Commissioners Absent: Neal Crawford, David McGeady Staff Present: Marilyn Heifner, Allyson Twiggs Chairman Pat Gazzola called the regular monthly meeting of the Fayetteville Adverhsmg and Promotion Commission to order on December 12, 2005 at the Fayetteville Town Center at noon. MINUTES Moved by Marr, second by Davis to approve the minutes of the November 14, 2005, regular meeting. Motion carried. FINANCIAL REPORT Larry Bilbrey, Scarbrough & Murtishaw, reviewed financials for November. Moved by Davis, second by Coody to approve financial statements. Motion carried. HMR REVENUES HMR revenues for November were $170,780, a 1.43% increase over last November. Year to date revenues were up 10.23%. Hotel revenues for the month were down -6.83% and restaurant revenues were up 8.03%. CITY ATTORNEY City Attomey Kit Williams reported that the prosecutor had collected $7,033.30 for the month. Powerhouse restaurant has picked up their checks for insufficient funds. Commissioners reviewed current practices for collection and recommended that the City give collectors 60 days to remit taxes and go from three notice letters to one in order to shorten the accounting procedures. Marilyn will notify accounting and Mayor will get Accounting Department to expedite the procedure. DIRECTOR'S REPORT Inquiry responses were of for the month but year to date inquiries are up 59.07%. Internet per day average visits are up 82.29%. Lights of the Ozarks festival is underway. First Night will feature a Hog Drop this year in front of the Town Center. Marilyn is addressing structural issues of Clinton House with the University. Commissioners congratulated Marilyn on receiving the Athena Award at the Chamber of Commerce annual meeting. The Athena Award is for an individual who is a leader and takes the extra steps to open paths and doors for women and others • CVB REPORT Allyson reviewed meetings booked for 2006 including the Arkansas Professional Fire Chiefs Association and the National Association of Social Workers. McClinton Anchor has renewed • • their meeting in Fayetteville. Real Deal on the Hill will have a press conference at the Town Center on Thursday. TOWN CENTER REPORT Willistine Smith reported collections for the Town Center of $321,584.58 year to date, a 17% increase over 2004. Contract Sales are up 9% and completed events for 2005 are up 34%. CLINTON HOUSE MUSUEM In Joseph's absence, Allyson reported that the Museum had gotten great press coverage including "What's Up" magazine and the Ellen DeGenens Show when Hillary was her guest. The replica dress is done and will be shipped this week. The 150 visitors have come from 21 states. AGENCY REPORT Brian Clark distributed a budget spread sheet which is the way the agency manages our account and image Brian presented two "glory shots" of Dickson Street which will be used in the ad campaign for this year. A media flow chart was presented for 2006 advertising. Moved by Coody, second by Davis to approve the media flow chart. Motion carried. OLD BUSINESS Executive Director Job Description Commissioners had reviewed the revised job description. After discussion, it was moved by Marr to accept the job description deleting the requirement "resides within the city limits," second by Davis. Motion tamed. Pat Gazzola and Marilyn will use the job description to come up with metrics for measurement of job performance. Business License Discussion included that the small fee $15 would not cover the cost to administer. Commissioners wanted to shorten the collection procedures and catch non -remitters at 2 months. City Attomey said a business license would make it a clear and easy to prosecute cases. It was suggested to give the Prosecutor and Mayor a chance to make the system work faster. Put non - remitters in paper after 60 days Kit will put together a plan for next month's meeting. F. H. S. Band to Rose Bowl Moved by Coody, second by Davis to give the F. H. S.
