A meeting of the Fayetteville Water and Sewer Committee is planned for May 13, 2008,
at 5:15 PM, in Room 326, Fayetteville City Hall, immediately following the City Council
Agenda Session. This is a supplement to the previously published agenda.
1. WSIP EL-2 Change Order#2 with Rosetta Construction in the amount of$32,086.87 is
attached. This project is the 25,000 foot 42" gravity sewer transmission main from the Happy Hollow
lift station to the Noland WWTP, paralleling the existing 36" main. This change order is required to
add an interconnection between the parallel 36" and 42" sewer lines, and to make a modification to
the junction box at the upstream end of the pipeline as underground field conditions differed from
what was expected. $697,913.13 will remain in the contingency after this change order.
2. Greenland Wastewater Agreement/System Purchase information is attached including a staff
memo describing the proposed process for negotiating the Greenland wastewater system
agreement objectives and ownership transition, and a resolution from the Greenland City Council
stating Greenland's desire to transfer ownership of the system to Fayetteville.
3. Water/Sewer Committee Meeting is proposed for Tuesday, June 10, 2008, 5:15, room 326
(following Agenda Session).

Construction for WSIP Subproject EL-2 in the amount of$32,086.87
RECOMMENDATION
City Staff recommends approval of Change Order Number 2 to the construction contract with
Rosetta Construction for WSIP Subproject EL-2 in the amount of$32,086.87.
BACKGROUND
This project is the 25,000 foot 42" gravity sewer transmission main from the Happy Hollow lift
station to the Noland W WTP, paralleling the existing 36"main. This line will receive flows
from the new Mally Wagnon Road lift station, WSIP subproject EL-1, currently being built by
Garrey Construction.
Construction is proceeding well with the job is over 66% complete.
DISCUSSION
This change order is required to add an interconnection between the parallel 36" and 42" sewer
lines, and to make a modification to the junction box at the upstream end of the pipeline as
underground field conditions differed from what was expected.
BUDGET IMPACT
A $730,000 contingency was approved with this contract. $697,913.13 will remain in the
contingency after this change order.

Subject: Greenland Wastewater Services Contract and/or astewater System Acquisition
ACTION REQUIRED
Determine the future ownership of the Greenland wastewater system, and/or negotiate a new Wastewater
Services Contract between the Cities of Fayetteville and Greenland.
BACKGROUND
The Wastewater Services Contract between the Cities of Fayetteville and Greenland expires in December, 2008.
The City of Greenland has passed a resolution requesting the City of Fayetteville take ownership of the
wastewater collection system, which consists of approximately 65,000' of pipe, 270 manholes, and two lift
stations.
The Cities of Fayetteville and Greenland have a 30 year partnership in wastewater collection and treatment, the
conditions for which have been agreed upon in two 15 year duration contracts. The current contract,adopted in
1993, expires in 2008 and has become obsolete due to the growth, system upgrade and rehabilitation needs,and
other circumstances.
DISCUSSION
Ultimately, the wastewater systems can provide more efficient and better service when engineering principles
are applied without the constraints of political boundaries. With that perspective, it is to the long-term benefit of
all customers, and the wastewater systems themselves,that they be designed, installed, operated, and maintained
as a single entity, rather than as separate entities with multiple physical and ownership points of connection. As
a result, the recently negotiated Fayetteville-Farmington Wastewater Services Agreement contains a provision
for the future ownership transfer to Fayetteville.
In order to take ownership of the Greenland system, Fayetteville staff recommends that the Greenland system be
"whole,"meaning that it is a good state of repair, meets all current regulatory requirements,has a reasonable
allowance for future growth, and that there either(1) is no debt or(2)all Greenland associated debt would be
borne by Greenland residents. The following must be accomplished in order to meet these requirements:
(1) SSES and resulting rehabilitation be completed(the SSES is being considered at the 20 May 2008
Fayetteville City Council meeting)using the cost share model developed in the Fayetteville-Farmington
arbitration agreement;
(2) infiltration and inflow(UI) must be reduced through the sewer rehabilitation, and post-rehabilitation
flows projected in order to determine current capacity;
(3) Greenland's Wastewater Master Plan must be updated and identify projected growth requirements;
(4) pipes and pump stations must have adequate capacity to meet an established growth projection;
(5) backup power generators must be installed at both lift stations; and
(6) funding framework must be established, to include impact fees,to ensure neither Fayetteville nor
Greenland residents bear costs for work that purely benefits the other City.
BUDGETIMPACT
None at this time.

WHEREAS,the City of Greenland does not operate a municipal sewer system or a
municipal water system.
WHEREAS,the City of Fayetteville owns and operates the water system within the City
and provides wastewater collection and treatment for residents of the City.
WHEREAS,rapid projected development will very quickly increase the demand for
sewage collection and treatment infrastructure which the City cannot undertake at this time.
WHEREAS,the City owns its existing sewage collection right-of-ways and system._
WHEREAS,the City of Fayetteville has expressed interest in acquiring the Greenland
sewage collection and treatment infrastructure and operating same in conjunction with their City
department/system.
BE IT THEREFORE RESOLVED BY THE CITY COUNCIL OF GREENLAND,
ARKANSAS,that:
Section l: The Greenland City Council strongly supports the concept of selling to the
City of Fayetteville the entire Greenland sewage collection system,including right-of-ways,
piping,lift-stations,etc.
Section 2: The Greenland City Council hereby authorizes and directs the Mayor and
Recorder-Treasurer along with all City officials,employees,staff and agents to cooperate with
the City of Fayetteville in collecting information and conducting further investigation consistent
with a transfer by the City of Greenland to the City of Fayetteville of Greenland's sewage
collection system.
Section 3: TheMayor shall preparea monthly oral report on the various steps taken

for the immediate past month and the prospective steps to be taken in the corning month at each
Council meeting.
Section 4_: Recognizing that the acquisition by Fayetteville of the City sewage system
will also require theapplication-of Impact Fees to-land developed-and sold for,use in Greenland
the City Council pledges its support of those fees and authorizes and directs the Mayor,the
Recorder-Treasurer and all City officials,employees,staff and agents to cooperate in
investigation and pm-implementation procedures in this regard as well.
