ADVERTISING & PROMOTION COMMISSION
April 9, 2001

The regular meeting of the Advertising and Promotion Commission was called to order at
the Chamber of Commerce conference room at 2:00 p.m. by Chairman Joe Fennel.
MINUTES
Moved by Shipley, second by Davis to approve the minutes of the March 12 meeting.
Motion carried.
FINANCIAL REPORT
John Maguire presented the financial report for February. Collections for the month were
up 1.73% with total collections of $104,748. Year to date collections totaled $298,995, a
1.47% increase. March expenses were $98,406, with largest expenditure to advertising
agency and for brochures. Moved by Shipley, second by Davis to approve the financial
report. Motion carried.
Marilyn reviewed late )-IMR tax payments. New audit and enforcement procedures
should help the city in collecting these payments. City Attorney Kit Williams reminded
Commissioners that ordinance would not take effect until 30 days after its enactment
because there was no emergency clause enacted. Maguire said the city would get
collection procedures going.
CONVENTION AND VISITOR DEVELOPMENT REPORT
Marilyn Johnson reviewed her activities that were distributed in Agenda packet. Filling
in for the Sales Manager and orientating Denise have been worked into an already busy
schedule. Denise presented a report of her activities since joining the staff.
BLACKWOOD/MARTIN/CJRW REPORT
Susan Wallace reported that the advertising inquiries were up over 2000; however, total
inquiries were lagging slightly behind last year. New travel display will be in this month.
She presented new Town Center stationary, Town Center collateral, new Dining &
Lodging guide, and new Walking/Running Guide.
Old Business
TOWN CENTER
Richard Alderman reported that the tower would be put into place on Tuesday morning.
With this tower section in place, the skin of the Town Center can be completely finished.
• The masonry is almost finished. Sheetrocking starts on Tuesday. The precast on the
planters is all that is left for them to be completed, then the gardens can be preplanted.

Commissioners discussed the cooperation with the Farmer's Market in Monteray
California being open one evening. Marilyn reported on the meetings with the Farmer's
Market board regarding expanding the Market to the Plaza. Joe Fennel discussed the
Salsa Festival on July 28 cooperating with Dickson Street.
HMR ORDINANCE
HMR ordinance addressing enforcement, penalties, rules and regulations passed by the
City Council was presented to the Commission. Kit Williams addressed the proposed
ordinance broadening the HMR tax for off -premise consumption food establishments
Kevin Santos said the definitions addressed the concerns that the city council had
expressed regarding the tax. Kit has sent the revised ordinance to the city council for
comments. It will be before the Ordinance Review Committee on April 25. Kit asked
that the Commission review the Rules and Regulations and make suggestions at the next
A & P meeting.
HOG WILD PRE -GAME ACTIVITIES
Marilyn reported on potential activities for Hog Wild Activities. Since there is a conflict
with Walton Arts Center events on two dates, the Commissioners suggested moving
some activities to the Town Center. It was suggested that a flyer might be included in
season ticket orders. Marilyn will check with the athletic department
Commissioners will look at funding in light of other funding requests. It is an activity
that we need to continue and expand.
SERVSAFE FOOD SAFETY PROGRAM
Marilyn discussed a survey of 98 restaurants.
79% have a training program for food handlers
38% are not familiar with ServSafe
58% have not had an attendee at ServSafe
80% wish to be notified of the next ServSafe scheduled training
Lack of participation in the program did not appear to be because of time length of course
or because of cost. Marilyn recommended against the A & P Commission offering
scholarships and instead promoting a public information campaign to restaurant owners.
June 25-28 will be the next ServSafe program.
HOG WILD PRE -GAME ACTIVITIES
It was recommended that because of conflicts with Walton Arts Center plaza that the
Town Center plaza be considered for part of the activities. Financial commitment will be
considered in light of other requests later in meeting.
SERV SAFE FOOD AND SAFETY
Marilyn Johnson discussed the survey of restaurants that she and Chamber staff
conducted. Survey results indicated the following from the 98 restaurants surveyed.

79% have a training program
38% are not familiar with ServSafe
40% have had someone attend ServSafe
79% wish to be notified of next ServSafe training session
New Business
APPOINTMENT OF COMMISSIONER
Moved by Santos that Cary Arsaga be appointed to fill unexpired term of Alex Jerde. No
second. Moved by Shipley, second by Mong to appointed Pat Gazzola to fill the vacancy
on the A & P Commission. Motion carried.
FUNDING REQUESTS
Shipley moved, Santos second that the following funding be granted:
Brumley Gospel Sing- $7,000
Bikes, Blues, and BBQ - $3,500
Airfest 2001 -$3,000
Hog Wild - $7,500
Funds to balance operating budget should be taken from legal fees. Motion carried.
There being no further business, the meeting was adjourned.
