CALL TO ORDER:
The meeting was called to order by Chairman Coy Kaylor at
2:00 p.m. at City Hall, Room 326.
MONTHLY REPORTS:
MINUTES: Motion by Fennel, second by Waselues to approve the
minutes as mailed. Motion carried.
FINANCIAL: Ben Mayes presented the financial report. HMR
collections were up 6.15% over May, 1992 collections.
Year to date increase is up about 8%. Year to date
expenses are $250,143. Motion by Bassett, second by
Waselues to approve the financial report. Motion
carried.
After discussion of state enabling legislation regarding
HMR tax, a motion was made by Clodfelter, second by
Fennel, to approve resolution to Mayor Hanna and City
Council to revise local ordinance to include delis,
drive-in restaurants, carry -out restaurants, concession
stands, convenience stores, grocery store -restaurants,
and similar businesses that pay HMR tax. Motion
carried. A copy of the resolution is attached.
ACTIVITY REPORT: Marilyn Johnson reported on the following:
1) May 800# calls increased almost 500 calls above
those received last year. This reflects the
increase for 24 hour coverage with Voice Mail. Year
to date calls show an increase of 1235 calls (43%)
over last year.
2) Convention activity included providing information
packets for conventions in town. Two conventions
were booked for 1994: Industrial Developers of
Arkansas and Central and South West Division meeting
(SWEPCO).
3) Convention and Visitor Development Director assisted
with the following: AAAA State Baseball Tournament,
•
Arkansas Association of Hikers and Campers, Arkansas
Air Museum dedication of exhibits on Louise Thaden
and Field Kinley, and NATA co-op sales.
4) A meeting of Hotel managers and Sales personnel was
held and will be held quarterly.
5) National Tourism Week activities were coordinated.
6) Ozark Experience Tours, All Season Trail, and Dining
and Lodging Guides were received.
Motion by Clodfelter, second by Fennel to approve'
activity report. Motion carried.
Magnets were discussed to be used as giveaway_ items_ for
conventions, recruitment, and to be used in giveaway bags,
etc. Motion to buy 5,000 magnets with Fayetteville logo and
800# on them for approximately $1,100 was made by Clodfelter,
second by Fennel. Kaylor amended motion that all tax
collectors be allowed to stuff coupons, etc.in giveaway bags,
second by Bassett. Amendment carried, motion carried.
Blackwood/Martin will order magnets. Marilyn will send
notification to HMR taxpayers.
BLACKWOOD MARTIN AGENCY REPORT - Susan Stirewalt reported for
the agency that the brochures were complete and delivered.
Agency has finalized design for Presidential Cities brochure,
"First Family, First Home" and it is at the printer. Hot
Springs, Hope, Little Rock, and Fayetteville brochures will
be presented to Parks, Travel and Recreation Commission on
Thursday and cities will be cross -marketed. A feature story
and ad were distributed. Motion by Bassett, second by
Fennel to accept Agency report. Motion carried.
OLD BUSINESS:
Joe Fennel presented Funding Ceiling Guidelines that were
developed by the subcommittee. Motion by Fennel, second by
Waselues to accept the recommendations of the subcommittee.
Motion carried. A copy of the guidelines is attached.
NEW BUSINESS:
LIGHTS OF THE OZARKS - George Smith presented a funding
request for $25,000 to finance the purchase of 500,000 lights
as the start of the Winter festival. Mayor Hanna excused
himself to attend another meeting but wanted to go on record
as supporting the project. After considerable discussion,.
Bassett moved to give $20,000 seed money to•the Lights -
Committee. Motion died for lack of a second. Ward
recommended that the festival be loaned $25,000 to be paid
back on January 31, 1994. Clodfelter moved that the
committee be contracted with to run the Lights of the Ozarks
festival and that they be loaned $20,000 as seed money and
that they be given $5,000 for lighting public property.

OTHER BUSINESS:
Clodfelter asked about the progress of the Convention Center
study. Ward indicated that work was progressing and that
a report would be brought to the Commission soon.
Having no further business, the meeting was adjourned at
3:30 pm.•

Advertising and Promotion Commission
RE: Fayetteville Ordinance 2310
The Advertising and Promotion Commission at its meeting on
June 14, 1993 passed the following resolution:
WHEREAS, the members of the Advertising and Promotion
Commission deem it of the highest importance that the City of
Fayetteville be promoted using funds collected under the
Hotel, Motel and Restaurant tax; and
WHEREAS, there must be equity in collection of the tax which
benefits all hotel and food service businesses; and
WHEREAS, it has been brought to our attention that the City
of Fayetteville ordinance does not parallel the state law,
Now therefore,
BE IT RESOLVED by the members of the Advertising and
Promotion Commission that the Mayor and the City Council are
requested to review the state ordinance and revise the
Fayetteville levying ordinance to include delis, drive-in
restaurants, carryout restaurants, concession stands,
convenience stores, grocery store -restaurants, and similar
businesses
