Farmington Cost-Share Agreement - Farmington Lift Station: A resolution to approve a cost share agreement with Farmington in which Fayetteville pays $482,078.52 (with credit to be given for some equipment), Farmington pays $1,215,802.48, and Fayetteville authorizes a $30,000.00 contingency for the Farmington Lift Station. Oscar Renda Change Order # 3: A resolution approving Change Order # 3 to the contract with Oscar Renda Contracting, Inc. in the amount of $115,749.41 for construction of the gravity sewer lines from Gregg Avenue to the Hamestring Lift Station, WSIP Subproject WL-4. Black & Veatch Corporation Amendment No. 2: A resolution approving Amendment No. 2 to the agreement for professional engineering services with Black & Veatch Corporation in the amount of$36,000.00 for construction phase services of Fayetteville Existing 36-Inch Water Transmission Line—Rehabilitation Study. TIF District Interest Income: A resolution to approve a budget adjustment in the amount of $20,119.00 to recognize interest income from the TIF Project Fund and allocate it to sidewalk improvements in the TIF District. I am requesting to fill that position as soon as possible. Scott has been with the City for 12 years and his absence will create a void within the department. This position is responsible for the installation, creation, operation and maintenance of all hardware and software related to City database systems. Database systems collect, organize, store data and provide for reporting of that data. Examples include: Hansen Municipal Management system,District Court software, GIS Spatial database systems,Document Management systems, Fleet Management systems,Access Fayetteville and City Net. These systems are varied and are utilized by almost every City employee on a daily basis. The Database Administrator must maintain a stable environment for City Business operations which ensures the security,backup and recovery of millions of records stored in the various databases. The Database Administrator must have the ability to troubleshoot complex hardware and software issues relating to database issues. The position must also provide interface programming among applications. In summary, the responsibility of the Database Administrator requires a unique combination of specialized skill, training and experience to be successful. We do not have personnel currently available in the IT division with background or time to absorb these responsibilities. I believe the ramifications associated with not replacing this position would be severe. Therefore, I respectfully request permission to fill this position as soon as possible. Public streets are constructed both in subdivisions and large scale developments.Private streets,pursuantto code,must be designed and constructed to the same standard as public streets,with the exception of width and cul-de-sacs. Staff recommendation for Park Center PZD: A public street is to connect from the Zion Road/Vantage intersection into the park. This would be dedicated to the City, and relieve the developer of the burden of maintenance.If the street were made private,and did not connect to the park,the project would need to return to the Planning Commission for revisions to the zoning criteria and removal of the curb cut to the west that is directly adjacent to the park entry, for safety concerns. Due to the public street connection, staff is not recommending an assessment for the cost of a future traffic signal at Vantage and Zion Roads. I Developer's request: Build a public street, dedicate to City, requests City to pay $36,000 for portion of difference in development cost from private to public street. Staff does not agree with this request,nor the estimated cost difference,as private streets within a PM must be constructed to the same standard as public streets,as noted above. Staff finds that,based on the above information,contribution to the developer from the City for the on-site public street is very much inconsistent with the cost-sharing policy of the City, and instead subsidizes the private development for constructing the project. Cost-shares are typically utilized when capacity is being increased in a street beyond what the development would require.Numerous developments throughout the City exist which have constructed City streets to provide access through both the proposed development and to provide connectivity to adjacent properties in the future,at the cost of the developer.
