Kyle Cook, Commissioner, thanked the applicant for using graph paper to draw their plan. He stated that he loves graph paper. Sarah Bunch, Commissioner, said that she felt this was the perfect location for the proposal, being a residential property within an older industrial area. BACKGROUND: The property is located at 722 S. Locust Avenue south of 7th Street. The property, which contains two lots, was developed with a single-family home that was removed in years past and is currently undeveloped. The property has platted right-of-way on three sides, including: • 20' right-of-way (ROW) on the east property boundary, an unused platted alley connecting 7th Street to 911 Street. 40' of ROW on the south property boundary for the unbuilt 8th Street connection originally platted between S. School and Church Streets, portions of which has been previously vacated. • 85' of ROW for Locust Avenue across the front(west) of the property where a 50' ROW is required for Locust, a designated 'Local' street. We propose to construct 19 townhomes on approximately 0.8 acres, organized around a central courtyard. The intent is to offer a market-rate infill product in response to extraordinary demand for walkable housing near Downtown Fayetteville, furthering both the revitalization of the city's Mill District and the up-and-coming Southside. The units will be marketed to an age- and income- diverse demographic. The plan respects historic contexts and the natural assets while taking advantage of the neighborhood amenities already available. The existing trees framing Locust Avenue will remain and the number of new trees proposed to be planted is in excess of the landscaping and tree preservation requirements; native and drought-tolerant landscaping is to be used; and stormwater will be managed using Low Impact Development best practices.The architecture draws upon classic Ozark forms and details. The buildings will be constructed with gabled roofs,covered porches,and common materials. We also propose improvements to Locust Avenue. We will widen the travel way to meet the fire code and provide on-street, parallel parking adjacent to the development. We believe this project meets the intent of City Plan 2030 and we are proud to build homes within the bounds of the Walker Park Neighborhood Master Plan.
