The Lake Sequoyah Riding Club will present a proposal to make improvements to trails at
Lake Sequoyah to accommodate equestrian use according to City Code §97.069
Horseback Riding.
No person in a park shall ride a horse except in Combs Park or on designated
bridle trails. Where permitted, horses shall be thoroughly broken and properly
restrained and ridden with due care, and shall not be allowed to graze or go
unattended, nor shall they be hitched to any rock, tree, or shrub.
Staff Recommendation: Approve the Lake Sequoyah Riding Club partnership proposal
to improve and designate equestrian use on multi -use trails at Lake Sequoyah Park for a
one year trial period.

Parks and Recreation Advisory Board members present were Priest, McHan, Maxwell,
Lamb, and Proffitt. Colwell came in later. Members absent were Watson, Lawson, and
McKnight.

PRAB Motion: Maxwell motioned to accept the minutes as written, and Priest seconded it.
Motion passed 4-0-1 with McHan abstaining.

Justification: The existing parks in the area will meet the
recreational needs of this development.
Jumper gave the details of the development.
Lamb asked if the development was part of the POA.
Brian Teague, a representative for Huntingdon Heights, said yes, it was. He added that
the school located behind the development is the common area for the POA.
Proffitt wanted to know the amenities for Sweetbriar Park.
Jumper said Sweetbriar has a playground, picnic tables, sidewalks, basketball courts, and
access to the creek. Eventually the trail will connect with Mud Creek.
PRAB Motion: Colwell motioned to accept the $6,720 money -in -lieu, and Priest seconded
it. Motion passed 6-0-0 by voice vote.
5. Lake Fayetteville Trail Improvements: Alison Jumper, Park Planning
Superintendent
Informational item.
Jumper said switchbacks were built several years ago to address erosion problems. The
trail will be rerouted and fencing added. Some new trail will be built and some trails will be
blocked off. It will help clean the area up. Jumper said she's not sure of the time frame.
Maxwell said they are looking for funding. He said it would take about a year.
Lamb commented that the project needs to be done.
Maxwell said that they will look at it so they can decide how to help make the area a little
cleaner.
Lamb wanted to know if there used to be a trail that went to the parking lot.
Maxwell said yes, but it had to be removed.
Colwell asked what the yellow lines were on the map.
Jumper said they are bridges or boardwalks.
Priest asked if the project could be done now.
Jumper said no funding is available. She said Parks has applied for a grant for the
boardwalk and is waiting to hear back.

6. Naming Rights Proposal: Connie Edmonston, Parks & Recreation Director
Friends for Parks received s $5,000 donation from Ozarks Electric to develop promotional
material and donor packages to raise funds for the Regional Park. In order to solicit
requests for donations including naming rights of a park amenity, a policy needed to be
developed. Friends for Parks has proposed the attached policy for Donations for Naming
Rights for New Facilities that are not built yet, as well as for Existing Facilities. Donors
would have the opportunity for naming rights as well as naming rights for a ten year
period. The existing policy in Ordinance No. 5535 that would need to be amended is
included in the attachments.
In addition to this proposal, staff is recommending to amend Attachment B of the Naming
Park Facilities Policy included in Ordinance No. 5535 by omitting the requirement to table
a proposed park facility name until the next scheduled monthly meeting. The reason why
this is requested to be omitted is because the item must go before City Council at their
agenda session as well as scheduled meetings. The public would have three
opportunities to give input as to the name of a facility. In addition, this is a long process
and we would not want a donor to have to wait an additional month for approval.
Edmonston said the naming rights needs to be revised, since funding is being solicited for
the Regional Park. There are different categories for donors, such as the bronze, silver,
platinum and gold levels.
Priest wanted to know how PRAB needs to solicit.
Edmonston said to be watching and listening for possible donors. She said a packet can
be offered to them if they seem interested.
Lamb said the Friends of Parks is also raising money.
Edmonston commented that this proposal has to be approved next by City Council.
Maxwell said Frank Sharp isn't a funder, but was very active in promoting Kessler
Mountain and getting donations.
Lamb asked if the City Council would always have the final say-so.
Edmonston said yes. She said PRAB will make a recommendation and the City Council
will have final approval.
Lamb wanted to know if PRAB would need to recommend this proposal and then it will go
to Council.
Edmonston said yes.
Maxwell said that the funding will go to Friends of Parks, and then PRAB.
Edmonston added that the Friends of Parks is a non-profit. Their mission is to raise
money. Their first priority right now is Regional Park.
Priest asked if Parks would have a way to oversee the donations.

Edmonston said yes, because Parks staff attend the meetings.
Jumper added that McKnight is on the board.
Edmonston said a PRAB member could be added if the PRAB members were interested.
Colwell asked if a park could be named after someone if that person didn't fit any of the
criteria.
Jumper said yes, that option is still open.
Lamb wanted to know if PRAB's recommendation is what PRAB decides.
Edmonston said yes, and Parks will help guide.
Colwell commented that he has never liked the name Southpass Park.
Edmonston said the Regional Park has not been named yet.
Parks & Recreation Staff Recommendation: Approval of the above proposal and
amendment to Ordinance No. 5535.
PRAB Motion: Proffitt motioned to approve the proposal and amendment to Ordinance
No. 5535, and Lamb seconded it. Motion passed 6-0-0 by voice vote.

Re: Request for bridle trail designation at Lake Sequoyah
Introduction
I am here today as a representative of a local organization requesting designation of certain trails at
Lake Sequoyah as bridle trails. Our non-profit organization, the Lake Sequoyah Riding Club (hereafter
referred to as the "club"), has been enjoying time on our horses around Lake Sequoyah since 2011. We
believe our proposal presents a win -win-win scenario for our membership, Parks & Recreation, and the
City of Fayetteville.
Parks and Recreation has a stated goal of meeting community needs and on its website openly asks the
community for input if there are any special accommodations needed for participation. Our club asks for
an accommodation for our members and horse riders in general in a limited area of Sequoyah Park. This
accommodation not only helps Parks & Recreation meet its goal of answering community needs, it
would also help fulfill the department's stated mission:
"To meet the parks and recreational needs of all by providing a safe and diversified park system that
encourages community pride, visionary planning and operations and environmental stewardship."
Parks and Recreation and the City have developed a wonderful trail system, and this system is one of the
crown jewels of Fayetteville. However, the mission to meet the needs of all has not been inclusive of
equine enthusiast. We believe our club's proposal fits directly into the department's stated goal and can
quickly help Parks & Recreation fulfill its mission.
Proposal
There exists a network of trails (see page 3) on the west side of Lake Sequoyah that start across from the
club parking area on 5 Lake Sequoyah Spur, meander north, and meet private property owned by one of
the club board members. These trails are comprised of old road beds, trails created by Eagle Scouts,
trails created by the park manager, and some connecting paths created by a multitude of users traveling
the same route over and over. When the club first started riding these paths, many were very
overgrown and blocked by fallen debris. Our club member's efforts have cleared these paths for all to
enjoy. The park manager has asked our riders to specifically ride on, and keep clear, some trails that had
been created northwest of the fishing bridge. Our riders have gladly helped with these efforts.
It's this network of trails that our club is requesting be designated bridle trails. Our club members will
not ride on any park trails deemed off limits by Parks & Recreation. Additionally, we are not asking for
exclusive use, in fact, we enjoy and welcome on -trail interactions with other users of the trails.
Club Commitments and Benefits for Parks & Recreation
• The club plans to adopt the trails designated for equestrian use and partner with Parks &
Recreation to keep them clean and usable for everyone.
• Our members are ready and willing to commit volunteer hours and equipment to remedy
existing trail issues and partner to continue these efforts as needed in the future. Our club plans
to be proactive in reporting areas of the trails that need attention and working out strategy with
P&R for repair.
• Our riders have on many occasions reported criminal or otherwise suspicious activity on park
grounds. We will continue this practice to help ensure the safety of all park users.
• The club will continue routinely picking up trash left by others as we ride and enjoy the trails.
Fulfilling the Parks & Recreation Mission
A Safe and Diversified Park System — to be fully diversified, inclusion of equine use is very important
given the large number of horse owners in Fayetteville and Washington County.
Encouraging Community Pride — The sight of people on horseback naturally evokes a sense of pride and
nostalgia. Establishing trails for equine use will surely make all who enjoy time in the saddle proud of the
community.
Visionary Planning — let Fayetteville be the first city in NWA to have equine trails! Our club believes
establishment of the bridle trails increase the diversity of the Park's offering and is certainly visionary in
the region.
Environmental Stewardship — our riding club members are proud of our trail cleanup efforts. We plan to
continue this effort as part of our club mission.
Conclusion
Our membership believes the club's proposal as outlined presents a win -win-win for our club, Parks and
Recreation, and the City of Fayetteville. We are willing to help and work out any details to make this
proposal a reality. We hope that you will see clear to honor our request and allow us to resume
enjoyment of the scenery and trails our members and their horses have been enjoying for the past
several years. Thank you for your consideration in this matter.
