A Fayetteville Water and Sewer Committee meeting will a hdId June 23, 2009, 5:30 PM,
room 326, Fayetteville City Hall, following the Agenda Ses ion. Proposed topics include:
1. Amendment to the Wastewater Services Contract between Fayetteville and Farmington will
be distributed at the meeting. As briefed, I have been meeting with Stephen Davis and Terry Yop
regarding changes and updates to the Fayetteville Farmington wastewater agreement. The key
points changed are:
(1) Changing from a single point of connection from the Farmington to the Fayetteville
systems to multiple points of connection", allowing for multiple points of connection from
Farmington's system to Fayetteville's. This allows for intelligent wastewater collection system design
in areas already annexed as well as potential future annexations.
(2) Farmington guarantees Fayetteville a set percentage of the operational capacity of
Farmington's system (19.73% for WL-10 and WL-10a -gravity lines through Farmington- and 28.39%
for WL-12 -lift station- based on the population breakdown from the original agreement and the cost
share used in the WSIP work.
(3) Impact fee changes including (a) Who pays impact fees from "new developments" to
,.new connections." This change is consistent with changes we made to our impact fee ordinance
eliminating a loophole. (b) eliminates the Farmington impact fee for new connections
within Fayetteville that flow through the Farmington system where Fayetteville paid for its share of
the construction. Fayetteville "owns" that capacity, so it is not appropriate for Fayetteville residents
to pay the Farmington impact fee. Fayetteville residents could pay the Farmington impact fee if they
someday tie to another portion of the Farmington system other than those lines where Fayetteville
paid for its share of the work.
(4) Increases the amount Farmington will pay Fayetteville for engineering by $70,000 from
the original number of$480,000 to the new number of$550,000, due to the increased engineering
costs associated with separating WL-10 and WL-10a gravity lines into two projects. Staff requests
thig item be forwarded to the full City Council for consideration.

Project is substantially complete, meaning the work can be used to execute its mission.
a. Biosolids Handling design is underway. While we did not receive any Recovery Act
funding, staff and James Lee Whit are researching Departments of Energy and Agriculture grants.
b. WSIP Construction Schedule & Cost Update will be distributed at meeting.
3. Highway 265 Water/Sewer Relocations and 36" Water Line design work is being executed by
McClelland Consulting Engineers. Easement acquisition is complete for the Township portion of this

work. Bids for the first phase of construction, the 36" water line on Township between Crossover
and Old Wire Road will be opened on June 30. Bond funds have been acquired for the project. The
second phase of the project, 24" - 36" water line from Mission to Joyce along Highway 265 is
nearing final design. Easement acquisition will commence as soon as the Highway Department has
acquired their right-of-way.
4. Sanitary Sewer Rehabilitation Project Update.
a. Insituform Sewer Pipe Lining Term Contract 2009 work is being identified and designed.
The work will probably be executed in late summer. The CIPP process involves lining existing
sewer pipes with a new pipe that saves digging, costs less than traditional dig and replace work, and
essentially installs a new water tight pipe within the existing pipeline. Under this work order,
approximately 7,700' of pipe will essentially replaced.
b. Minisystems 5, 6, 13A, 20 and 32 sanitary sewer evaluation study (SSES) flow
monitoring, inspecting approximately 810 manholes and 175,000 feet of sewer mains preliminary
report is completed. The work identified within this report was submitted for stimulus funding
approval as well as for 2009 STAG funding. Staff is currently reviewing the final report and working
on a preliminary schedule to execute the work.
5. EPA STAG Grant Notification information is attached. Fayetteville has been notified that it will
be receive approximately $286,400 in USEPA Grant Assistance from the State and Tribal
Assistance Grant Program for 2009. This is the sixth of seven years the City has received STAG
grants. This EPA funding was requested for sanitary sewer rehabilitation and is proposed to be
merged into the City's ongoing sewer rehabilitation funding to accelerate the program. The EPA
grant provides a maximum of 55% of the costs, with the remaining 45% ($234,328) being the
required local match. A sanitary sewer evaluation study (SSES) of the southern portions of
Fayetteville and in Greenland was completed in May, 2009. It is anticipated these grant funds will
be combined with the existing sewer rehabilitation project budget, and used for the rehabilitation
construction based on this SSES. A budget adjustment recognizing $286,400 in grant revenue will
be processed when the actual grant approval is received. Staff requests this item be forwarded
to the full City Council for consideration.
6. Stormwater Utility Feasibility Study development continues in-house.
7. Water/Sewer Committee Meeting is planned for Tuesday, August 11, 2009, 5:30, room 326,
following the agenda session.

Subject: Resolution authorizing the Mayor to submit a State and Tribal Assistance Grant Application
for approximately$286,400 from the USEPA for sanitary sewer rehabilitation; designating the Mayor
as the City's Authorized Representative in all matters relating to the procurement and administration of
said grant.
RECOMMENDATION
Fayetteville City Administration recommends approval of a resolution authorizing the Mayor to submit
a State and Tribal Assistance Grant (STAG) Program Application in the amount of approximately
$286,400 from the US Environmental Protection Agency for sanitary sewer system improvements;
designating the Mayor as the City's Authorized Representative in all matters relating to the
procurement and administration of said grant.
BACKGROUND
Fayetteville has been informally notified by Arkansas Natural Resources Commission that it will be
the recipient of approximately $286,400 in USEPA Grant Assistance from the STAG Program for
2009. This is the sixth of seven years that the City has received similar grants. This EPA grant funding
was requested for sanitary sewer rehabilitation and is proposed to be merged into the City's ongoing
sewer rehabilitation funding to accelerate the program. The EPA grant provides a maximum of 55% of
the costs, with the remaining 45% ($234,328) being the required local match.
DISCUSSION
The exact grant amount will not be known until formal notification is received. As we expect to have
less than two weeks between notification and the submission deadline we are requesting this resolution
in advance. A sanitary sewer evaluation study (SSES) was completed in 2009 in the southern portions
of Fayetteville and in Greenland. It is anticipated that these grant funds will be used for the
rehabilitation design and construction based on the results of the 2009 SSES.
BUDGET IMPACT
Sanitary sewer rehabilitation is a budgeted project. The 2009 EPA Grant proceeds will be combined
with the City's budgeted funds. A budget adjustment recognizing the grant revenue will be processed
when the actual grant approval is received.
