Staff recommends accepting money is lieu of land and would like to work with the developer in the future to acquire additional land to the north for the Tsa La Gi trail corridor. None Tsa La Gi trail corridor is located on the north side of this development. Staff anticipates working with the developer to secure the trail corridor when the land develops. PRAB Motion: 6. Regional Park Update: Steve Aust with Nock Investments for Southpass 7. Request to apply for 2009 Arkansas Parks and Tourism 50/50 Outdoor Recreation Grant for the development of Fairlane subdivision park land: Parks staff held a Public Meeting at the 1.34 acre Fairlane subdivision park land located at 1582 Fairlane Street to discuss priorities and needs for the 2009 Arkansas Parks & Tourism 50/50 Outdoor Recreation Grant. Citizens voted to apply for the grant to develop the park at Fairlane. The top three requested amenities were a walking trail around the park perimeter, a pavilion and a playground. Staff Recommendation: Approval to apply for 2009 Arkansas Parks and Tourism 50/50 Outdoor Recreation Grant for the development of Fairlane subdivision park land. PRAB Motion: 8. PRAB Term Proposal: Connie Edmonston, Parks & Recreation Director Currently PRAB terms are for 2 years with 4 positions being renewed each year. In reviewing the terms of other City Council appointed commissions, boards and PRAB Agenda — July 7, 2008 2 committees, many are for 3 years. After reviewing this issue with City Attorney, Kit Williams, he recommended that we should also consider having 9 members on PRAB in the event a tie needs to be broken by the PRAB Chair. This would need to go before City Council for an amendment to the current ordinance. Staff Recommendation: Approval to increase the terms of PRAB to 3 years having 3 new members appointed each year and to increase the members to 9. PRAB Motion: 9. Other Business: 10. Fairlane Public Meeting Reports: Park Land Dedication Ordinance Fund Monthly Report CIP Report HMR Monthly Report PRAB Agenda — July 7, 2008 3 FAYETTEVILLE PARKS AND RECREATION ADVISORY BOARD Meeting Minutes June 2, 2008 Opening: The regular meeting of the Parks and Recreation Advisory Board was called to order by Vice Chairman Jay Davidson at 5:37 p.m. on June 2, 2008, in Room 326 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas. Present: Parks and Recreation Advisory Board members Davidson, Biendara, P. Jones, Waite, Hatfield, and Bitter were present. Waite was not present for the first vote. Colwell and Mauritson were not present. Park Staff Edmonston, Wright, Thomas, Jumper, C. Jones and the audience were in attendance. 1. Approval of May 5, 2008 PRAB Meeting Minutes PRAB Motion: Waite motioned to accept the minutes as written. Biendara seconded it. Motion passed 5-0-0 by voice vote. 2. Botanical Gardens Monthly Report: Walt Eilers, Board of Directors Eilers discussed the report. Bitter asked if the appraised value of BGSO is 2.9 million Eilers said yes. Davidson said much of that were donations. Biendara asked how many directional signs to BGSO there were. Eilers replied that there were four signs. Davidson asked if the Little Sprouts program had started. Eilers said yes, and it's really taking off. The kids get to plant something and then take it home. 3. Request to Rename Eagle Park to Rodney Ryan Park: Dr. Sharon Hunt See attached request. Staff Recommendation: Approval to Rename Eagle Park to Rodney Ryan Park Dr. Sharon Hunt of the University of Arkansas, talked about why Eagle Park should be renamed Rodney Ryan Park. 1 Biendara asked if anyone else was submitting this request with her. Hunt replied yes, Craig Edmonston. Biendara asked if Hunt had contacted anyone in the neighborhood asking their opinion about the name change. Hunt said no, not at this time. Biendara said she had no objections to the name, but she felt the neighborhood needs to be notified. Bitler wanted to know if PRAB changes names frequently, or just with special cases. Edmonston replied that it was not done much, but just for special cases. Wright commented that this park has just been an open green space with no park development, but now the project is about to begin and it will become a developed park. PRAB Motion: According to the Naming Park Facilities Policy, this item must be tabled for one month in order to allow for public input. Bitler motioned to accept the table, but added that the neighborhood should be asked for feedback. Biendara seconded it. Motion passed 6-0-0 by voice vote. 4. Request to Name the Gary Hampton Softball Complex Pavilion as the Rotary Club of Fayetteville: Howard Brill, Rotary Club President Rotary Club donated $15,000 to assist in building a pavilion at Gary Hampton Softball Complex. The pavilion will serve participants in the softball league and weekend tournaments, the neighborhood and Holcomb Elementary School and will also serve as a trail head for Clabber Creek Trail. The bid for this project was awarded to Arkoma Playgrounds and Supply in the amount of $34,214 plus a 12% contingency of $4,106. The project includes a 24 foot pavilion, sidewalk connection and picnic tables. City Council approved this bid on May 20, 2008. Plans are to have the concrete slab completed by the FayRo Tournament on June 13 — 15. The Rotary Club has donated scoreboards, sponsored Gulley Park Concert Series, and sponsorship of teams through the years. Staff Recommendation: Approval to name the new pavilion at the Gary Hampton Softball Complex as the Rotary Club of Fayetteville. Howard Brill, Rotary Club President, said that he was excited about the pavilion. They would like to request the name change. Davidson asked if we were changing the name. 2 Jumper said no. It was a new pavilion that hadn't been named. Wright commented that the Rotary Club has contributed much to Fayetteville Parks and Recreation over the past couple of years. Since the beginning of the FayRo Tournament, the Rotary Club as replaced many of our scoreboards and now are paying for much of this pavilion. Bitter asked Brill if he was happy with the name "Rotary Club of Fayetteville". Brill replied yes. He said he and Edmonston discussed what to name the pavilion. Davidson asked if the name would contain the word pavilion. C. Jones said no. It will just say "Rotary Club of Fayetteville". Biendara asked if it would be available for public use. Edmonston said yes. It would provide shade for people at the games. Brill said he wants everyone to use it. PRAB Motion: According to the Naming Park Facilities Policy, this item must be tabled for one month in order to allow for public input. Park Land Dedication Fund Request: Mountain Ranch Trail Construction: Alison Jumper, Park Planner Staff is requesting approval of $31,000 from the SW Park Land Dedication Fund to reimburse the developer of Mountain Ranch for the construction of Shiloh Trail. The developer is dedicating the land for the trail to meet the requirements of the Park Land Dedication Ordinance and building the trail to expedite the completion. Staff has drafted an agreement between the City and the developer to ensure the timeliness of the construction. This project must be completed by September 2008 because the trail would be funded by the SW Park Land Dedication Fund. Jumper said that this was just a follow up from last month. The cost will be $31,000 instead of $90,000. This is due to all the work required to build the ponds. Staff is requesting $31,000 from the SW quadrant. Davidson asked if it would impact the park dedication fund. 3 Edmonston replied that the next item on the agenda discusses that fund. She said that items five and six on the agenda can be combined, but they really need separate votes. (PRAB went on to item six, and then came back to item five.) Davidson said after voting on item six, PRAB now needed to vote on the $31,000 from the Mountain Ranch Trail Construction. Bitler wanted to know the footage and width of the trail. Jumper said it was 1,791 feet long and 12 feet wide. P. Jones said he was going to recuse from the vote, because he works with the contractor. PRAB Motion: Hatfield motioned to accept the staff recommendation on item five. Biendara seconded the motion. Motion passed 5-0-0 by voice vote. 6. SW Park Land Dedication Budget Adjustment Request: Connie Edmonston, Parks & Recreation Director The Southwest Park Land Dedication Fund is required to expend $126,634 by the end of 2008. The Park Planners have been very busy in addition to their Park projects, working on the plans of the Downtown Square project, as well as serving as the Urban Forester during the vacancy of this position. These duties were not known when the budget was created in August of 2007 for 2008 expenditures. The current Wilson Park trail renovation project, which includes the addition of lights, has a dedicated budget of $217,000 in 2008. It would be difficult to spend $126,634 by the end of 2008 as complete plans and specifications are necessary to bid the project. A topographical survey of Wilson Park is in the process of being completed and an Electrical Engineer will be hired to design the trail lights. Since this project began, it has become apparent the $217,000 will not be enough to renovate the trail and provide lights. The $69,000 attributed to redirecting the trail across the swimming pool parking lot and installing a bridge that would move the trail around the perimeter of the softball field to the Castle area will be combined with the trail renovation/lighting project. Staff suggests to proceed with the planning documents for Wilson trail/light project, but move $75,000 from this project to projects that could be completed by December 2008. In the 2009 capital projects, we would make it a high priority to provide enough funds to complete the Wilson Trail/light project. In addition, Staff will have a better estimate of how much it will cost to complete this project. Staff is also requesting other adjustments to the Southwest Fund due to projects 4 having contingency funds left and the addition of the Mountain Ranch Project request above. Harmony Pointe Park will cost $2,904 less than proposed. The remaining $4,000 will complete a park entry sign. 2. Wilson Pool Rock Wall will cost $15,000 with the Parks Maintenance Staff demolishing the existing structure which is a savings of $15,000. 3. Citizens are requesting large pavilions similar to Walker Park's pavilion to hold social events such as birthday parties, family/friend gathers and such. A new pavilion at Gulley Park is in the budget for 2008 and staff believes a better bid will be received by requesting two pavilions on the same bid. Finger Park needs a new, larger pavilion and is a project that could be completed this year. The budget for the Finger Park pavilion would be $70,000. In summary, Staff is requesting the following projects to be approved for the SW Park Land Dedication Fund in 2008. If this is approved by PRAB, it will need to go before City Council for final approval. Staff Recommendation: Approval of proposed SW Park Land Adjustment. Bitler asked if the Wilson Park Trail and Bridge would be done before the pool opening next year in 2009. Edmonston said yes, and it will be high priority. Bitler wanted to know the anticipated total cost amount that will be required to complete the project. Edmonston said that Parks will have that figure after the electrical contractor is hired. C. Jones said it would be over $100,000. Bitler wanted to know how much money is in the developmental fund. 5 Edmonston said that each year it is a little over a million dollars. Davidson asked what would happen if Parks doesn't spend it. Would it go back to the developers? Edmonston said yes, but that's never happened. Bitler asked if Finger Park was used much by citizens. Edmonston said that some citizens use it, and it's getting more usage. Wright said that we need to have bigger pavilions available for people to use. Bitler wanted to know how many pavilions are available in Fayetteville Parks. Edmonston said there are ten pavilions, both large and small. Davidson asked if PRAB needed to recommend this budget adjustment to the City Council. Edmonston said yes, because Parks is trying to plan the budget. Bitler said that this is fine, but he is still concerned about not knowing what the Wilson Park project and bridge will cost. C. Jones said she will work on the cost. Bitler wanted to know if that, even if we can't complete the whole project, will Parks consider still doing it. C. Jones said yes, but hopefully the whole project will be done in 2009. Waite commented that he is anxious to get a concrete schedule and get the project done, because he lives in the neighborhood. C. Jones said that it needs to meet ADA standards, if feasible financially. Biendara asked if Parks has any more projects to do. Edmonston said that there is a huge list. Bitler asked how the projects are prioritized. Edmonston replied that they are decided in a staff meeting. C. Jones said that the SW part of town needs a good pavilion. Bitler again asked if the Wilson Park bridge would get done next year. Edmonston said it would be high priority. Hatfield wondered if Parks had considered hiring someone to help. 6 Jumper said that the budget doesn't allow it. Hatfield said that the cost of the project increases every year that it is put off. Edmonston said that Parks doesn't have adequate staff. PRAB Motion: Bitler motioned to make the recommendation to the City Council to adjust the budget for the SW Park land and to accept the Staff recommendation. P. Jones seconded it. Motion passed 6-0-0 by voice vote. 7. Regional Park Update: Connie Edmonston, Park & Recreation Director Edmonston said she hasn't heard anything. Bitler said he was nervous. He's not sure the regional park will happen. Edmonston said the City Council has an approved contract with Southpass. She will forward the information and inform the Southpass Developers that PRAB is anxious for the park. Davidson suggested that we wait until next month to give them a little more time, but we may need a plan B for Southpass. Davidson said that PRAB's responsibility is not to have all the eggs in one basket, but to have options. Edmonston said she would inform Southpass of PRAB's concerns. 8. Other Business: Edmonston told PRAB that Jeff Coles is leaving Parks in order to accept a promotion as the Assistant Transportation Manager for the City. Wright announced the public meeting for the future park on Fairlane. The meeting is June 18, 2008 at 5:30. C. Jones discussed the Gulley Park Stream Restoration (319 grant). There is a section in the park that is much worse than Red Oak. City Engineering is heading the project. Elk Construction is a specialist in this type of project. They won't remove too many trees. The purpose of this project is to reduce the erosion to improve water quality. Bitler asked if the work would just be in the park boundaries. C. Jones said yes. Davidson wanted to know what PRAB was being asked to do. 7 C. Jones said this was just information to let PRAB know what was happening. Hatfield asked if the really bad part of the stream was being repaired. C Jones replied yes, the contractor will do things with rocks, etc. The Park Staff can learn from this contractor in order to repair Red Oak. 9. Adjournment Meeting was adjourned at 6:50. Mountain Fayetteville, AR 72701 Dear Mrs. Edmonston: I am submitting this letter of recommendation to name a park in honor of Dr. Rodney Ryan. Dr. Ryan has been a true "pioneer" in Fayetteville helping to create an outstanding parks and recreation system within our community. Dr. Ryan has dedicated over 50 years of service to the citizens and has had a lasting positive impact on our quality of life. We should all be indebted to him for his many years of dedication and passion for the cause. Dr. Ryan has made sure that the youth of our community have plenty of opportunity to grow and become productive citizens. Dr. Ryan served on the Board of the Fayetteville Youth Center for over 35 years and was President of the Board in 1969. He provided outstanding leadership and professional expertise that served our organization well. Dr. Ryan is a tireless worker and dedicated servant helping to make Fayetteville a great place for the youth of our community. In addition, Dr. Ryan was heavily involved in other community organizations including: Fayetteville Noon Lions Club, Council on Aging, Arkansas Activities Association, United Way, Washington Regional Medical Center, and the Cancer Support House. In his role as a professor at the University of Arkansas, Dr. Ryan influenced and educated students for 36 years. I was one those lucky students who had the privilege of taking classes and learning from him. He teaching style, wealth of knowledge and genuine care for the students was truly remarkable. It is with great pleasure that I am writing this letter of support in naming the park within the Stonebridge complex after Rodney Ryan. I have known Rodney Ryan on a personal level and in a professional capacity for 40 years. Dr. Ryan was the first person who I met at the old Drake Field airport when I interviewed for my position at the University of Arkansas. It seemed at that time that he knew everyone on campus and in the Fayetteville community. As time passed during my tenure at the U of A, I realized that my colleague, Rodney Ryan, was well respected by not only faculty in the HKRD department, but faculty throughout the U of A, among legislators, public school teachers and administrators, and in the business community in NWA and the entire state. His tentacles spread far and wide in all circles of our society. I have served on many committees with Dr. Ryan throughout his tenure and witnessed his feeling for public sentiment, knowledge in the field of recreation, but most importantly the cooperative demeanor he always displayed in resolving issues that had the capacity to create discord and disunity. Rodney served his country in World War II as a medic and then continued his lifelong service commitment to the university and Fayetteville community. I can think of no other person more deserving of this due to his lifelong contribution to the Parks and Recreation profession. I have know Dr. Ryan since becoming one of his students at the University of Arkansas in 1970. Dr. Ryan was my advisor, mentor, and encouraged me to pursue working in the recrea- tion profession. Rodney was a member of the founding board of directors for the Arkansas Recreation and Park Association, a board member for the Recreation Section for the Arkansas Association for Health, Physical Education, Recreation, and Dance as well as being a strong volunteer for numerous civic organizations in Fayetteville over the past 36 years. Dr. Ryan epitomizes the true meaning of being a professional in Parks and Recreation. He is widely known in Arkansas as well as this region of the country. His contributions to the Fayetteville area in the area of Parks and Recreation are too numerous to list. Without his guid- ance and persuasion, I would not have been able to progress upward in this field. He has been a role model for hwidreds, and maybe thousands, of recreation professionals in our country. His personality and professional contributions exemplify the type of person to name one of your parks after. He deserves this recognition and I am confident that your board will agree. Secondly, I attended the dedication of the David Lashley Park, In recognition of his many years of Service to Parks & Recreation and The Fayetteville Youth Center . His dedication & unselfish Service will be impossible to duplicate. I would like to see Dr. Rodney Ryan be recognized for his many years of faithful Service. For the past few years, Dr. Ryan has been a volunteer host here at the Washington Regional Cancer Support Home. How fitting that a public park—a place designed to offer wholesome recreation and peaceful respite for everyone—should be named for this remarkable man. In his role at the Cancer Support Home, Dr. Ryan greets and assists clients who come to find cancer -related information, to attend a support group, to select a wig, cap or post -mastectomy item, or to stay in one of four overnight guestrooms. Our services are free, and many of our clients are medically underserved. With his special warmth, Dr. Ryan treats all clients with kind professionalism without regard to their race, religion, nationality or economic status. Countless times I've witnessed his special way with people as he: • Entertained children with games and stories while their mother tried on wigs to wear during chemotherapy. • Reassured a young husband whose wife had received a cancer diagnosis. • Gently guided a physically fragile guest to his room. • Befriended a lonely client who had been away from home for several weeks during cancer treatment. And Dr. Ryan's devotion to the Cancer Support FIome doesn't end when his weekly shift is over. Fle is quick to let others throughout the community know about our services. He wants everyone to know how to get help with their cancer journey! This demonstrates his commitment to the ideal of providing everyone an opportunity for a long, healthy, active life. I cannot provide a more hearty endorsement. Dr. Ryan has served the city of Fayetteville in so many different capacities, for so many years, that he is very, very deserving of this honor. I have served along with him in many of these capacities and can give first hand information. He has always provided the knowledge and guidance to keep organizations and committees, that we served on, focused and directed toward accomplishment of the established goals. I have served for many years with Dr. Ryan on the Washington County Council on Aging, the Fayetteville Youth Center Board, the Fayetteville Lions Club, and the U of A Retirement association. In all of these organizations his service has been exemplary and his advice and counsel have been very helpful. Additionally, he served as my major professor while pursuing an educational specialist degree in Health, Physical Education, Recreation, and Dance at the University of Arkansas. His guidance and helpfulness in this endeavor could not have been surpassed. As a staff member at the U of A, I became more closely associated with both Dr. Ryan and his wife Mary Ella, and we are close personal friends and see each other socially at times. My long association with Dr. Ryan has given me an opportunity to know him on a professional, academic, and social level and I cannot think of anyone more deserving of this honor, and as stated previously, he has my heartiest endorsement. Monroe Harrison Request to Rename Eagle Park to Rodney Ryan Park I am requesting that Eagle Park, located in the Stonebridge Subdivision, be renamed to "Rodney Ryan Park". When Eagle Park was established in 1998, the park was located next to the Stonebridge Meadows Golf Club and, as a result, was given a golf name. In 2004, the park was relocated in the subdivision so a spatial relationship no longer exists with the golf club. It is my belief that this would be an opportune time to rename the park and that Rodney Ryan is most deserving of such an honor. The rationale for the renaming the park to Rodney Ryan Park is: • He has dedicated more than 50 years of service to the people of Fayetteville and the State of Arkansas. He was a founding member of the Arkansas Recreation and Parks Association. He was an original member of the Fayetteville Youth Center Board of Directors in the 1950's and served on that board until the mid 1990's. He was an original member of the City of Fayetteville's Parks and Recreation Advisory Board and served on that board for 25 years. His tenure on the Parks and Recreation Advisory Board is longer than any other citizen to date. He played an instrumental role in the establishment of the green space ordinance and the hotel/motel/restaurant tax. • In addition to his volunteer work with the City of Fayetteville's recreational services, he has volunteered thousands of hours to other community organizations such as: the Council of Aging in Washington County (25 years), Fayetteville Noon Lions Club (15 years), various positions with the First Baptist Church (54 years), founding member of the University of Arkansas Retirement Association (19 years), member of the Washington Regional Medical Center Auxiliary, member of the United Way Board, Cub Scouts of America, Fayetteville Youth Sports, Arkansas Activities Association, and host at the Cancer Support House. • A $100,000 match funding has been received from the Arkansas Parks and Tourism Outdoor Recreation Grant program. Because of Rodney Ryan's professional background of more than 40 years in the parks and recreation field, this type of funding fits ideally with a "Rodney Ryan Park". • He held a faculty position and served as the Program Chair of the Recreation Program with the Department of Health Sciences, Kinesiology, Recreation and Dance for 36 years. Through this work he has touched the lives of thousands of students and parents. For most of the 1960's and 1970's, a majority of the recreational professionals in the State of Arkansas can trace their educational training to classes taught by him.
