Approval of the July 03, 2007 and July 17, 2007 City Council meeting minutes. 2. Bid # 07-46 Littlefield Oil Company: A resolution to approve an annually renewable contract with Littlefield Oil Company pursuant to Bid # 07-46 in the approximate annual amount of$1,228,023.00. PASSED AND SHALL BE RECORDED AS RESOLUTION NO. 137-07. 3. Bid # 07-49 Sunbelt Fire, Inc: A resolution awarding Bid # 07-49 to Sunbelt Fire, Inc. (Emergency One) for the purchase of one (1) 114' Articulated Aerial Platform Truck in the amount of $886,843.00 for use by the Fayetteville Fire Department; and approving the purchase of ancillary equipment in an amount not to exceed$25,000.00. Airport Museum: A resolution to approve a budget adjustment in the amount of $16,000.00 from Economic Development Funds to the Airport Museum to finish the cabinets for display of historic documents. GeoSyntec Consultants, Inc: A resolution awarding a contract to GeoSyntec Consultants, Inc. in the amount of$199,883.00 to develop a Nutrient Reduction Plan in accordance with the Beaver Water District Agreement, WSIP Subproject BWD-1, RFP 06-17. THIS ITEM WAS REMOVED FROM THE CONSENT AGENDA FOR DISCUSSION. 8. Stone Bridge Lift Station Upgrade: A resolution approving an out-of-scope agreement with OMI in the amount of$236,225.00 for the upgrade of Lift Station 13 (Stone Bridge), WSIP Subproject EL-4 LS-13; and approving a 2% EL-4 project contingency in the amount of$7,000.00. Amend Chapter 161: Zoning Regulations: An ordinance amending Title XV: Unified Development Code of the code of Fayetteville to amend Chapter 161: Zoning Regulations in order to clarify language regulating the height stepback of buildings located in the Main Street Center Zoning District. This ordinance was Left on the Second Reading at the June 19, 2007 City Council meeting. R-PZD 07-2578 (Bailey Meadows): An ordinance establishing a Residential Planned Zoning District titled R-PZD 07-2578, Bailey Meadows, located west of School Avenue and north of Bailey Drive; containing approximately 3.86 acres; amending the official zoning map of the City of Fayetteville; and adopting the associated master development plan. PASSED AND SHALL BE RECORDED AS ORDINANCE NO. 5043. 2. Amend Ordinance 4971 (R-PZD 04-1307 Aspen Ridge): An ordinance repealing and replacing Ordinance No. 4971, extending the expiration date for R-PZD 04-1307 (Aspen Ridge) to June 29, 2008. THIS ITEM WAS LEFT ON THE FIRST READING OF THE ORDINANCE. 3. Amend Chapters 171 & 172: An ordinance amending Title XV: Unified Development Code of the Code of Fayetteville to amend Chapter 171: Streets and Sidewalks and Chapter 172: Parking and Loading in order to reduce the required driveway widths and regulate parking in the front yard area of residential dwelling units. Boardwalk Property Owners Association: An ordinance waiving the requirements of formal competitive bidding and approving a cost-share with the Boardwalk Property Owners Associated (POA) in an amount not to exceed $69,674.00 to dredge the Boardwalk POA pond. BACKGROUND: The first step in implementing the Fayetteville Municipal Airport five year improvement plan to improve the Runway Safety Area on the north end of the airport is to conduct a Runway Obstruction Survey. This project will provide updated survey information for both ends of the runway and will be conducted IAW guidance provided by the FAA. The survey is necessary to insure that the project we have proposed will adequately remove the obstructions currently affecting approaches from the north. Members of the Airport Board and staff presented the project to improve the Runway 16 RSA and received assurance of funding over the next few years. This project is the first of several and is the necessary first step. DISCUSSION: Airport staff presented application for this project to the State Aeronautics Commission July 11,2007 in Searcy,Arkansas. The project was approved and a grant letter is part of this package. The State grant is for the 5%match to the Federal AIP funding which is being provided by the FAA to the State as part of the FAA System Planning Grant#3-05-0000-006.2007"to develop Obstruction Surveys for proposed instrument approaches at multiple General Aviation Airports as specified by the State of Arkansas Department of Aeronautics." Fayetteville Municipal Airport,Drake Field is one of the airports included in the FAA grant. BUDGET IMPACT: This project is 100%funded by the FAA State System Planning Grant to the State of Arkansas($42,750)and the State of Arkansas Aeronautics Commission($2,250). Page 7 of 14 TASK ORDER NO. 1 APPROACH OBSTRUCTION SURVEYS RUNWAYS 16 & 34 FAYETTEVILLE MUNICIPAL AIRPORT STATE OF ARKANSAS COUNTY OF WASHINGTON This Task Order is written pursuant to the basic agreement entitled CITY OF FAYETTEVILLE, AGREEMENT FOR ENGINEERING SERVICES, executed on June 6, 2006, as amended. The referenced basic agreement pertains to proposed improvements to Drake Field, Fayetteville`s Municipal Airport. SECTION II - PROJECT SCHEDULE From the time the City of Fayetteville issues the Notice To Proceed (NTP), MCE will endeavor to execute the project as expeditiously as possible within an estimated approximate three (3) months period. SECTION III - SCOPE OF SERVICES NICE shall, generally, provide those services listed in the basic agreement which are applicable to this specific Task Order.
