieu, Lamb motioned to second. All in favor by voice vote, 6-0-0. 8. Park Land Dedication: Razorback Apartments & Golf Course Development was tabled at the June 1, 2015 meeting. The Development has been meeting with the neighborhood and does not have a proposal for this meeting. This item will be on the August 3rd PRAB meeting. 9. Lake Fayetteville Trail Proposal — Chuck Maxwell, OORC President Phil Penny presented the trail proposal for OORC. Penny discussed the proposal for a pump track and skills course for trail users. Penny continued to give details regarding the two trails. He showed various examples of both pump and skills tracks. McKnight asked about the materials and installation. Penny noted that it would be a permanent installation. Penny said that OORC would also make improvements to some of the existing trails to the north section of the trail system. They would also plant trees in the area. Penny continued to discuss the trail system on the far south west corner of the lake. They would add more single track and bridges for intermediate users. Penny suggested adding signage warning riders regarding skill levels. Last, by the environmental study center, they would like to add permanent fencing in three different sections in order keep people on designated trail areas and minimize social trails being established. Lamb asked about the style of the fence. Penny said they are currently exploring different materials. They propose to use a treated timber with rough cuts. Lamb asked about the height. 3 Penny replied that it would be four foot tall and hard to bypass in hopes of keeping users on the trail. McKnight asked if we had funding. Jumper added that Maxwell is seeking funding. Lamb asked if a motion was needed. McKnight motioned to accept proposal, Priest seconded. All in favor by voice vote. 10.
