1. The meeting was called to order by Marilyn John -
2. Representatives were present from the Music Festi-
val of Arkansas to re -present their budget request for 1988.
The Commission had previously agreed in principle to allocate
$5,000 of the placement budget toward the Festival and to ap-
prove $2,100 from special project funds toward their brochure
printing. The remaining request of $3,500 was to replace the
funds previously paid by the City General Fund.
On a motion made by Clodfelter, second by Moore, the
Commission agreed to fund the $3,500 out of remaining 1987-88
special project funds, subject to a review of available funds
with City staff. It was explained to the Festival Board that
this is beyond our present policy and such funds may not be
available next year.
3. Keith Newhouse was present from the Washington Co.
Historical Society to review the needs of the Society and ex-
plain the upgrading of Headquarters House. He requested funds
in the amount of $2,000-2,500 to be used for printing 5,000
new brochures after completion of the Headquarters House land-
scaping.
On a motion by Hess, second by Moore, the Commission
approved $2,100 toward this brochure, subject to a review of
the brochure with our agency to assure some tie in with the
Commission's advertising plan.
4. The Chair asked the Commission to authorize the
re -printing of 20,000 copies of the "Things To Do" brochure
out of available 1987-88 placement funds. Necessary updating
of copy will be done, but no major design change is planned
in an effort to hold cost to estimated $3,135.
On a motion by Hess, second by Clodfelter, the Com-
mission approved the expenditure.
5. Joe Martin presented a letter from John Lewis of
the Bank of. Fayetteville, one of the sponsors of the Fayette-
ville Spring Classic bicycle race asking for $1,026 to support
advertising for the event.

On a motion by Moore, second by Hess, the Commission
• approved this request.
6. Dale Christy was asked by the Commission to get
with City officials and review expenditures of the 1987-88
year and commitments for 1988-89 relative to special project
funding. He was asked to look at potential policy changes
that might be considered to divide support of on-going pro-
jects from one-time grant applications. This material will
be considered with the 1988-89 budget detail at the next meet-
ing.
7. The next meeting of the Commission will be held
on Thursday, April 21, 9:00 a.m. at City Hall for the primary
purpose of reviewing the 1988-89 budget allocations.
