A meeting of the Fayetteville Street Committee will be held on February 26, 2013 at 6:15
pm or immediately following the Equipment Committee Meeting in Room 326 of the City
Administration Building located at 113 West Mountain Street, Fayetteville Arkansas.
AGENDA:
1. Call Meeting to Order by Chairman Matthew Petty.
2. General Update of the Transportation Bond Program.
3. TRANSPORTATION BOND PROGRAM-Review of potential additional
projects to be completed with Transportation Bond Program Funding
4. THE HOUSES AT WILLOW BEND-Presentation by Partners for Better Housing
on infrastructure costs and impacts of a City Cost Share on home costs in the
development. The Houses at Willow Bend is a proposed development in southeast
Fayetteville. Partners for Better Housing, a non-profit organization received funding
for design through the Home Depot Grant that the City received in 2010. An
allocation to this project from the Bond Program would help make the homes in this
development more affordable. The total estimated cost of infrastructure in this
development is $1,366,500
5. SUNBRIDGE VILLAS COST SHARE-Review of a cost share proposal for an
asphalt overlay on streets in the Sunbridge Villas Subdivision. (Staff requests a
recommendation from the Street Committee on this item)

TRANSPORTATION BOND ISSUE
PROGRESS REPORT—March 2013
The Transportation Bond Issue consists of projects that will be designed, contracted, and administered by City
Staff or consultants/contractors working for the City, along with 3 projects that will be designed and
administered by the Arkansas State Highway and Transportation Department(AHTD). Six (6) projects have been
completed; most of the other projects are underway and are in various stages of design or construction. A
summary of the status of these projects follows.
1) Wilson Park/Washington Willow Area Traffic Calming
a. Project Summary/Status
• Complete. Original Budget: $384,000 Final Cost: $205,000
2) Intersection improvements at Gregg Ave. and North Street
a. Project Summary/Status
• Complete. Original Budget: $1,082,000; Final Cost: $690,000
3) Zion Road (N. College to Vantage)
a. Project Summary/Status
• Complete. Original Budget: $2,540,000; Final Cost: $2,272,000
4) College Avenue (Rock to Maple)
a. Project Summary/Status
• Complete. Original Budget: $1,740,000; Final Cost: $1,841,000
5) Mount Comfort Road (1540 to Rupple Road)
a. Project Summary/Status
• Complete. Original Budget: $10,413,000; Final Cost: $10,220,000
6) Cato Springs Road (U of A Technology Corridor)
a. Project Summary/Status
• Project consists of reconstruction and widening to 2 and 3 lanes, with curb and gutter and
sidewalks, from Hwy 7 1 B to Razorback Road.
• Total Project budget: $6.02 million
• Federal funding expected: $2.88 million
• Construction Contract: $3,815,172 with Dean Crowder Construction
b. Recent Actions:
• Installation of the 12' x 95'pedestrian bridge is complete.
• The railroad crossing upgrade including new signal is complete.
• Storm drain piping and roadway earthwork operations has been completed on the west end of
the project and some of the asphalt binder course has been installed.

• Contractor has begun installing storm drainage piping including box culvert drain crossings on
the eastern side of the project.
c. Upcoming Activities:
• Installation of a double 6' x 3'box culvert crossing Cato Springs Road on the eastern side of
the project.
• Beginning the installation of concrete curb & gutter on the eastern side of the project.
7) Fayetteville Expressway Economic Development Corridor
a. Project Summary
• Federally funded project that is intended to provide better access to the retail centers and
restaurants in the Northwest Arkansas Mall area and to Washington Regional Hospital and
adjacent medical park.
• Federal Funds expected: $8 million
• Total Project Budget: $10 million
• 3 projects have been selected for funding in the project area by the Street Committee and City
Council: Extension of Van Asche Drive from Gregg Avenue to Hwy 112, westbound
"flyover" from Hwy 71 B to Fulbright Expressway, and intersection improvements at Fulbright
Expressway/Shiloh/North Hills Blvd.
b. Roundabout Project:
• The roundabout project is under construction by Sweetser Construction of Fayetteville. The
Notice to Proceed was issued effective May 29th. The contract length is 8.5 months for final
completion. Current and upcoming activities include:
o The contractor is currently working on the Fulbright Expressway off-ramp, on-ramp
and on the "slip ramp" onto Futrall to Gregg Avenue. When completed, the slip ramp
will provide access to Gregg Avenue via Futrall, bypassing the roundabout altogether.
o Landscaping of roundabout is scheduled for mid-March.
o Change Order#2 has been executed to install street lighting.
o Asphalt binder course has been installed on the "slip ramp" and it is open to traffic.
o Futrall Drive has been widened to three lanes and the asphalt binder course has been
installed.
o Completion of the roundabout is expected in mid to late March, contingent on suitable
weather conditions to allow asphalt paving and striping.
c. Flyover Project:
• The Highway 71B Flyover Project is under construction by Emery Sapp and Sons of
Springfield, Mo. The contract time began running on January 28, 2013, with 18 months
allotted for construction. Current and upcoming activities include:
o Construction signage has been installed in the project area, as well as some of the
concrete barricades and other devices to protect workers.
o SourceGas is relocating a gas line that is in conflict with one of the bridge piers.
o The contractor has completed approximately 50% of the excavation for Bent#2.
o Drilling footings for the bridge piers will begin for Bent#2 on Tuesday, February 26th,
weather permitting.
o Work on College Avenue, that will affect traffic on College, is scheduled to begin in
March.

d. Van Asche Drive:
• Van Asche Drive is under design by City staff. Current and upcoming activities include:
o Completion of engineering plans.
o Acquisition of property and State Highway permits.
8) Rupple Road (6th St. to Persimmon)
a. Project Summary
• Extension of Rupple Road as a 4-lane boulevard from south of Owl Creek School to 6th Street.
• Total project budget: $8.155 million
b. Recent Actions:
• A meeting to review the conceptual alignment with affected property owners was held. There
were no significant issues raised at the meeting.
• Property research and field surveys are underway.
• An agreement was executed with GTS for geotechnical services for soil borings and pavement
design.
c. Upcoming Activities
• Review of preliminary plans and typical sections with the Street Committee.
9) Garland Avenue(I540 to Howard Nickell Road)
a. Project Summary/Status
• Project includes widening to 5 lanes, with curb and gutter and sidewalks. Design firm: Jacobs
Engineering
• Estimated Project Cost: $3.66 million.
• This project is on hold at this time.
10)Maple and Lafayette Street Historic Bridges
a. Project Summary/Status
• Funding in the amount of$1 million through the Federal-aid bridge program administered by
AHTD has been secured. The project is in the design consultant procurement phase.
b. Recent Actions:
• Selection of McClelland Consulting Engineers of Fayetteville as the design consultant
• A proposed scope and fee has been developed by the consultant and approved by AHTD staff.
• The City Council tabled the contract up for approval at the February 19 Council meeting,
pending changes to the contract requested by a member of the public.
c. Upcoming Activities:

The following projects in the Bond Program will be designed, contracted, and administered by AHTD or its
consultants/contractors. The schedules for these projects are established by AHTD based on their workloads and
available funding.
11)Crossover Road (Hwy 265)-Mission to Joyce
• Estimated construction cost was $15.4 million, City's share is 50% of cost, up to $7.7 million
• AHTD letting date: September 2011; low bid received was $12,612,320.32. Change Orders to date
reduce the contract amount by $257,000.
• Work on the roadway is continuing by the contractor for AHTD. They are completing various tasks
on the west side of the road, including storm drainage, roadway base, and retaining walls. Installation
of curb and gutter will resume in March, along with placement of additional asphalt on the new
southbound lanes. Final completion of the project is expected in August or September.
12)Hwy 16 Improvements-Armstrong to Stonebridge Rd.
• Construction Start: November 2012. Completion: Fall 2014.
• Current agreement with AHTD for 50% of project costs to be paid by the City, up to $5 million.
• Edwards Design and Construction is the contractor on the Water and Sewer Relocation Project.
• Relocation of water and sewer lines and other utilities will be substantially complete by mid-April.
• Sweetser Construction is the roadway construction contractor for the AHTD and began work in the
Armstrong to Happy Hollow area as of December 2012 with an estimated completion date of
mid-2014.
13)Garland Avenue(North to Melmar)
• Total project cost originally estimated at $6.7 million
• City Share originally estimated at$5.2 million, current estimate is $ 4.04 million
• Utility relocations are complete on the project.
• Sweetser Construction is the roadway construction contractor for the AHTD and began work as of
February 2013 with an estimated completion date of Spring 2014.

Worksheet for Prioritizing Surplus Transportation Bond Funds
Purpose: The purpose of this worksheet is to reach a consensus on the prioritization of projects to be funded
by surplus Transportation Bond funds. Each committee member will have his or her own preferences for
projects to be funded; this worksheet is a transparent, systematic method of evaluating the consensus among
all committee members.
Background: The Transportation Bond Program is funded by three bond issues, scheduled in accordance
with the availability of dedicated sales tax proceeds to pay off the bonds. Two bond issuances have occurred,
one in 2006, and one in 2009, totaling approximately $34.2 million of the $65.9 million approved by voters in
2006. The remaining bond issue of approximately $31.75 million is planned for 2014. All of the projects
planned for construction under the bond program, with the exception of Highway 112 (from Sam's Club to Van
Asche Drive) are planned to be completed by 2015.
After funding all of the programmed projects, there remains approximately $15.5 million in funding for
additional projects. Of this $15.5 million, $3 million is needed as matching funds for federal-aid funding know
as STP-A funding, leaving approximately $12.5 million in funding for other projects. If the remaining 5 projects
that have cost estimates are selected for funding, approximately $1 million would remain that could be used for
intersection improvements or other projects, or could be left as contingency. A summary of estimated project
costs is shown below, and a description of each project is attached.

Project Summaries:
1. Old Wire Road (Mission to Crossover). ($4.02 Million) Old Wire Road has been identified as a
priority by past Street Committees. The intersection with Mission has previously been approved for
signalization and improvements, and is being designed now by the AHTD. Improvements on the rest of
Old Wire include widening and intersection improvements, sidewalks, bike lanes, and a roundabout at
Old Missouri and Old Wire Road.
2. Zion Road (Vantage to Crossover). ($4.65 Million) Zion Road from College Avenue to Vantage Drive
was improved as part of the Bond Program in 2008. This project would extend the improvements to
Crossover Road, and provide for a safer route for users by improving the sharp curve just east of
Vantage, eliminating the deep ditches next to the road, providing accommodations for bicycles, and
providing sidewalks for pedestrian use.
3. Regional Park Access. ($1.4 Million) This project would improve Judge Cummings Road, and
provide a new route through the City's property off of Cato Springs Road to access the proposed
parking areas for the Regional Park. The street would be constructed with curb and gutter, sidewalks,
and streetlights.
4. College Avenue Improvements (Maple to Rebecca) ($600,000) The improvements to College
Avenue would match the existing improvements between Rock and Maple, to include 8 foot wide
sidewalks adjacent to the curb, trees, and streetlights. The segment between Maple and Rebecca is
relatively short, and inexpensive compared to the other segments of College and Archibald Yell that are
under consideration.
5. College Avenue Improvements (Rebecca to North Street). ($1.42 Million) This segment is
complicated by the existing retaining walls along College and the limited space available. If work on
this segment moves forward, options other than 8 foot sidewalks adjacent to the curb on both sides
may need to be considered.
6. Intersection Improvements at Selected Intersections (Cost TBD) This project would improve safety
and pedestrian access at intersections such as Garland/Maple, Garland/North, North/College,
MLK/Razorback, etc. Improvements would be designed as needed. Cost of improvements would be
based on intersections selected and the improvements needed at each intersection
STP-A Projects
The following projects have been included on lists provided to the Street Committee recently. These projects
have been pulled out from the others under consideration, and a placeholder amount of$3 million for the 20%
matching funds needed to utilize the STP-A funds has been removed from total. The projects are summarized
here for informational purposes.
1. Rupple Road (Best Friend Lane to Mount Comfort Road). ($3.7 Million) This project will extend
improvements to Rupple Road from the north end of the Links at Rupple apartment complex to Mount
Comfort Road. The road will be realigned, with a new bridge across Hamestring Creek, to connect with
Mount Comfort Road at the existing signal, creating a new 4-way intersection with Rupple Road and
Mount Comfort. Rupple Road is identified as a priority by the Northwest Arkansas Regional Planning
Commission as a north-south connector; therefore, this is one of the projects approved by the
NWARPC for federal-aid (STP-A) funding (for design only)for 2013. The City will be responsible for a
minimum of 20% matching funds. This project has been previously identified as a priority project by the
Street Committee.

2. Highway 112 (Razorback Road) (Martin Luther King Jr. Blvd. to Leroy Pond Drive). ($2.6 Million)
This project will provide 4 travel lanes, with turning lanes at MLK and at Leroy Pond, and a new signal
at Leroy Pond. Sidewalks will be provided on both sides. This project has had a $1 million allocation of
federal aid funding for several years, and recently has been approved for additional federal aid funding
through the STP-A program, thereby closing a funding gap for the $2.6 million project and allowing it to
move forward. Members of City staff are working with UA staff on a cost share arrangement for the
required 20% matching funds. The City Council committed to partnering on this project in 2003, when
the original $1 million in federal funding was made available.
3. Highway 16 Improvements (Stonebridge to West Fork Bridge). ($4 Million) Two improvements on
Highway 16 are planned for construction by the AHTD in 2013. First, widening of the highway to 4
lanes is planned from Happy Hollow Road to Stonebridge Road. The City is already partnering on that
project, and has paid $5 million to the cost of the project through the Bond Program. Secondly, the
AHTD is replacing the bridge over the West Fork of the White River, and will be constructing a wider
bridge and roadway approaches to allow for 4 lanes of travel. The segment between these two projects
will be approximately 3000 feet in length, and is proposed as a partnering project with AHTD, using
federal STP-A funding.
4. Garland Avenue (Hwy 112) (1-540 to Van Asche). ($6 Million) This is the project that is
recommended to be removed from the current approved list of projects. The project was scheduled to
be fully funded by the Bond Program, but it is recommended that STP-A funding be pursued for this
project. It may also be possible to partner with the AHTD using other highway funds on this project.

RECOMMENDATION
City Administration recommends approval of an ordinance for a cost-share and bid waiver in the amount of
$64,000.00 with First Community Bank of Crawford County for the milling and paving of the streets within the
Sunbridge Villas Development and a budget adjustment acknowledging the receipt of$64,000 from letters of
credit.
BACKGROUND
Sunbridge Villas Subdivision is located north of Sunbridge Drive,just west of College Avenue. In 1970, the
subject property was developed as the Villa Mobile home park. The park included 141 mobile home lots and
one lot for a community laundry and playground area. All streets within the development were private asphalt
paved streets with curb and gutter. A minimum amount of storm sewer was installed at that time.
In 2006, the City Council approved the R-PZD for Sunbridge Villas. Sunbridge Villas is a residential
subdivision with 138 lots and one community space area. This development utilized the existing street
infrastructure to provide access to the lots. The storm sewer, public water and public sanitary sewer lines were
all replaced or expanded to meet current code requirements and the time of development. Street lights,
sidewalks and an asphalt overlay of all the private streets were required with the PZD. The developer submitted
two letters of credit for a total of$64,000 for the asphalt overlay of the streets.
On August 21, 2012, the Fayetteville City Council passed a resolution to accept the dedication of street right-of-
way and maintenance responsibility for the streets within the Sunbridge Villas development upon completion of
the required milling and overlay of the streets.
DISCUSSION
At this time,the First Community Bank of Crawford County has hired a contractor to perform the milling and
paving of the streets within the development to bring them up to City standards. The City has called the two
letters of credit that were submitted for the guarantee and has received the$64,000 from the two banks
involved. The current cost of the work required is significantly more than the original guaranteed amount. First
Community Bank of Crawford will be paying for the additional expense above the$64,000 covered by the
letters of credit.

BUDGETIMPACT
A budget adjustment is required to acknowledge the receipt of the$64,000 from the letters of credit and to place
the funds in the Street, ROW, and Intersection Cost Sharing account. The payment to First Community Bank of
Crawford will be made from this account.

CONTRACTUAL AGREEMENT
This Agreement, made and entered into this by and between the City
of Fayetteville, Arkansas and First Community Bank of Crawford County, Witnesseth:
WHEREAS, First Community Bank of Crawford County, has hired a contractor to mill
and pave the existing streets within the Sunbridge Villas Development; and
WHEREAS,the former developers of this development submitted two letters of credit
for $32,000 each with the City of Fayetteville to guarantee the paving of these streets; and
WHEREAS,First Community Bank of Crawford County will be paying the additional
costs involved in this paving contract; and in order for the City of Fayetteville to pay First
Community Bank of Crawford County the $64,000 from the letters of credit, a cost share
agreement must be entered between First Community Bank of Crawford County and the City of
Fayetteville
NOW, THEREFORE, the City of Fayetteville and First Community Bank of Crawford
County agree as follows:
1. Upon the City Council and/or the Mayor approving the street paving Cost-Share,
the City of Fayetteville agrees to:
A. Pay for$64,000 of the construction costs for the milling and paving of the
streets within the Sunbridge Villas development.
B. Make all efforts to provide payment to First Community Bank of Crawford
Co un within thirty (30) days after receipt of the invoice(s)but cannot
guarantee the thirty day schedule.
2. First Community Bank of Crawford County LP agrees to:
A. Provide the necessary and normal project management, inspection, and
testing as necessary for a complete and acceptable pavement construction.
B. Provide a copy of the invoice(s) from the Contractor and a completed lien
waiver executed by the Contractor upon acceptance of the pavement
installation.
C. Not proceed with the proposed construction unless/until the proposed
contractual agreement is approved by the City Council and/or the Mayor.
3. It is further understood that the contract for construction is between First
Community Bank of Crawford County and his Contractor and that the City has no
contractual obligation with the Contractor. The City's only obligation shall be to
participate in a contractual agreement with a not-to-exceed amount of$64,000.00
for the street milling and paving.
