PRESENTAIONS AND FINDINGS:
The five agencies selected as finalists each made a presentation
and answered the panel's questions. During each presentation
members of the selection committee used attachment 1 to record
notes and generally score individual presentations. After the
final presentation, one summary sheet, attachment 2, was used to
record each agency's final ranking. Peggy Bates, Purchasing
Officer, tallied the scores and announced that Mangin, Rains,
Ginnaven, Holcomb had received the vote of the committee to become
the new advertising agency for the city A & P Commission.
ACTION:
A motion was made by Pat Henry to select Mangin, Rains, Ginnaven,
Holcomb (MRGH) as the advertising agency for the A & P Commission
and to enter into contract negotiations, contract to be finalized
by March 31, 1991. Jim Waselues seconded the motion, a vote was
held, and the motion passed unanimously.
OTHER DISCUSSION:
Discussion was held on the next steps in the process. The
following steps will occur:
1. Each agency in the final selection process will be notified by
telephone of the selection of MRGH. Economic Development staff
action.
2. All agencies who responded to the RFQ will receive written
notification of the selection of MRGH. Economic Development
staff action.
3 A copy of the standard contract for services will be requested
from MRGH, and a copy of the last contract with Blackwood
Martin will be obtained. Negotiations on the contract will
include provisions offered by MRGH during presentations that
travel will represent no additional expense and that MRGH will
provide a Marketing Analysis Planning Seminar (MAPS), normally
• a $5-6,000 expense item, at agency cost. Economic Development
staff lead, city attorney and MRGH involvement.
