HomeMy WebLinkAbout2004-05-10 - Minutes• ADVERTISING AND PROMOTION COMMISSION REGULAR MEETING May 10, 2004 Commissioners Present: Chairman Bob Davis, Dan Coody, Neal Crawford, Pat Gazzola, David McGeady, and Curtis Shipley. Commissioners Absent: Ching Mong Staff Present: Denise Bembenek and Marilyn Heifner Chairman Bob Davis called the regular monthly meeting of the Fayetteville Advertising and Promotion Commission to order on May 10, 2004 at the Fayetteville Town Center conference room at 2:00 p.m. MINUTES Moved by Shipley, second by Gazzola to approve the minutes of the April 12, 2004 regular meeting. Motion carried. FINANCIAL REPORT HMR collections are up 18.99% over last year same time. Collections were $149,113.35. Hotels are up 18.5% and restaurants are up 2.46%. • Wes Murtishaw presented financial report for April. Moved by Shipley, second by Coody to approve the financial statements. Motion carried. CITY ATTORNEY City Attorney Kit Williams reported that the Prosecutor's office did very well in collecting overdue HMR taxes in April. More than $13,000 was collected. The total for the first four months of 2004 is $20,264.02. DIRECTOR'S REPORT Marilyn Heifner discussed her A & P activities for April. April Internet visits are up 144,000 over last year same time period. Marilyn announced that she and Mayor Coody had attended the Keep Arkansas Beautiful Awards ceremony in Hot Springs. Fayetteville was recognized for excellence in Litter Prevention, Recycling and Beautification and for its overall program. CVB REPORT Allyson Twiggs is in Mobile attending an IACVB educational training session. Marilyn gave her report. The Narcotics Dog convention was a huge success for the Clarion and everyone involved. Allyson attended the National Sports Commission show to promote Fayetteville to amateur sports commissions, i.e., AAU, USSSA, and NAIA. She has met • with the Arkansas Forestry Association regarding their upcoming state meeting to be held in Fayetteville. In Phyllis' absence, she booked a tour at the Headquarters House and a • step -on tour of Fayetteville for the Methodist Manor Tour Group from Tulsa. She is researching the possibility of forming a sports commission in Fayetteville. TOWN CENTER REPORT Denise Bembenek reported that the Town Center executed contracts (sales) for April were up 6.6% over last April; completed events were up 50%. Executed sales contracts are down 1.48% and collections are down 38.28%. Year-to-date sales are up 26.21% and collections are up 8.23%. Denise has resigned effective May 31. The Commissioners thanked her for her work. Willistine Smith will replace Denise as Facilities Manager. AGENCY REPORT Michael Clark presented the agency report. He stated that the inquiry responses reflected the trend of inquiries going down and Internet visits up. Fayetteville will be listed on Midwest Living microsite (a site with in their website) as well as on GO!NW.com. The tour leader packet was awarded a gold medal at the recent Addy Awards. OLD BUSINESS Li ting for Plaza Richard Alderman presented a series of drawings for the plaza lighting showing 4 and 8 • poles. Lighting is the same for both. It was hard to find someone to bid on this small project. He finally got Campbell Electric to agree to bid and do the work. The price is $19,976 for 4 poles. Richard made the following points on the 4 poles v. 8 poles: • Four poles will provide the same lighting. • Four poles pulls down the visual clutter • Uncertainty of future plans for Bradbury's easement He pointed out that we have an unusual structural slab, which will require mini x-ray to locate the post tension reinforcement. However, aesthetics is the most important issue for the Commissioners to consider. Richard could go with either the 4 or 8 pole design. Coody said 2 sets of poles would be more aesthetically pleasing. X-rays to do 8 cuts shouldn't add much to the cost. Richard responded to question from Coody regarding 1" conduit coming through. The core will have a 1" conduit with a sleeve with a lip, which is caulked around in order to potentially prevent leaks in deck below. They may have to put a boot up underneath around the core. There could be some small variances in pole placement directly across from each other. Commissioners agreed on 8 lights on 8 poles. Richard Alderman and Marilyn Heifner are to proceed with 8 poles if the bid is not over $25,000. 0 • Budget Adjustments Marilyn presented budget adjustments for A & P Commission reflecting increase in interest and bond refund. Marilyn was asked to try further negotiations with North Arkansas Symphony for Pops in the Park. Moved by Shipley to approve budget adjustments and financial funding recommendations for special projects, second Coody. Motion carried. Ozark Bluesanalooza Concert will be held July 17 or 24 from 1 p.m. until 1 a.m. They are planning free music during the day and a ticketed event in the evening. Moved by David McGeady, second by Pat Gazzola to approve $5,000. If this event does not prove successful this time, there will be no more money from A & P Commission. Motion carried.
