In the absence of a Chairman, Steve Ward called the meeting
to order at 2:00 p.m.
FIRST ORDER OF BUSINESS:
Elect Chairman - The floor was opened for nominations. Fred
Hanna nominated Fred Vorsanger. Fred Vorsanger nominated Coy
Kaylor seconded by Fred Hanna. Fred Hanna withdrew his
nomination of Fred Vorsanger. Those present voted
unanimously Kaylor as Chairman of the A & P Commission.
The Chair was turned over to the newly elected Chairman Coy
Kaylor. Chairman Kaylor directed Steve Ward to continue
running the meeting.
MONTHLY REPORTS:
MINUTES: Motion by Coy Kaylor, seconded by Jim Waselues to
approve the minutes as read. Carried.
FINANCIAL STATEMENT: Ben Mayes presented the
report noting income for November was up 33%,

BUSINESS:
1993 Budget Review - Steve Ward presented the final draft of
the 1993 budget adopted by the Commission at the 1993
planning session. Fred Vorsanger asked about the Convention
Center development funds, which was explained that the funds
are part of the line item CONVENTIONS DEVELOPMENT. No other
discussion.
1993 Marketing Plan - Susan Stirewalt of Blackwood/Martin
reviewed and distributed copies of the marketing plan. In
addition, Susan presented an ad for approval. Those present
agreed the ad copy was•good and directed Susan to run the ad.
Convention Recruitment Give away - Tabled.
Chamber 3rd Quarter Report - Steve Ward presented review of
the report for the 3rd quarter activities of the Chamber
administrative and promotional activities as it related to
the A & P contract. Motion by Fred Vorsanger, seconded by
Coy Kaylor to approve the report as presented. Carried.
1993 Chamber Contract - Steve Ward reviewed the contract for
1993 noting the only change would be an increase in funding
by $16,000.00 to allow for increase in pay level of the staff
person in charge of Convention and Tourism Development. This
according to Steve would allow for hiring an experienced,
professional person to fill the position. Motion by Fred
Vorsanger seconded by Coy Kaylor to approve the extension of
the Chamber Contract for one year (1993) with the fee to be
$1000,000.00. Carried. Steve Ward was instructed to work with
City Attorney Jerry Rose to redraft contract.
OTHER BUSINESS:
Incubator Conference - Sam Pruitt, Director of Genesis
Business Incubator presented a proposal to attract the
National Association of Business Incubators 1994 Convention
to Fayetteville. The conference will be held in May of 1994,
with a potential of 500 attendees. In addition to the
Incubator Conference, it is likely that the Research Parks
National Conference would be held at the same location with
400-500 people attending. The Genesis Incubator has been
recognized as the Number 1 Incubator nationally and would be
a drawing card to attract the convention to Fayetteville.
To bid for the Convention, the application must be
accompanied with a commitment of $30,000.00 to be paid to the
National Association. Sam Pruitt noted that a commitment
from the A & P Commission for $30,000.00 would be vital to
recruiting the Convention, as applications must be filed by
December 20. Sam noted that funds would be raised reducing
• the A & P commitment of $30,000.00 by amount is raised.
After lengthy discussion, a motion by Fred Vorsanger,
seconded by Fred Hanna to approve the $30,000.00 request with
the understanding that the money would be paid only upon
recruiting the National Association of Business Incubators
for the 1994 Convention and that every effort would be made
by Sam Pruitt to reduce that amount by raising funds from
other sources. Carried.
TLN Video Proposal - Susan Stirewalt reviewed a proposal to
develop a video about Fayetteville to be aired on CNBC at a
estimated cost of $15,000.00. Based on contacts made by
Blackwood/Martin with various communities that have
participated in the program and the lack of inquiries they
received, Susan Stirewalt recommends Not going with the
0
program. Motion by Coy Kaylor seconded by Fred Vorsanger not
to participate in the TLN Video program. Carried.
Arkansas Brochure - Susan Stirewalt presented a concept being
developed by the state to have a combination brochure on the
communities in Arkansas that President Clinton has lived. No
projected costs have been established yet. Motion by Fred
Vorsanger seconded by Fred Hanna to participate in the
brochure.
Convention & Visttors Development Director - Marilyn Johnson
was introduced as director of Convention & Visitor
Development. She will begin working on December 21, 1992.
KUAF Proposal -.Rick Stockdale presented a proposal to bring
the radio show "Whad'Ya Know" with Michael Feldman to
Fayetteville for live broadcast from Walton Arts Center.
The program will be in Fayetteville in February of 1993.
Motion by Jim Waselues, seconded by Fred Vorsanger to support
the program by committing $2,500.00 to the project based
attracting "Whad'Ya Know" radio show to Fayetteville.
Carried.
Tree replaced on the Square - Fred Vorsanger proposed the
A & P Commission assist in the cost of replacing a tree on
the square based on the square being a major tourist draw for
Fayetteville. Motion by Bill Clodfelter, seconded by Fred
Vorsanger to contribute up to $1,000.00 for the replacement
of tree on the square. Carried.
Air Museum - John Kalagias invited all Commissioners and the
public to the presentation by the George Family of the design
model and photos of the Air Museum on December 8, at 2:00
p.m. at the Air Museum.
