They have proposed names of five nature trails as designated on the attached map. This item was tabled at the November 5 meeting per the Park Naming Facilities Policy. Park Staff Recommendation: Staff approves the proposed names of the nature trails. PRAB's approved proposed names of the trails will be forwarded to City Council for final approval. PRAB Motion: 4. NWA Disc Golf Association 2012 Report and Walker Park Course Presentation: Ray Moore, President Staff has met with members of the Northwest Arkansas Disc Golf Association and the University of Arkansas Disc Golf Club to discuss the possibility of a disc golf course at December 3, 2012 PRAB Agenda 2 Walker Park in the wooded areas to the north and south of the Walker Senior Activity and Wellness Center. The course would be constructed largely by volunteers, working in coordination with Parks and Recreation Staff. Park Staff Recommendation: Staff recommends the construction of the course with members of NWA Disc Golf and other volunteers following a staff -approved plan with relation to course design and layout. 7. Penny Lane Project Information Reports: HMR Monthly Report December 3, 2012 PRAB Agenda 3 a evfle Alt%A H'•M1' FAYETTEVILLE PARKS AND RECREATION ADVISORY BOARD Minutes for November 5, 2012 Opening: The regular meeting of the Parks and Recreation Advisory Board was called to order by Steve Meldrum at 5:32 p.m. in Room 111 at the City Administration Building at 113 West Mountain Street in Fayetteville, Arkansas. Present: Parks and Recreation Advisory Board members Mason, Meldrum, Waite, Watson, McKnight, Leonard, Lawson and Sass were present. Paul was absent. Staff members Edmonston, Humphry, Jumper, Gipson and Thomas were in attendance. AGENDA: 1. Approval of October 1, 2012 PRAB Meeting Minutes: PRAB Motion: McKnight motioned to approve the minutes as written, and Proffitt seconded it. Motion passed 8-0-0 by voice vote. Before item 2, Meldrum asked new member Angie Sass to introduce herself. She said she works at JB Hunt, she plays all types of sports, and has a Masters in Sports Administration. 2. Botanical Garden Society of the Ozarks Report: Phillip Watson, PRAB Watson said there was no update. Edmonston reminded everyone that December is the big train month. 3. Eagle Scouts' Project Proposal: Ben Heil and Andrew Henry In coordination with Parks staff and the Ozark Off -Road Cyclist (OORC), a bridge and boardwalk project is proposed on the nature trail at Lake Fayetteville. 1 Humphry gave some background for the project area. He said that the OORC has been working on the trail. There is an area on the trail that gets really wet, so this is where the Scouts will develop their project. Henry, Troop 116, said that his part of the project will be building the bridge on the new trail. It will be 40 feet long, with a width of 6 feet. He will use 3 telephone poles, and put planks across the poles. The poles are donated. The costs for the oak planks, SB2, rebar, railroad ties and spray paint will be covered by him. He said he would need help with the undergrowth. Lawson asked if there were steps. Andrew said no, they were road ties with SB2 filler. It will be a smooth ramp. Heil said his part of the project will be to build the boardwalk leading up to the trail. He will use piers made out of 4 x 4's, and 2 x 6's. There will be a sweeping curve, and will be 6 feet wide. The total cost will be $995. He will raise half the money, but would like to request that Parks help out with $500. Meldrum asked if the money was available. Edmonston said yes, and it could be taken out of the Building and Grounds account. Humphry agreed. Edmonston asked if there was a deadline date, such as an 18th birthday. The boys said no. Eric Heil, the troop leader, said the project has to be signed off by the Boy Scouts of America. The project hopefully will begin in Spring 2013. Meldrum said that he appreciates the labor and hours that will be put in. Park Staff Recommendation: To approve the Eagle Scout project at Lake Fayetteville. 2 PRAB Motion: Waite motioned to approve the project as presented, and Lawson seconded it. Motion passed 8-0-0 by voice vote. 4. Art Project at Square Gardens: Byron Humphry, Maintenance Superintendent In an effort to make the electrical boxes on the interior of the square more aesthetically pleasing, Parks staff proposes that we contract with a local artist to paint images of desirable garden insects. These images will be composed of neutral colors that blend in with the surrounding garden and will provide an artistic relief from the existing institutional gray color of the electrical panels. The project will be funded through existing parks maintenance budget. See attachment. Humphry said that Roxanne Worthy, a Parks Horticulturist, talked to him about electrical boxes. She said they are hard to screen or hide. She is working with a local artist that will paint images on the boxes. The quote for the project is $850.00. Leonard asked what the timeline would be. Humphry said probably early spring. If this project is approved by PRAB, he will take it to the Arts Council for their thoughts. Park Staff Recommendation: To approve the art project at the Square Gardens as proposed. PRAB Motion: McKnight motioned to approve the art project at the Square Gardens as proposed, and Watson seconded it. Motion passed 8-0-0 by voice vote. 5. Naming of Lake Fayetteville Nature Trails: Lawanna Banning, Lake Fayetteville Environmental Study Center Teacher Lake Fayetteville Environmental Study Center has proposed to name the nature trails used by their program to teach children at their center in order to expedite emergency notification of Fire/Police/Ambulance in the event of an emergency. They have proposed names of five nature trails as designated on the attached map. Park Staff Recommendation: Staff approves the proposed names of the nature trails. However, this item needs to be tabled for one month according to the Park Naming Facilities Policy in order to provide time for public input concerning the names of the trails. PRAB's approved proposed names of the trails will be forwarded to City Council for final approval. 3 Banning said she has been working with the Fayetteville Fire Department. There are four trails that have proposed names (the Spring Trail is now closed) so if there is an emergency, the FFD can more easily find the person. Meldrum wanted to know if signs would be on the trails, or would she work with the authorities. Banning said she is just working with the authorities. Watson commented that it would be important for trail users to know the names in case of an emergency. Meldrum said it would be good to put small signs at the beginning of each section. He then asked for a motion. Edmonston said it had to be tabled for a month. Watson wanted to know what needed to be done to make sure the additional signs would be addressed. Edmonston said Parks would take care of it. PRAB Motion: This will be tabled for a month to allow for public input. 6. Other Business: Gipson said that kickball is over, and the fall volleyball is going well. There are 10 teams. YRCC is preparing for their Sweet Sixteen Bash on November 15 from 5 p.m. to 7 p.m. There will be lots of family friendly games. A Trail Trekkers meeting will be held on November 13 in room 111 at City Hall at 5:30 p.m. Edmonston reminded everyone about LOTO. McKnight asked how many people come to view the lights. Edmonston said last year the Visitor's Bureau estimated the count at 500,000. Humphry said there are around 350,000 LED lights in the display. Edmonston added that the Visitor's Bureau coordinates all the events around the Square. The Parks department is only responsible for the lights. 4 7.
