The meeting was called Johnson. • CITY ADVERTISING & PROMOTION COMMISSION December 21, 1987 Marilyn Johnson Marilyn Johnson, Jeremy Hess, Ron Bumpass, Garland Melton, R. Dale Christy, Joe Martin, Mark Blackwood Bob Sanders, Don Clark,_Bill Clodfelter 2. Bumpass made a motion, the Chairman inquire of Commission tent to continue serving in 1988. to order by Marilyn second by Hess, that members of their in - Motion carried. 3. The Commission discussed procedures that we should use in selecting an advertising agency to serve in the new contract period to begin April 1, 1988. It was generally agreed that we should include the follow- ing in an RFP: a. The contract would be for the period of April 1, 1988 through December 31, 1990. b. The assumed approximate advertising budget would be $100,000 annually, to be confirmed each year based on available funds. Special projects to be added to the contract as funds might be available by the Commission. -.c. Items to beconsideredin evaluating agencies would include: (1) Proof of prior comparable work. (2) Creative suggestions. (3) Media plan for placement. (4) Standard fee schedule for creative and/or production required. d. Price quotes should include all charges for service to be delivered to client. No additional charges for such expenses as travel, telephone, or freight will be allowed. e. The time frame for bidding should be approximately as follows: (1) Advertise for bids, January 4, 1988. (2) Written proposals due, February 5, 1988. (3) Decision by Commission, March 1, 1988. ti 4. On a motion by Bumpass, second by Hess, it was agreed that Christy should get with Jim Pennington, Scott Linebaugh and/or Jim McCord to develop the RFP to include the items in #3 above and any legal provisions. required. A draft of the RFP is to be circulated to the Commission prior to being released with time for comment and/or changes. 5. It was agreed that we would not meet again until proposals are received, unless there is need for a called meeting for some other purpose. MEETING ADJOURNED
