FAYETTEVILLE PARKS AND RECREATION
ADVISORY BOARD SPECIAL MEETING
Minutes for November 4, 2013
Opening:
The regular meeting of the Parks and Recreation Advisory Board was
called to order by Steve Meldrum at 5:32 pm in room 111 at the City
Administration Building, located at 113 West Mountain Street in
Fayetteville, Arkansas.
Present:
Parks and Recreation Advisory Board members Meldrum, Leonard,
Lamb, Lawson, and Paul were present. McKnight, Proffitt, Watson, and
Maxwell were absent. Staff members Edmonston, Humphry, Jumper,
Spann, Mihalevich, and Thomas were in attendance.
AGENDA:
1. Approval of October 7, 2013 PRAB Meeting Minutes
PRAB Motion: Leonard motioned to accept the minutes as written,
and Lawson seconded it. Motion passed 5-0-0 by voice vote.
2. Regional Park Update
Jumper said that early voting begins tomorrow, and next Tuesday,
November 12, is the election. She added that Lose and Associates
were chosen for the Regional Park master plan and will be on the
consent agenda tomorrow night.
Edmonston said that the Regional Park is coming, and she's
excited.
Meldrum said it's good news and it's been awhile in the making.
3. USTA Tennis Program Request: Chris Cash, USTA and
assistants Andrew Atkinson and Erica Rogers
USTA is requesting to provide youth and adult tennis programs for
the City of Fayetteville. USTA would become a Park Partner and ten
percent of the registration fees would go back to Parks.

Rogers said there will be 3 phases. Phase 1 (December 1, 2013) will
be the beginning of the basic adult and youth programming,
multiple cardio tennis classes, and preparing for the tennis
program. Phase 2 (February 1, 2014) will offer USTA adult leagues,
team drills, expanded youth programming, and a court reservation
system. Phase 3 (April 1, 2014) will offer USTA Junior Team tennis
and drills, will expand youth programming, and will assess the
current state of Fayetteville tennis and adjust accordingly.
Spann added that this program came highly recommended.
Rogers added that 10% of the funds received will come back to
Parks and Recreation.
Paul asked when the cardio tennis classes would be.
Rogers said they would be later in the day.
Paul wanted to know how someone would get plugged into the
program.
Spann said social media would be used; plus signs would be
posted at the tennis courts.
Meldrum asked if Parks has a reservation system for courts.
Spann said a system was in place for softball fields, but not tennis
courts.
Leonard wanted to know if there would be local tennis clubs that
would use the reservations.
Rogers said local places like the Fayetteville Athletic Club could
make reservations.
Spann added that Pagnozzi Scholarships could also be used for
this program.
Lamb wanted to know what happens to the 90% of the funds taken
in, after the 10% is given to Parks.
Rogers replied that it was used to pay the coaching fees and to buy
new equipment.
Meldrum said that awhile back, guests at one PRAB meeting
weren't happy about the tennis courts. He wanted to know if the

pressure had eased up a little since Fayetteville High doesn't use
them anymore.
Edmonston said she hadn't gotten any complaints. She added that
several supervisors have called in to the Parks office the number of
people playing on the courts at different times of the day, and they
usually weren't full.
Atkinson said that he has never had to wait more than 15 minutes
for a court.
Paul asked if a lot of people played tennis during the colder
months.
Rogers said most people play when it's 40 degrees or more.
Paul said Phase 3 in April is the assessment month. He wanted to
know if that was too early to access.
Atkinson said it's just a plan, but it's not set in stone. Tennis
starts to pick up in April.
Paul asked if the program would be dropped if the numbers were
too low in April.
Spann said no, the program wouldn't be abandoned.
Lawson said he thought the program should have an annual
assessment to make sure it was a good fit all around.
Spann said that is a goal for all the programs.
Edmonston said she was excited because it's been many years
since Fayetteville has had a tennis instructor.
Park Staff Recommendation: Approval of request.
PRAB Motion: Paul motioned to approve the USTA Tennis
program request so he could have a cardio tennis class, and
Meldrum seconded it. Motion passed 5-0-0 by voice vote.

4. Lake Fayetteville Boat Dock Trail Revision: Matt Mihalevich,
Trails Coordinator
Mihalevich said this project will happen next year. It's been a
highly requested project because a piece of the trail is shared by
the road. He said they don't want an on -street section of trail. He
said that they would like to reposition the fence around the
marina. The plan is to put the trail south of the fence and install a
new fence, and also clean up the overgrown, scrubby plants. The
marina gates will also be moved back a little. The trail will be kept
away from the riparian area. They also got a $75,000 grant to help
pay for it.
Lawson said it was a great idea, because that area is dangerous.
Edmonston added that the area was very busy.
Jumper asked when the project will begin.
Mihalevich said it would begin early next year.
Meldrum asked for a quick update on the tunnel at MLK.
Mihalevich said the walls are finished, and a light will be put in.
The bridge abutment piles have arrived. He added that the Clear
Creek Trail name was approved by the Council.
Paul asked when the Regional Park trails would begin.
Mihalevich said it would be part of the Cato Springs Trail. Once the
park gets going, the trails there will be high priority.
Meldrum added that until the park is actually there, and the trails
are in, people will continue to drive, just like people drive to the
Lewis fields.
5. Park Land Ordinance Amendment Proposal: Alison Jumper,
Park Planning Superintendent
Jumper said that currently the ordinance applies only to certain
types of developments, and excludes smaller projects that are
under an acre. The proposal includes the smaller projects. It's a
small change, but a big change.
Edmonston added that the impact on parks will be significant.
Lamb wanted to know how it would work on duplexes.

Jumper said that duplexes were usually accessed as single family
units.
Meldrum asked if there were any downsides to this.
Edmonston said that developers will understand it's an impact on
parks, and will make parks better for their clientele.
Lamb said it will have a big impact. He added that PRAB has to
keep the citizens in mind, but also not make it impossible to build
on a small site.
Meldrum said that there would be some feedback on this.
Lamb said that there are a lot of challenges building on a smaller
site. If the site is small, it's harder to absorb costs. It's good to
want to bring in more revenue, but he said he didn't want to make
it more difficult for developers.
Jumper said any proposal will have to go through a public process.
Meldrum asked if it would go through the Planning Commission.
Jumper said yes, it would.
PRAB Motion: Lawson motioned to accept the Park Land
Amendment Proposal. Paul seconded it. Motion passed 4-1-0, with
Meldrum giving the dissenting vote.
6. Other Business
Meldrum showed a picture of the dogwood bench that Eugene
Sargent made for Wilson Park.
Edmonston said that every three years, PRAB terms are up. She
said Lawson, Meldrum, and Leonard's terms were up this year.
She encouraged them to reapply and reminded everyone that the
applications had to be received by the City Clerk's office by
November 22, 2013 at 5 pm.
Aubrey Shepherd, a guest, reminded everyone about the Veteran's
5K on Saturday, November 9, at 8 am beginning at Government
Avenue. The funds raised will help buy more property to expand.
There is a $25 entry fee. The Veteran's parade is on Monday. He
added to keep an eye out on Monday, because veterans can get free
lunches at different places.

Bank of Fayetteville proposes a 60 lot subdivision on the parcel south of the Summit
Place Subdivision at the end N. Marks Mills Lane The subdivision is within 0.5 miles of
Gulley Park. The lots are to be developed as Single Family Homes. The developer will
not be dedicating any land for parks.
On behalf of Bank of Fayetteville I am requesting to make payment in lieu of land
