AGENDA: 1. Extension of Frisco Trail Project: Matt Mihalevich, Trails Coordinator. Matt will be presenting to PRAB with three options to cross Martin Luther King Boulevard in extending Frisco Trail. On July 11th, the Active Transportation Advisory Committee voted to utilize the tunnel option (4-0-1 abstaining). PRAB is requested to make a recommendation prior to going before the Street Committee. Attached is information referring to this request for your review prior to meeting. PRAB Motion: 2. Our services included performing an alignment study that examines the various options for crossing MLK Boulevard and attending public input sessions. Below is a summary of those activities to date: April 30, 2012 — Public Input Session held on project site. May 17, 2012 — Alignment Study submitted to City of Fayetteville. June 7, 2012 — Public Input Session held at Senior Center. June 26, 2012 — Reviewed alternatives with Arkansas State Highway and Transportation Department (AHTD) District Engineer. Three crossings were analyzed at MLK Boulevard: an above -grade crossing (bridge option), an at - grade crossing (crosswalk option), and a below -grade crossing (tunnel option). The alignments follow Tanglewood Branch in order to utilize the section of trail at Grove Apartments (former Sale Barn) and to provide a connection with the future Tsa La Gi Trail. Exhibits for these options are included as an attachment. Above -Grade Crossing (Bridge Option) The above -grade crossing is the Frisco Trail alignment that crosses MLK Boulevard with a bridge. The crossing would include an approximately 153' bridge span with 310' ramps and necessitate the closing of Gregg Avenue between MLK Boulevard and Prairie Street. The option is estimated to cost $1,615,088 for all improvements. At -Grade Crossing (Crosswalk Option) The at -grade crossing is the Frisco Trail alignment that crosses MLK Boulevard with a crosswalk. The crossing would be along Government Avenue and would necessitate a traffic signal at MLK Boulevard and Government Avenue. The option is estimated to cost $960,726 for all improvements. Below -Grade Crossing (Tunnel Option) The below -grade crossing is the Frisco Trail alignment that crosses MLK Boulevard with a tunnel. The crossing would include an approximately 126' tunnel with 225' ramps. The option is estimated to cost $1,339,397 for all improvements. Mr. Brown July 10, 2012 Page 2 of 2 Based upon our findings from our alignment study and the public input sessions, Garver recommends the below -grade crossing (tunnel option) with an at -grade pedestrian bypass for the crossing at MLK Boulevard. A summary of those findings include: • Public input indicated that the below -grade crossing was generally preferred. • An at -grade pedestrian bypass crossing at the intersection of School Avenue provides trail users an alternative option and addresses some public input concerns about tunnel safety. • Per meeting with AHTD on June 261h, the State will not allow a traffic signal for an at -grade crossing at Government Avenue without MUTCD warrants. Analysis shows the intersection of Government Avenue and MLK Boulevard will not meet MUTCD signal warrants. • Grade separation is safer for trail users and motorists. • A below -grade crossing allows the most value for the money provided to the City.
