AGENDA: 1. Call meeting to order by Chairman Bobby Ferrell. 2. General Update of the Transportation Bond Program. 3. 2010 OVERLAY AND SIDEWALK CONSTRUCTION PROGRAM: Presentation of projects to be constructed by the Transportation Division in 2010. 4. TRAFFIC CALMING PROGRAM: Discussion of City policies related to traffic calming requests. 5. ON STREET BIKE FACILITIES: Review of proposed plan for striping and placement of bicycle lane symbols on City Streets to delineate bike routes and shared lanes. 6. RUPPLE ROAD IMPROVEMENTS: Discussion regarding opportunities for funding of improvements to Rupple Road, from Mount Comfort Road south through State Transportation Improvement Program. 7. NORTHWOOD AVENUE/SHILOH DRIVE INTERSECTION: Presentation of a plan for intersection improvements to improve the safety of this intersection. 8. MOUNT COMFORT ROAD IMPROVEMENTS: Discussion regarding a proposed settlement of the condemnation suit against Aaron and Patricia Watson. 9. Adjourn THE CITY OF FAYETTEVILLE,ARKANSAS Taywel evlleENGINEERINGOIVISION R7271 12SWestMnuntamFayetteville,AF 73701 A RKAN5A5 Phone (97914943443 CITY OF FAYETTEVILLE TRANSPORTATION BOND ISSUE PROGRESS REPORT-December 2009 The Transportation Bond Issue consists of projects that will be designed, contracted, and administered by City Staff or consultants/contractors working for the City, along with 3 projects that will be designed and administered by the Arkansas State Highway and Transportation Department(AHTD). Three projects have been completed; most of the other projects are underway and are in various stages of design or construction. A summary of the status of these projects follows. 1) Wilson Park/Washington Willow Area Transportation Improvements a. Project Summary/Status • Includes traffic calming, intersection improvements at Gregg Ave. and North Street, bridge rehabilitation of Maple and Lafayette railroad bridges, and street enhancements along Gregg and West Avenues and Maple and Lafayette Streets. • Total project budget is $4.277 million • Traffic Calming Construction in Wilson Park and Washington Willow Neighborhoods is complete. Original budget: $384,000. Final: $205,000 • Construction of improvements to Gregg Avenue is complete. Original budget: $1,082,000; Final: $690,000. • A study of the Maple and Lafayette Bridges is in progress by TranSystems, Inc., the City's consultant on the project. b. Recent Actions: • Field inspection work has been completed by the consultant. c. Upcoming Activities: • Completion of the study-the study report will be completed for review by the City in February. 2) Cato Springs Road (U of A Technology Corridor) a. Project Summary/Status • Project consists of reconstruction and widening to 2 and 3 lanes, with curb and gutter and sidewalks, from Hwy 71 B to Razorback Road. • Total Estimated Project Cost: $5.07 million • Federal funding expected: $2.72 million b. Recent Actions: • Appraisal reports completed by Reed and Associates for all properties on the project. c. Upcoming Activities: • Review of appraisals by AHTD expected in January 2010 • Acquisition of right of way and easements by City Staff after appraisal review 3) Garland Avenue(I540 to Howard Nickell Road) a. Project Summary/Status • Project includes widening to 5 lanes, with curb and gutter and sidewalks. Design firm: Jacobs Engineering Telecommunications Device for the Deaf TDD(479)521-1316 113 West Mountain-Fayetteville,AR 72701 THE CITY OF FAYETTEVILLE,ARKANSAS • Estimated Project Cost: $3.66 million. • This project has been on hold until a decision was made regarding the alternate proposal for relocation of Hwy 112 to the northwest. b. Recent Actions: • Jacobs Engineering submitted preliminary plans to City. c. Upcoming Activities: • Review of preliminary plans. 4) & 5) Mount Comfort Road (I540 to Rupple Road) (2 Projects) a. Project Summary/Status • Project includes intersection improvements at Mount Comfort/I540/ Shiloh/Deane Solomon (Contract 1-$5.428 million) and widening of Mount Comfort Road, from Rupple to Alpine (Contract 2-$6.235 million) • Total Estimated Cost: $11.663 million • Contract 1: Construction is in progress by Decco Contractors. • Contract 2: Construction is in progress by Sweetser Construction b. Recent Actions: • Telephone, electrical/cable lines, and water/sewer line relocations continued on Contract 2 • Earthwork and storm sewer operations continued on both contracts. c. Upcoming Activities: • Utility relocation to continue on contract 2 • Completion of signal installation at Rupple Road. • Storm sewer and sanitary sewer line installation on Contract 2 • Completion of new Shiloh Drive location and detouring of traffic to new location to allow work on existing Deane Solomon Rd. to begin. 6) Fayetteville Expressway Economic Development Corridor a. Project Summary/Status • Federally funded project that is intended to provide better access to the retail centers and restaurants in the Northwest Arkansas Mall area and to Washington Regional Hospital and adjacent medical park. • Federal Funds expected: $7.66 million • Total Project Budget: $9.57 million 3 projects have been selected for funding in the project area by the Street Committee and City Council: Extension of Van Asche Drive from Gregg Avenue to Hwy 112, westbound "flyover" from Hwy 7 1 B to Fulbright Expressway, and intersection improvements at Fulbright Expressway/Shiloh/Northhills Blvd. The flyover and roundabout projects are approved for federal funding, and design on these projects is ongoing by Jacobs Engineering. b. Recent Actions: • Roundabout Project o Preliminary plans have been submitted to AHTD for formal review o Right of way plans have been submitted as well. • Flyover Project 0 15% design is complete and is in review with AHTD. o The final environmental documentation has been submitted to AHTD c. Upcoming Activities: Telecommunications Device for the Deaf TDD14791521-1316 113 West Mountain-Fayetteville,AR 72701 THE CITY OF FAYETTEVILLE,ARKANSAS • Roundabout Project o Preparation of final design plans after AHTD review o Preparation of right of way acquisition documents and appraisals for use in right of way acquisitions after AHTD review of right of way plans • Flyover Project o Preparation of preliminary plans to begin after 15% design review approval by AHTD 7) Rupple Road (6th St. to Persimmon) o Project Summary • Extension of Rupple Road as a 4-lane boulevard from south of Owl Creek School to 6th Street. • Total project budget: $8.155 million 8) Zion Road (N. College to Vantage) a. Project Summary/Status • Project is complete • Original Estimated Project Cost: $2,540,000 • Final Estimated Project Cost: $2,264,000 9) College Avenue (Rock to Maple) a. Project Summary/Status • Work includes sidewalk replacement, tree and landscaping installation, decorative lighting, and removal/reconfiguration of existing driveways to provide better access management and increase safety. Much of the work was performed by in-house crews of the Transportation Division • Estimated project cost: $2.1 million • Project complete. The following projects in the Bond Program will be designed, contracted, and administered by AHTD or its consultants/contractors. The schedules for these projects are established by AHTD based on their workloads and available funding. Any information regarding schedules and current progress has been provided by AHTD. 10) & 11) Hwy 16-Hwy 71B to Stonebridge Rd. • Includes 2 Bond Program Projects: 15th Street and Huntsville Road. • Current agreement with AHTD for 50% of project costs to be paid by the City, up to $5 million. • Letter from AHTD regarding project cost increase was received in early July. Discussions with AHTD regarding costs are ongoing. 12)Crossover Road-Mission to Joyce • Total project cost is $15.4 million • City share is $7.7 million; payment made to date of$5 million • Design by AHTD is complete • Right of way acquisition by AHTD is in progress. 13)Garland Avenue(North to Melmar) • Total project cost originally estimated at $6.7 million • City Share originally estimated at $5.2 million • Discussions with AHTD regarding cross section design are ongoing. One request was made by the Boardwalk Subdivision POA, and another by an indivual on 7t1i Street. Since there is no policy governing this situation, Staff requests direction with regard to traffic calming requests that include offers to pay for cost of the installation. The City's existing traffic calming policy provides for a study to be completed upon request. The study consists mainly of a speed and volume study, with a point value assigned to each request location based on the results of the study. (A copy of the rating criteria for local and collector streets is attached). Locations that meet the criteria are then considered for traffic calming. In 2008 and 2009, requests have been taken and compiled, but no studies have been completed due to lack of funding for installation of traffic calming devices. With regard to requests for speed tables with associated offers to cost share and/or pay for the cost of traffic calming, staff recommends the following policies • Speed tables or other traffic will in no case be installed unless the requested location meets the minimum point total as established by a speed and volume study per the existing policy. • Requests and offers to pay shall be made by an authorized POA representative. In the absence of a POA, a petition signed by the majority of property owners within 500 feet either side of the proposed speed table location must be presented before a study will be initiated. • Speed tables shall be prefabricated, modular type structures meeting the design criteria of the City. • Speed tables and associated signage and striping will be installed by the Transportation Division. Payment for the total estimated cost of the materials and contract labor must be received before installation begins. • Locations of the speed tables will be determined by the Engineering Division and will be based on street geometries and grade,,intersection locations, etc., in accordance with accepted practices. • After installation, the speed table and all appurtenances become the property of the City. Maintenance, relocation, removal, etc. will be performed by the Transportion Division. • All other elements of the existing policy shall remain in effect. IDENTIFICATION OF TRAFFIC CALMING STRATEGIES City staff shall present to the residents living within the area of potential impact the results of the traffic calming study and rating, at a meeting called for that purpose. Where traffic calming may be appropriate, as determined by a rating 60 or greater, the City staff shall present relevant strategies as options for traffic calming, as provided in the attached strategy toolbox. The Appendix C strategy tool box is subdivided into two phases. Phase I includes signing, marking, and other enforcement techniques. Phase II tools includes traffic calming strategies involving designed features. The advantages and disadvantages of each strategy will be presented at the meeting. A vote will be conducted at the public meeting to identify the preferred strategy. A ballot will be sent out to all residents in the area of potential impact presenting the preferred option for endorsement of the preferred strategy. Support of sixty percent (60%) or more of the property owners in the area of potential impact is required before the City will give further- consideration to traffic calming implementation. I DESIGN OF TRAFFIC CALMING PROJECTS The design of traffic calming devices must meet the following criteria: ❑ The posted speed may not be more than thirty (30) miles per hour. ❑ The street shall have an ADT of less than 4,000. ❑ Limited to streets having only one lane of through traffic in each direction. ❑ Streets must not be primary emergency routes. ❑ At the discretion of the City Engineer, certain traffic calming measures may not be used if they would create an unsafe condition for motorists driving at normal speeds under average driving conditions. ❑ Streets must not be through truck routes unless an acceptable alternative route is identified and approved. Design of traffic calming features shall accommodate a single unit truck. EVALUATION OF TRAFFIC CALMING PROJECTS Six months following the completion of the traffic calming improvements, the City staff will undertake a follow-up study to determine if the traffic calming features have achieved the initial purpose of the project. If unacceptable impacts are identified, corrective measures may be taken. Traffic calming measures may be removed after the evaluation period for any of the following reasons: ❑ Emergency response is significantly impacted. ❑ The problem for which the traffic calming was implemented has been transferred to another street. At least sixty percent (60%) of the property owners in the defined area of impact sign a petition to remove the traffic calming measures. This option will result in complete removal of all measures. � All property owners within the defined neighborhood will be assessed for the removal of the calming measures. This procedure for removing traffic calming devices will not be considered for a minimum of three years following completion of the construction. On-street bike facilities work together with the system of trails to expand the connections to neighborhoods, schools, parks and businesses with safe routes for bicycling. The Fayetteville Alternative Transportation and Trails master plan identifies 160 miles of existing and new streets for bicycle facilities. These streets have been measured and rated based on their connectivity to existing trails, topography and existing bicycle use and 24 streets, or 20 miles are currently of sufficient width to accommodate bicycles. The attached map includes these 24 proposed streets with the corresponding priority number. The plan includes adding bike symbols and signs to the streets as specified in the Manual of Uniform Control Devices (MUTCD) to designate the street as a safe place for bicycles. Some of the existing streets are currently wide enough to accommodate a 5 foot wide bike lane on each side. These streets are proposed to have a 4" wide white line separating the bike lane from vehicle traffic and bike symbols every 250 feet with bike route and bike lane signs. On streets that are not wide enough for a bike lane, a shared lane can be created. The MUTCD has a new bike symbol for shared lanes called the"Sharrow" that is ideal for designating a street as shared with motor vehicles and bicycles. The majority of our existing streets fall into the category for a shared lane. These streets are proposed to have a thermoplastic sharrow symbol every 250 feet located 4 feet from the face of curb along with share the road signs and bike route signs. i The Transportation Department has set allocated $40,000 for 2010 from the Trails CIP program for the bike symbols and signs. Based on this funding level, 8 miles of new on-street facilities can be created in 2010. The attached map is a draft of the streets proposed for improvement; however this is a working document and subject to change based on public comment. The plan will be presented to the Sidewalks and Trails Task Force in January for further public comment. Rupple Road is listed on the 2030 Regional Transportation Plan, and was on the list of projects submitted by the Northwest Arkansas Regional Planning Commission(NWARPC) to the Arkansas Highway and Transportation Department (AHTD) for inclusion in the 2010-2013 Statewide Transportation Improvement Program (STIP). The draft STIP does not include Rupple Road; however, NWARPC has advocated for inclusion of this project in the attached letter to AHTD. Reference is made in the letter to STP-U projects. The maximum funding through the STP-U Program is $1 million per project. In addition to STP-U funding, Rupple Road may also be eligible to receive funding through the AHTD Bridge Program since a bridge over Hamestring Creek will need to be replaced as part of the project. Funding through the bridge program is also capped at $1 million. Both programs require 20%matching funds. Staff is presenting this funding opportunity for discussion, with the following factors to consider: i 1. The total cost of the project (2009 dollars) is estimated to be$3.7 million. The City would be responsible for all project costs above the $2 million maximum available from the two funding programs. 2. Full funding most likely will not be available until 2014 or after. If the Street Committee wishes to pursue this funding opportunity, the first step is to send a letter to AHTD requesting the project be added to the STIP and considered for funding under the STP-U and Bridge Programs. AHTD will then proceed with an eligibility review, and, if the project meets all of the requirements to be eligible under the two programs, will request a funding commitment from the City before adding it to the STIP. As part of this project, right of way and easements were needed on 66 properties. 65 property owners negotiated a settlement with the City for the necessary right of way, leaving only one acquisition that required condemnation. The area of new right of way to be acquired was 1,711 square feet. A utility easement of 2,945 square feet adjacent to the new right of way was needed as well. The property in question is located at the northeast corner of Salem Road and Mount Comfort Road; owners are Aaron H. and Patricia Ann Watson. In order to gain possession of the property, the City deposited $30,000, representing the appraised value of the land needed for the project, into escrow with the Washington County Circuit Clerk, and was granted an Order of Possession on July 24`h, 2009. This Order of Possession allowed the City to proceed with construction of the project. Recently, the City Attorney's Office received an offer to settle this case for $22,000. This would bring the total compensation for the right of way and easements to $52,000. RECOMMENDATION: This property is located at the intersection of Salem Road and Mount Comfort Road, and the driveway to the house on the property is on Salem Road, very near the Mount Comfort intersection. With the planned improvements, the house will be nearer to the roadway, and the driveway will be nearer to the intersection. Damage to the property value due to these factors is reflected in the City's appraisal report; however, this damage is subjective and the property owners have argued that they have damages in excess of the City's appraisal. THE CITY OF FAYETTEVILLE,ARKANSAS Additionally, settlement at this stage eliminates the cost of staff time that would be necessary to prepare for a trial, along with the cost associated with the City's contract appraiser testimony that would be required. For these reasons, Staff recommends approval of a settlement with Aaron H. and Patricia Ann Watson in the amount of$22,000.
