A RESOLUTION TO APPROVE SUPPLEMENTAL AGREEMENT
NO. 1 TO THE CONTRACT WITH CARTER& BURGESS, INC.
FOR ENGINEERING SERVICES FOR THE FAYETTEVILLE
EXPRESSWAY ECONOMIC DEVELOPMENT CORRIDOR
PROJECT IN THE AMOUNT OF $700,215.31 AND APPROVING
A BUDGET ADJUSTMENT IN THE AMOUNT OF $560,173.00
WHEREAS, Carter & Burgess, Inc. was selected through the City's professional
selection procedure to provide engineering services for the Fayetteville Expressway Economic
Development Corridor in 2007; and
WHEREAS, Carter& Burgess, Inc. satisfactorily completed the initial engineering study
to determine how to best improve traffic flow and access into the Mall area; and
WHEREAS, Carter & Burgess, Inc. should now be authorized to provide survey, design
and bidding services for this project pursuant to Supplemental Agreement No. 1.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE,ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves
Supplemental Agreement No. 1 to the Carter & Burgess, Inc. contract for engineering services in
the amount of $700,215.31 (attached as Exhibit A) and authorizes the Mayor to sign this
agreement.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment in the amount of$560,173.00.

Subject: Replacement of Building Services Manager
Recommendation: City Council approves the refilling of the Building Services Manager
position.
Background: The incumbent Building Services Manager, Coy Hurd, is resigning effective July
31, 2008.
Discussion: The Building Services Manager is the responsible for all activities and budget of
the Building Services Division. The Building Services Manager is responsible for a staff of 14.5
FTE's and an annual operating budget of$893,000. The position is responsible for the
maintenance of 64 City owned building'and the janitorial services to 15 buildings.
Additionally, the position manages 32 contracts. The most significant of these are the building
contracts such as those for the recent design and construction of Fire Stations 3 and 5 and for the
current.design and soon to be construction of the new Courts Building.
The Courts Building is nearing the construction bidding phase and the position is critical for an
appropriate and smooth construction phase of this project. As with any significant construction
project, an owners representative is a pivotal role; one that must make those timely daily
decisions and resolve issues between the plans, the architect and the construction contractor.
In addition to normal daily duties, the management of the Courts Building construction phase is
of critical importance.
It is requested that this position be refilled as soon as possible with a highly qualified
construction project manager and building maintenance supervisor.
Budeet Impact: This position salary is funded from the General Fund.

SUBJECT: Ruskin Heights — Offsite Street Improvements
Using the ITE (Institute of Traffic Engineers) software, the City Engineering Division performed an
independent analysis to determine the projected traffic that is to be generated on the site. These
findings are summarized below for full build-out:
24-Hour Two-Way Volume: 5,313 vehicles
PM Peak Hour Volume: 656 vehicles (360 Enter; 296 Exit)
In addition, the following data is necessary in order to make a formal rational-nexus calculation for
the offsite street improvements:
1 .) Mission Boulevard Street Frontages:
A. Project Site only — 1 ,112 feet
B. West of Project Site to Greenview — 591 feet
C. East of Project Site to existing improved section — 1,257 feet
2.) Average Cost to Widen street from 2 lanes to 3 lanes - $2,800,000 per mile
3.) Mission Boulevard Capacity — 17,600 vpd (based on Master Street Plan)
Therefore, the following are the rational nexus calculations using all of the street frontages as the .
limit of improvements:
