The City currently hauls an average of 15 trader railer Ideas of biosolids weekly to either the Paine View Landfill in Lamar, or the Cedar Ridge Landfill in Russelville. Fuel primas and tipping fees make the current landfill operation much more expensive than when selected in 2003. It also represents a waste of a potentially valuable biosolids product. Finally, there are several Significant risks inherent in landl as demonstrated by the American Environmental Landfill's sudden refusal to accept biosolids on 26 August, 2008. The solar dryer units are expected to dry the material t0 a range of 40 - 70% solitls, depending upon weather conditions. With this first phase of hosolitla processing, we believe w i ran save a minimum of$480,000 in the first twelve months. Addr Tonally, we will Investigate a number of possible beneficial reuses for the dried biosolids after the first batch is dried. The Contract provides for the construction of a set of six solar drying houses for biosolds produced at both wastewater reatment plants. Upon installation, we will immediately begin drying basollds In the houses and will stop hauling biosolids to landfills. After soler drying, we will be working the phase 2 potion of the work whereby the biosolids will be dried to over 90% solids. The City received 6 bids on April ]. Elkins Outhill and Area Sewer Linea Fayetteville received the national EPA list, through Al slating that we were the recipient of this for sanitary sewer system improvements, specifically r wasco,�aws=,w.une.rom= WATER/SEWER COMMITTEE AGENDA MEETING DATE OF APRIL 13, 3010 replacing and upgrading the Elkins curtail sewer line, and other lines in the area. This EPA grant funding was requested in February 2009. The EPA grant provides a maximum of 55% of the costs, with the remaining 45% ($412,250.00) being the required minimum local match. A preliminary design repod (PDR)was completed by Garver Engineers in 2000 that we will update prior to submitting the actual grant application. The project includes the Fayetteville owned sewer transmission line which comes How from the end of the Elkins line, shown on the attached map, as well as other lines In this area. It is anticipated that these grant funds will be used for both the design and construction, and that we will use in-house design. Replacement of the Elkins sewer force mail is a budgeted project using impact fees as if increases the capacity of the existing line. The grant proceeds will be combined with the City's budgeted funds and a cost share from Elkins. A budget adjustment recognizing the grant revenue will be processed when the actual grant approval is received. Staff requests this Rem be forwarded to the full C'Ty Council. 4. Solid Waste ADEQ Grants Through Boston Mountain Solid Waste District. Applications for two ADEQ issue recycling Stands through local Solid Waste Districts are attached. The Boston Mountain Solid Waste District compiles the grant applications and submits them to their board for approval. The City has benefited from these grants in the past. The recycling grant awards are not matching grams, so no City funds are obligated with this request. Staff requests these items be forwarded to the full City Council. a. Containers. This grant would be used to purchase the remaining recycling containers for the new West Side recycling drop off facility proposed to be located on Broyles Road near the West Side Wastewater Treatment Plant on City land. This grant would fund the rest of the containers; the first half were funded though a grant received last year. The West Side recycling drop off is intended as our premier drop off and recycling education facility, indegratirg all aspects of the proximity too the Woolsey Wet Pr iris into a comprehensive sustainability and recycling education site. We intend to incorporate Low Impact Development techniques into the drop off center design as much as possible. The improvements will also include an increase in using volunteers to help maintain the site. b. Education. This grant would be used to help develop an education program that will reach all age groups and encompass all types of recycling. It will be established as an on-going project. Fayetteville, Arkansas, is fortunate to have several residents and businesses committed is recycling, but they also would like additional Information on recycling, including regional and world trends on reuse programs. This program will be tailored to match what the specific community of Fayetteville needs for recycling education rather than a broad education application and include a comprehensive education program. If approved, this would be the first recycling education grant the City would receive. 5. Htahway 2115 and Township Water/Sewer Relocations and 36" Water Line The Highway 265 Portion design Is complete and under review by the Health Department and Highway Department AHTD has provided appraisals for our easement acquisition, easement documents are being developed. 5. Annual Sulky Waste Cleanups have been scheduled from Tam to 2pm at the following locations. This year, no a-scrap will be accepted. Detailed Information is on the City web site. The latest market changes have made the City's plans to expand the composting program obsolete. Private Industry has begun a program in Fayetteville and other areas nationwide that accomplish the same objective, virtually eliminating the target market for our program. Thus, there is no reason to incur costs to expand the composting facility while the tonnage targeted for composting is now going elsewhere and we have no market for expansion. Stgrmwater Utility Feasibility Study Update. Preliminary drafts of the feasibility have been reviewed by staff and suggestions will be incorporated through next weeks. Draft 3 will be submitted to senior staff on this month for legal and financial review. The finalized study will be aleasetl on July 1". 10. Sgnitary Sewer Rehabilitation Pro act Update a. Minisystema 5, S, 13A, 20 and 32 preliminary design is based on the sanitary sewer evaluation study (SSES)for the 810 manholes and 175,000 feet of sewer mains. Work that is appropriate for lining is being completed in the Insituform CIPP project This design work is prioritized after spatial design. b. BACKGROUND Fayetteville has been informally notified by Arkansas created Resources Commission that it will be the recipient of$485,000 in USEPA Grant Assistance from the STAG Fragment for 2010.
