Recommendation: Staff recommends approval of PPL 08-3103 with the following conditions: Conditions of Approval: 1. Planning Commission determination of street improvements. The applicant proposes to dedicate sufficient right-of-way to construct a public street ending in a hammerhead configuration (as opposed to a cul-de-sac). Staff finds in favor of the proposed street improvements, finding that the proposed configuration provides adequate access to the existing and proposed single-family residential lots and would allow for future street connection if the property iffurther subdivided. 10/02/08 SUBDIVISION COMMITTEE FOUND IN FAVOR 2. The applicant shall dedicate right-of-way, as shown on the plat, for the construction of the proposed public street. 3. Payment of $1,920.00 for an additional two single-family units in lieu of parkland dedication shall be contributed prior to final plat. 4. All public streets shall comply with the City's design standards. 5. Street lights shall be installed at all intersections and with a maximum separation of 300' prior to signing the final plat. 6. Development of all the new lots shall comply with all City and State fire code requirements and shall be reviewed at the time of building permit. 7. Development of all lots within the subject development shall be subject to the requirements of the Hillside/Hilltop Overlay District (HHOD) and will be reviewed at the time of development. All signage shall be reviewed and approved by the Planning Department prior to installation. This development has a minimum 30%tree canopy to be preserved. 2) Whether the design incorporates the required tree preservation priorities. • Trees retained are grouped and fit the designated Canopies Slope and Native Woodlands high priority designations. 3) The extent to which the area would be subject to environmental degradation due to removal of the tree or group of trees. Environmental degradation should not occur on this site. 4) The impact of the reduction in tree cover on adjacent properties, the surrounding neighborhood and the property on which the tree or group of trees is located. • For this phase of development the canopy removed is limited to the hammerhead entrance and will have little effect on adjacent neighbors due to the retained tree canopy buffer. 5) Whether alternative construction methods have been proposed to reduce the impact of development on existing trees. • Suggest re-routing 6'water line to 4o' access/UE easement. 6) Whether the size or shape of the lot reduces the flexibility of the design. • The size and shape of this parcel does not affect the flexibility of design. 7) The general health and condition of the tree or group of trees, or the presence of any disease, injury or hazard. • The general health of these trees is excellent to good with a few dead or in poor health. 8) The placement of the tree or group of trees in relation to utilities, structures, and use of the property. By the developers calculations, overall approximately eight percent of the trees on this site will be removed in the project. 9) The need to remove the tree or group of trees for the purpose of installing, repairing, replacing, or maintaining essential public utilities. Some trees will need to be removed for utility and access easements. io) Whether roads and utilities are designed in relation to the existing topography, and routed, where possible, to avoid damage to existing canopy. In the report please specify where the tree canopy is being removed, i.e. access roads,building foot prints etc. From the plan it is hard to tell beyond the entrance (driveway). My calculations for canopy removal do not match those on the plan. The difference in the calculations does not drop the percent minimum canopy below the required amount.
