DATE: `September 23, 1986
PRESIDING: Paul Noland
PRESENT: Paul Noland, Wayne Dyer, Garland Melton, Ron Bumpass
ABSENT: Jeremy Hess, Don Clark, Bill Clodfelter
OTHERS
PRESENT:
Mark Blackwood, R. Dale Christy, Ernie Lancaster
ACTION: 1. The meeting was called to order by Paul Noland.
2♦ _-Mark Blackwood reviewed the remainder of 1986 budget
items previously approved but not yet placed. The committee discussed some
of these items and indicated their interest •in getting the most for every dollar
expended. We considered a reevaluation of the newspaper insert allocation
which will be done prior to placement.
3. Some discussion was given to whether or not the City should
consider some cooperative advertising with the University relative to the new
availability of Razorback tickets that apparently have not been sold, which af-
fects the number of visitors coming to Fayetteville for football weekends. It
was agreed that Mayor Noland and Dale Christy would talk to Frank Broyles
about ways to cooperate with the University in this matter.
4. On a motion made by Melton, seconded by Dyer, the com-
mission agreed to authorize 20,000 reprints of the #10 brochure at a cost of
$2,934.00 to be taken from special project unexpended balances.
5. Mark Blackwood updated the commission on the FI'y
Fayetteville campaign. He indicated that American Eagle and Republic are both
interested, ASA is not and he has been unable to get a reply from Air Midwest.
It was agreed that we should pursue a meeting with American Eagle and Republic
when ever convenient and notify the other airlines of the meeting at that time.
Based on the number that actually participate, we can redesign the program to
_meet.the•needs-of those airlines in a cooperative -manner.
6. It was agreed that we should proceed with planning an in-
terim Fly Fayetteville campaign costing up to $5,000.00 in the immediate future.
This campaign might include some October and November placements of ads
in Northwest Arkansas and the creation of a news bulletin periodically to the
travel agencies and the hotel facilities. Blackwood was authorized to proceed
to plan such a campaign to run if we do not get an immediate approval of
a co-op program to begin this fall.
7. It was agreed that we should begin meeting monthly, on
the fourth Tuesday, at 3:00 p.m.

8. Dale Christy suggested that we structure future agendas to
include an indepth discussion of parts of the advertising budget each time so
that over a period of months the full commission would get more involved in
analyzing the various programs we are using and making judgements on their
effectiveness.
